群众路线教育实践活动取得了重要的阶段性成果,在未来教育活动中,要着力解决人民群众最关心、最直接、最现实的民生问题。"微改革",即从细微之处研究能够解决实际问题的改进办法,一点一滴地推出改革举措。"微改革"利于保持先进纯洁党性,利于弘扬为民务实清廉,利于提高群众工作能力,利于解决强烈突出问题,在走群众路线的道路上将起着非常重要的作用。     

统筹与创新：转型期警务机制改革研究

我国的警务机制正处于社会结构深刻变革、社会风险骤增、社会管理任务加大的转型时期。应对转型期内公共安全环境与形势的严峻挑战,应当科学统筹现实问题解决与制度化建设、基层机构与上级机构建设、治安打击与防范、专门工作力量与群防群治力量等重大战略关系,统筹城乡警务布局和资源规划,统筹警务改革各系统之间的配合与协作,不断创新警务体制改革的宏观思路、组织体系、防控机制、专群合作以及城乡警务运行机制,推动形成统筹推进、紧密衔接、整体联动、增值强效的警务改革战略新格局。     

Management Control,Performance Factor in Moroccan Universities ＂Case of the University Hassan I of Settat＂

The reform of higher education and the promulgation of the Law 01-00 in 2000 were a solid foundation of governance renovated in Moroccan universities. In 2009 the emergency plan has come to supplement and reaffirm the achievements of this reform. Indeed, following the deployment of the emergency plan and the introduction of an approach to contracts and projects in public education, Moroccan universities have moved from a logic means to a logic of results. Faced with this situation, and in order to ensure effective control, effective and efficient emergency plan, management control is then the ＂backbone＂ to meet the challenge of all reforms and make successful its deployment.     

论公安学历教育与招警制度的契合模式?

公安学历教育与招警制度是有着高度关联的两项制度，然而这两项制度当前却不相契合，没有发挥出制度的优势，以致出现互相掣肘，影响各自目标有效实现的问题。建议招警考试应实行“二考制”；考试科目取消《申论》和《行政职业能力测试》，只设公安理论、公安执法、公安队伍管理和公安科技四个科目，实现“所学即所考”；公安学历教育要融训于教，坚持“教、学、练、战”一体化教学模式，全面提升学员的职业能力。     

Output,surpluses and ‘stressed commerce’: a study on farm viability and agrarian transition in West Bengal,India, in the new millennium

This paper intends to evaluate at the farm level, in the current millennium, the nature of surpluses and the emerging exchange processes in agrarian West Bengal through the lenses of socio-economic class differentiation. The paper concentrates on the structure and pattern of gross value added, farm labour and farm-disposable surplus that accrue to the peasants along with their repercussions on farm viability. Finally, it addresses the consequences of stressed commerce (carried out through price shocks) on the ratio of retention of surplus at the farm level as a larger question of farm viability, agrarian transition and conflicts. The study emphasises the region with higher capitalistic¹ development. The change in this region is found to be more significant in the context of agrarian transition. The same analysis is also followed for the more backward region, but just to put forward the distinction between the processes working in the two regions.

The Rhetoric of Educational Reform

This article is an examination of the language of recent large-scale education reform in England, New Zealand, and the Canadian provinces of Alberta and Manitoba. In each jurisdiction, we review both the official documents and the parliamentary debate around a set of major educational reforms, looking at both the similarities and differences between jurisdictions and at the overall nature of official discourse. Although some similar rhetoric was used in all four settings, we conclude that the differences in justifications were more significant than the commonalities. Our analysis supports a view of official rhetoric as being primarily symbolic and intended to create or support particular definitions of problems and solutions, but also as shaped by the historical context, institutional structure, and political culture of each setting.
