The Rhetoric of Educational Reform

This article is an examination of the language of recent large-scale education reform in England, New Zealand, and the Canadian provinces of Alberta and Manitoba. In each jurisdiction, we review both the official documents and the parliamentary debate around a set of major educational reforms, looking at both the similarities and differences between jurisdictions and at the overall nature of official discourse. Although some similar rhetoric was used in all four settings, we conclude that the differences in justifications were more significant than the commonalities. Our analysis supports a view of official rhetoric as being primarily symbolic and intended to create or support particular definitions of problems and solutions, but also as shaped by the historical context, institutional structure, and political culture of each setting.

当前，公安院校本科教学改革的必要性及迫切性已得到广泛的认同，以“体制改革为关键，教学改革为核心”的改革总体思路也已经确立；而在教学改革中，课程体系改革是重点。本文就如何进行公安本科专业课程体系改革、提高教育质量、实现公安院校人才培养的目标进行初步探讨。     

Democratisation, External Exposure and State Food Distribution in The Dominican Republic

The Dominican Republic shares the island of Hispaniola with a 'failed' state, requires regular financial assistance from international funds and remains exposed to external economic pressures. State food distribution in the country, however, adheres to traditional statist policies and institutions that disappeared elsewhere in Latin America and the Caribbean during the 1980s and 1990s. Relevant literature arguably does not anticipate this outcome. This article proposes that political institutions associated with Dominican democratisation since the late 1970s, particularly strong presidentialism, a stable, non-ideological party system and high voter turnout at elections, provide incentives for a status quo, clientelistic policy in this strategic area of social policy.

深化政治体制改革需要彻底解放思想和搞好统筹兼顾

政治体制改革滞后的重要原因之一在于未像经济体制改革那样确立一个明确的目标模式.我国30年的改革以解放思想为先导,其间的大突破也有着相应思想观念的变革为先导,特别是经济体制改革目标模式的确立,就是"南方谈话"引发思想解放运动出现又一轮高潮的直接成果.深化政治体制改革,明确政治体制改革的目标模式,需要掀起新一轮解放思想的高潮,需要坚持统筹兼顾的方法.     

谈改革开放以来我国的六次政府机构改革

改革开放以来，为适应社会主义现代化建设的需要．我国先后进行了六次政府机构改革，经历了由单纯的精简机构到综合配套改革的发展过程。以政府机构改革推动政府职能转变．其实质是改变高度集权的政府管理模式．建立统一高效的服务型政府。政府机构改革已经取得了一定进展，但转变政府职能仍然是一个努力的目标，具有长期性和渐进性。当前．新一轮的政府机构改革已全面展开．标志着我国政府管理体制向职能有机统一的大部门体制迈进。     

行政法视野下国防行政体制的改革

国防行政不同于军事行政。军事权是一项独立的国家权力,而国防权隶属于行政权。国防与军事的分离,军政与军令的分离,是构建国防行政体制的基础,是国防行政体制改革的前提。国防行政体制的改革与完善,对"依法行政"与"依法治军",对国防行政相对人合法权益的保护与救济,对国防建设与军队建设,都具有十分重要的意义。     

中国经济增长的外部不经济及其解决途径

尽管近几年中国经济保持了强劲的发展势头,但经济的快速增长却掩盖不了“高投入、高消耗、高排放、不协调、难循环、低效率”等外部不经济性。我们通过对中国经济增长的投入效率、能源消耗、污染排放的分析,得出的一个基本判断是:增长方式粗放,存在不经济性。为此,必须深化经济体制改革,促进增长方式转变,这是解决经济增长外部不经济的根本途径。     

论死刑复核程序中的律师辩护权

现行的死刑复核程序是法院主动启动、书面秘密审理的内部程序,未将被告人辩护权法定化。辩护律师在介入死刑复核程序时,没有法律依据,从而导致律师辩护权在行使和保障机制上的障碍。在死刑复核程序中的,应当明确和加强律师的会见权、阅卷权、调查取证权、组织听证权、发表辩护意见权等一些基础性权利。     

和谐语境下我国未成年人司法制度的新进路——借鉴辩诉交易制度的合理内核

当前我国正在进行未成年人司法制度的改革，完善未成年人司法制度具有重要的意义。本文拟通过对辩诉交易制度的合理性进行分析，探讨我国未成年人司法改革借鉴辩诉交易合理内核的可行性及相关制度设计。
