企业医疗管理体制下大型医用设备配置的法律政策探究

本文通过对企业医疗投资环境下大型医用设备配置的相关政策分析,结合当前的国家投资体制和行政许可审批等政策进行全面剖析,认为国家对于大型医用设备的配置管理方面,是否考虑需要做出某些灵活的调整,应当更多的把力气放在设备使用监管上,资本投入管理政策应当视政府投资和非政府投资情况而异。     

Investigating the Reliability of the Violent Crime Linkage Analysis System (ViCLAS) Crime Report

The Violent Crime Linkage Analysis System (ViCLAS) is a computerized investigative aid, developed by the Royal Canadian Mounted Police, which is used to increase information sharing and enable crime linkages in serious crime investigations. The current study examines the reliability of the ViCLAS Crime Report by calculating the level of agreement among two samples of police officers who received one of two fictitious crime scenarios; homicide (n = 116) or sexual assault (n = 121). Results from this study show that the observed inter-rater reliability among police officers completing the ViCLAS booklet was 79.30% for the homicide scenario, and 87.70% for the sexual assault scenario. Implications of the results are discussed.

反歧视的经济法路径分析

歧视问题凸显出市场调节失灵与政府管制缺陷的两难境地,体现国家渗透市场理念的经济法恰好是以市场与政府的互动结构作为自身分析和解决社会经济问题的通常路径。因此,运用经济法的这一分析路径来解决歧视问题无疑是一个很好的方案。而建立起符合现代经济法本质要求的反歧视双向联动调节机制将成为解决歧视问题的理想路径选择。     

迈向学习型社会

在形成学习型社会的过程中,教育要先行,要在全社会形成系统的大教育观。只有在终身教育与终身学习的理念、完善的全民教育体系、各种类型的学习型组织建立的基础上才能真正形成学习型社会。     

A PCR marker Linked to a THCA synthase Polymorphism is a Reliable Tool to Discriminate Potentially THC‐Rich Plants of Cannabis sativa L.

Neither absolute THC content nor morphology allows the unequivocal discrimination of fiber cultivars and drug strains of Cannabis sativa L. unequivocally. However, the CBD/THC ratio remains constant throughout the plant's life cycle, is independent of environmental factors, and considered to be controlled by a single locus (B) with two codominant alleles (B_T and B_D). The homozygous B_T/B_T genotype underlies the THC‐predominant phenotype, B_D/B_D is CBD predominant, and an intermediate phenotype is induced by the heterozygous state (B_T/B_D). Using PCR‐based markers in two segregating populations, we proved that the THCA synthase gene represents the postulated B locus and that specific sequence polymorphisms are absolutely linked either to the THC‐predominant or the THC‐intermediate chemotype. The absolute linkage provides an excellent reliability of the marker signal in forensic casework. For validation, the species‐specific marker system was applied to a large number of casework samples and fiber hemp cultivars.     

Civic Hackathons: Innovation,Procurement, or Civic Engagement?

At all levels, governments around the world are moving toward the provision of open data, that is, the direct provision to citizens, the private sector, and other third parties, of raw government datasets, controlled by a relatively permissible license. In tandem with this distribution of open data is the promotion of civic hackathons, or “app contests” by government. The civic hackathon is designed to offer prize money to developers as a way to spur innovative use of open data, more specifically the creation of commercial software applications that deliver services to citizens. Within this context, we propose that the civic hackathon has the potential to act in multiple ways, possibly as a backdoor to the traditional government procurement process, and as a form of civic engagement. We move beyond much of the hype of civic hackathons, critically framing an approach to understanding civic hackathons through these two lenses. Key questions for future research emphasize the emerging, and important, nature of this research path.

网上银行具有业务智能化,办事效率高等优势,近些年来在我国呈现出高速发展态势,不断冲击着传统银行业务。但也存在着业务流程个性化不够、数据共享和利用不足等问题。要积极利用大数据时代下云计算和行为分析进行大数据挖掘,整合重组、业务流程再造网上银行,以减少网上银行金融交易的成本和风险,扩大金融服务的范围,从而实现资本市场资源配置的优化。
