Public value appears to be reborn out of the ashes of earlier failed new public management (NPM)‐driven policies in health care. It advocates greater consultation of the civic society and autonomy of public managers in decision‐making. In France, the 2009 Hospital, Patient, Health, and Territory law recentralized the health system and strengthened the central government to restore consistency in policy implementation and address earlier NPM shortcomings. The 2014 Health Project heralds a phase of policy hybridization that not only preserves earlier NPM tools but also seeks to reaffirm the role of the public and the medical profession in the governance of the health system. This article examines the relationship between the trust in leadership of political leaders and citizen participation by analysing data on Tokyo residents. Among the four variables we used to designate types of, or attitudes towards, public participation, only actual participation has a positive influence on trust. The normative recognition of participation is associated with a critical attitude towards the government. As the unclear needs of citizens have the greatest impact on trust, citizens’ trust is built through relationships between citizens and not between citizens and their government. The importance of positive actions from the local government such as public officials and political leaders that stimulate citizen awareness to the point where citizens take interest in public administration, practice participation, and enlarge participation opportunities, is increasing. We also need to consider the limitations of citizen ability to understand public issues and reflection of their needs, and the limitations of participatory governance on the decision-making process. 相似文献

This article puts forward a comprehensive framework for explaining the complex and dynamic relationship between trust in the domestic government and trust in the EU, considering time, country and individual-level variation. Using longitudinal comparative data from 32 Eurobarometer survey waves (2004–2018), we first establish that the link between attitude formation at the national and the EU supranational levels is present over time. Second, we show that during ‘extraordinary’ times of crisis the strength of that relationship intensifies. Third, we posit that the European sovereign debt crisis changed the mechanism for this relationship in two ways: during ‘extraordinary’ times, the link is much stronger in countries hardest hit by the crisis, and the relationship holds independent of individuals' political sophistication across all countries. Our findings have implications for understanding the drivers of EU support and theories of institutional trust. 相似文献

We study state and federal health insurance coverage mandates for young adults. Despite consistent findings that the Affordable Care Act's (ACA) federal mandate was effective, research has disagreed on whether preexisting, state-level mandates were successful in increasing coverage. We reconsider the issue with a new analytical perspective and newly available accurate data on state mandates. We show that the impact of the state mandates was substantive and concentrated among young adults between ages 19 and 23. Our estimates indicate that dependent coverage rose by 3.9 percentage points and overall coverage rose by 3.3 percentage points. Crowd-out of coverage through young adults’ own jobs was negligible. For those above 23, we find little evidence of changes in coverage. We incorporate these insights into analysis of the ACA's mandate, showing its effects were focused among those who were not eligible for state mandates, or were eligible but older than 23. Our results suggest that eligibility restrictions played important roles in limiting the scope of the state mandates, but they can be practical and effective tools for policymakers looking to ensure or expand coverage for young adults in the face of uncertainty about the ACA. 相似文献

For decades, research on democracy has produced evidence that the peoples of countries in Central Europe are less satisfied with the way democracy works in their countries than people in Western Europe. Using the data from the European Social Survey (ESS) I explore, how satisfaction with the way democracy works (SWD) changed in these countries between 2004 and 2014 and test the impact of satisfaction with the present state of the economy and trust in parliament on SWD. Results of the analysis reveal that people in Central Europe are still less satisfied with the democratic performance on average than people in Western Europe, but their satisfaction is on the rise especially in countries where the economy performs well, economic performance brings better standard of living, and people share a sense of economic optimism. Results also suggest that in countries where economic optimism is low, political evaluations of “crises in democracy” may play a larger role in explaining satisfaction with democratic performance. 相似文献

When do campaign contributions matter? This article advances the claim that a group that gives campaign contributions to US Members of Congress is more likely to achieve legislative success when (1) a single legislator can deliver to the group (2) a private benefit (3) without attracting negative attention. Using an original data set based on the written comments of nearly 900 interest groups lobbying the US Senate Finance Committee on health reform legislation in 2009, I link group requests to corresponding legislation. The analysis shows a significant relationship between lobby groups' campaign contributions and their legislative success, and at distinct units of analysis—the group, the side, and the group-senator dyad. The relationship is particularly strong in predicting senators’ amendments in committee. The rare data presented here offer compelling evidence that interest groups' legislative victories are sometimes connected to campaign contributions in a way that previous studies could not identify. 相似文献
