正在崛起的印尼经济分析与前景透视

近几年,印尼连续出台多项经济措施,促进经济增长、增加就业岗位、减少贫困和保护环境等,经济建设成效为其经济持续发展打下了良好基础。随着经济结构的调整,投资、出口和私人消费等逐渐成为印尼经济增长的引擎。印尼经济正在崛起,即将成为一个类似于中国和印度那样的新兴经济体。     

故意杀人罪中被害人过错对量刑的影响

刑法意义上的被害人过错有其特定的内涵,本文从互动论、谴责性降低理论和量刑理论三方面论证了被害人过错在故意杀人罪中的量刑意义,同时参照域外刑法的相关规定,分析我国量刑现状对司法活动造成的消极影响,从而指出将被害人过错在故意杀人罪中量刑法定化的必要性。     

符号互动视野下的网络亚文化现象分析

当今社会,网络世界的生活日益成为一种新的生活方式。在约束力相对较弱的虚拟世界,人们能够自由地张扬个性,表现自我,甚至颠覆传统的文化价值和语言习惯,这些特性都对时下"90后"青少年的生活产生着巨大的影响。"火星文"就是在这一背景下产生的。目前这种特殊的网络语言符号已为青少年群体广泛推崇并视为他们自己的独特语言体系。从符号互动的视角分析这种新兴的亚文化现象存在的合理性及其运用于日常生活所引发的矛盾,旨在如何理性看待该现象并正确引导青少年的网络行为。     

Women in parliament: assessing the effectiveness of gender quotas in Poland

Gender quotas aim to increase women’s parliamentary representation. However, the effectiveness of quotas varies. This article explores this issue further by examining the case of Poland, where gender quotas were introduced in 2011. The Polish case presents an interesting puzzle. Although the overall number of women candidates increased almost twofold in comparison with the pre-quota period, this translated into only a slight increase in the number of women deputies in 2011 and 2015. Hence, the impact of quotas was limited. However, the partisan analysis shows that there was a significant variation among individual parties: whereas some parties promoted wholeheartedly women’s access to political office, other parties did not facilitate it. By drawing on rational choice institutionalism, this article shows that institutions and preferences of political parties matter for the effectiveness of gender quotas. In the case of ineffective gender quota policy, political parties have a final say in women’s parliamentary representation.     

欧盟在中美之间的艰难选择——基于“蛋糕主义”视角的分析

在中美战略竞争的背景下,美国要求欧盟国家与其联手遏制中国,抵制中国在欧洲的基础设施建设和投资。欧盟陷入两难境地,一边是为欧洲诸国提供安全保障的传统盟友美国,另一边是给欧洲带来经济利益的合作伙伴中国。大多数欧洲国家和欧盟实际上在实施一种“蛋糕主义”的平衡策略,即在中美之间“不选边站队”,保持一种矛盾和摇摆的立场,同时它们也希望能够避免因得罪任何一方而遭受重大利益损失。欧盟国家非常清楚这种策略只是一种权宜之计,只有进一步加强战略自主,从根本上提升欧盟的防务能力和外交自主权,才能拯救欧洲,并在此基础上发展欧洲。中国需要认识到欧盟目前的骑墙状态无法长期持续,因为美国如果加大对欧盟的施压力度或者对欧盟作出更有利的安全承诺,欧盟国家大概率会回归美国的怀抱,进而联手应对中国。对中国来说,应该鼓励欧盟“不选边站队”,因为总体上让欧盟偏向中国是不现实的,欧盟能够保持中立对中国来说在理论上是一种次优选择,在现实中也可能是最优选择。今后的中美欧三边关系存在较大不确定性,欧盟的战略空间可能会缩小,需要在中、美两强之间艰难地维持平衡。     

OF FIRE AND REJUVENATION: IN SEARCH OF THE ‘POST-’ IN ‘POST- APARTHEID’

ABSTRACT

In the novels, Scatter the ashes and go (Ravan 2002) and Rumours (Jacana Media 2013), Mongane Wally Serote depicts post-apartheid through a leitmotif central to which the soldier of the African National Congress military wing, ‘Umkhonto We Sizwe’ (MK), is ostensibly caught in an interrupted odyssey. In Scatter the Ashes and go, this soldier has returned from exile in various Southern African countries to a South Africa that is on the threshold of the post-apartheid era. By contrast, in Rumours, the soldier, having arrived from exile in 1990, then goes away to Mali in search of a solution for his post-traumatic stress disorder. The article imputes these disruptions on to the failure to ‘properly’ mourn the victims of apartheid's extra-judicial killing squads, and goes on to note that, as a result of Serote's attention to the subsequent angst, post-apartheid appears as a continuum of trauma. The discussion then proceeds to posit that the resolutions to these diversions are hinted at in these novels’ elaborate motifs of fire, and proposes that the depictions of this pattern recall how Batswana suture the spiritual, psychological and social fractures consequent upon death – especially the death that occurs unnaturally, and upon the breadwinner's return home from a long absence. The bulk of the exploration pays attention to the nuances of this symbol of fire, recognising it as an integral component of a social rite populated by a dynamic interplay between poetry and music.
