Emerging powers are credited with influencing development cooperation, but field-based studies incorporating the viewpoints of recipient developing country actors are scarce. This article analyses the presence and the material, ideational and institutional influence of assistance in agriculture and food security in Malawi by the governments of Brazil, India, China and South Africa. The findings suggest first that, despite a similar and powerful discourse linking these four states, in practice the emerging powers' approaches diverge to a large extent. Second, the material influence of these emerging powers is relatively limited and consequently so is their influence on Malawi's decision-making process with regard to development. Finally, perceptions about the emerging powers' potential contribution to addressing development challenges differ greatly between the Malawian government and the traditional donor community. This difference arises from limited coordination and cooperation on the one hand and the importance of ideational influence on the other.  相似文献

In this article, we draw from qualitative interviews with political parties' representatives and a content analysis of party programs to identify how political parties frame animal welfare policies in Norway. In analyzing the framing of animal welfare and its significance for understanding agricultural post-exceptionalism, we found that though they frame animal welfare issues in conflicting ways, most see Norwegian animal welfare as reasonably good but perceive potential for improvement. They also generally understand societal claims as lacking or having an unclear factual basis, which has legitimized their nonaction as political parties. Even so, because of active new actors such as animal welfare organizations and retailers, the parties do not believe that public pressure will wane. Although introducing new farm animal welfare policies can represent a move towards post-exceptionalism in Europe's agri-food sector, the discourse on animal welfare policies amongst political parties implies that such is not the case in Norway.  相似文献

Drawing on participatory action research with La Via Campesina’s US member groups, this paper traces the coloniality of US agricultural policy – and the uses of this analytic lens. The framework of coloniality conjures history, contextualizing US Department of Agriculture (USDA) racism within long legacies of subjugation, while paying homage to historical resistance. It raises the stakes regarding the neo-imperialism of agribusiness monopolies, while highlighting divide-and-conquer strategies and the colonialist mentalities that linger on despite reform. Assertions of coloniality, however, risk nostalgia for 18th century pastorals, or may jeopardize hard-fought-for relationships of trust with USDA personnel. Deployment demands self-reflexivity, on the part of academia, which like the USDA is neo-colonial, yet not monolithic. Most importantly however, the discursive impact of coloniality builds upon existing, grassroots articulations of the need to decolonize agricultural policy. Calling out the coloniality of US agricultural policy echoes global revalorizations of peasant agriculture, while overcoming the constraints of the term ‘peasant’ in US-English-speaking contexts. Accordingly, it could facilitate dialogue among grassroots agrarian alliances within the US and, internationally, with international advocacy for peasants’ rights.  相似文献

A person’s appearance, identity, and other nonverbal cues can substantially influence how one is perceived by a negotiation counterpart, potentially impacting the outcome of the negotiation. With recent advances in technology, it is now possible to alter such cues through real‐time video communication. In many cases, a person’s physical presence can explicitly be replaced by 2D/3D representations in live interactive media. In other cases, technologies such as deepfake can subtly and implicitly alter many nonverbal cues—including a person’s appearance and identity—in real time. In this article, we look at some state‐of‐the‐art technological advances that can enable such explicit and implicit alterations of nonverbal cues. We also discuss the implications of such technology for the negotiation landscape and highlight ethical considerations that warrant deep, ongoing attention from stakeholders.  相似文献

While social media has had profound effects in many realms, the theory and practice of negotiation have remained relatively untouched by this potent phenomenon. In this article, we survey existing research in this area and develop a broader framework for understanding the wider roles and effects of social media on negotiation. Through a series of detailed case studies, we explore how social media can drive important negotiations either off the rails or toward beneficial outcomes—and how savvy practitioners can harness this often‐neglected factor to their advantage, or else find themselves outmaneuvered by more digitally sophisticated parties. Applying the lens of the “3D negotiation” approach developed by Lax and Sebenius, we describe a number of potentially decisive roles that social media can play to enhance actions by negotiators “at the table,” with respect to deal design, and “away from the table.” In this 3D context, we show how social media can help negotiators learn about their counterparts (interests, perceptions, relationships, and networks), directly and indirectly influence the parties, mobilize supporters, and neutralize potential opponents. We show that being proactive—both in cultivating digital influence or allies and in building resilience to threats across online information ecosystems—can provide critical advantages for negotiators navigating a hyperconnected world. We develop a preliminary framework to help identify the full range of platforms, tools, and methodologies appropriate for the use of social media in negotiations, including network mapping software and open‐source intelligence techniques. Throughout our analysis, we stress the importance of ethical and privacy considerations.  相似文献

The Rwandan government's ongoing reconfiguration of the agricultural sector seeks to facilitate increased penetration of smallholder farming systems by domestic and international capital, which may include some land acquisition (‘land grabbing’) as well as contract farming arrangements. Such contracts are arranged by the state, which sometimes uses coercive mechanisms and interventionist strategies to encourage agricultural investment. The Rwandan government has adapted neo-liberal tools, such as ‘performance management contracts’, which make local public administrators accountable for agricultural development targets (often explicitly linked to corporate interests). Activities of international development agencies are becoming intertwined with those of the state and foreign capital, so that a variety of actors and objectives are starting to collaboratively change the relations between land and labour. The global ‘land grab’ is only one aspect of broader patterns of reconfiguration of control over land, labour and markets in the Global South. This paper demonstrates the ways in which the state is orienting public resources towards private interests in Rwanda, through processes that have elsewhere been termed ‘control grabbing’ [Borras et al. 2012 Borras, S.M., et al. 2012. 我国现行的用益物权制度存在问题较多,严重影响了其实践作用的发挥。在重构我国用益物权体系时,不仅应对实践中争议较大的问题作出合理的解释,也要对缺漏之处及新情况、新问题做出积极的反映,最终形成以地上权、农用权、地益权、用益权为基础的民事基本法中的用益物权与特别法相辅相成的现代用益物权体系。  相似文献
