Community Support and Diversionary Measures for Juvenile Offenders in Hong Kong: Old Legacy, New Age

This paper begins by examining the arguments that led to the change of emphasis from residential training and detention to community-based measures in Hong Kong. Police cautioning and community support services are introduced. An evaluation of the services provided found that the majority of respondents reported high levels of satisfaction with them. It is likely that the services exerted positive influences on the respondents’ deviant behaviour, family values and sense of social responsibility, but one-fifth of them continued to commit deviant acts. Parents’ participation was not high. Young offenders rarely took responsibility for the offence they committed or understood the harm they had done to victims, and victims were not involved in deciding the intervention plan. The conclusions raise issues about the future for Hong Kong. They consider new diversionary strategies for responding to young people and debate the values that should underpin them.

青年研究的代际更替及现状解析(上)

本文将青年研究30年的代际更替放在社会变迁的背景下来考察,指出从上个世纪70年代末至90年代初青年研究作为一个学术领域的诞生和繁荣,到90年代初中期至世纪之交青年研究逐步走向沉寂和分化,再到2000年之后青年研究重新复苏以来呈现的泡沫化与多元化,这一迭宕起伏的历史反映了共青团血统出身的青年研究贯穿始终的学科化焦虑。长期以来徘徊纠结于意识形态化传统和学术规范化传统之间,造成了青年研究的现实困境。而要改变这种不景气的现状,青年研究必须通过范式变革走向非青年化和非学科化。     

新生代农民工对共青团组织的认知状况探讨——基于山西省6座城市的调查

调查表明,从政治态度上看,新生代农民工对团组织的基本认识是令人满意的,但对团组织的认同状况并不乐观。产生这种“认同危机”的基本原因在于利益满足的不充分,其中,“服务”与“需求”的部分错位,不同层级的团组织提供的服务存在较大的同质性,又是导致利益满足不充分的主要原因。因此,在满足主导性需求的基础上提供差异化服务,与党政组织和社会自组织协调行动,利用各种社会资源,构建多种利益满足的工作机制,是团组织在提高认同度时应着重考虑的问题。     

城市青年消费文化解读

随着商品化生产的发展和市场的兴旺,青年一代的消费观念、消费方式、消费心理都出现急剧变化,城市青年消费文化呈现攀比性、自我性、显示性、不稳定性等特点,将产生一定的负面影响,不利于青年健康成长。因此,迫切需要营造健康、积极、和谐的青年消费文化。

去年 12月 ,中国正式成为世贸组织新成员。入世后 ,中国的社会、经济面貌将会发生许多变化 ,共青团工作也随之要面对许多新的工作领域。这些工作领域主要有 :重视青年人力资源的开发 ;组织农村青年 ,搞专业化生产、产业化经营 ;帮助青年开拓就业渠道 ;引导青年树立新的观念。     

Convenient and Inconvenient Truths in Family Law: Preventing Scholar‐Advocacy Bias in the Use of Social Science Research for Public Policy

This is the second of two articles on the risks of advocacy bias in the reporting of research findings when boundaries are blurred between social science research and advocacy in the pursuit of public policy. In the first article we identify common ways in which social science researchers and reviewers of research—wittingly or unwittingly—can become advocates for ideological positions and social policies at the expense of being balanced reporters of research evidence. The first article discusses the difference between truth in social science and truth in law and identifies a range of scholar‐advocacy strategies that bias research evidence, illustrated by recent debates about overnight parenting of infants and toddlers. In this second article we show how biased research evidence by scholar advocates results in increased confusion and controversy that diminishes the credibility of all parties and stalemates progress in the field, using a case illustration of intimate partner violence in family court. We also show how adherence to scientific methods prevents the misuse of research and suggest a number of collaborative, integrative measures that can help transcend the adversarial stalemate. In a look to the future we consider some unbiased, standardized ways of assessing the strength and generalizability of research evidence.     

Book Review: The Conflict Paradox: Seven Dilemmas at the Core of Disputes by Bernie Mayer

Bernie Mayer's latest book is an excellent journey into seven key dilemmas in conflict. Mayer devotes a chapter to each of the following dilemmas: Competition and Cooperation, Optimism and Realism, Avoidance and Engagement, Principle and Compromise, Emotions and Logic, Impartiality and Advocacy, and Autonomy and Community. In this review, I suggest that the book is a thorough guide through seemingly diverse and opposing conflict theories. I go through each chapter and detail how Mayer sees these concepts as interwoven instead of oppositional. He walks his readers through what have been thought of as distinctive, even opposing, approaches, theories, and concepts of conflict. The review uses points and quotes from all seven dilemmas to show the depth of Mayer's analysis and the numerous benefits to theorists and practitioners of reading and rereading his book.
