This land is my land: the Ethio-Sudan boundary and the need to rectify arbitrary colonial boundaries

Ethiopia and Sudan share a common boundary of over 1600 km which was drawn through a series of treaties between Ethiopia and the colonial powers of Britain and Italy. To date, this boundary has not been clearly demarcated. In 2007, the Ethiopian People's Revolutionary Democratic Front, the current ruling government, entered into a secret agreement with the Sudan to make adjustments on the border. This paper identifies the major factors that have frustrated efforts to address the Ethio-Sudan boundary problem and also proposes solutions on how Ethiopia and Sudan could resolve their differences. The analysis reveals that political, social and cultural factors; the decision to adopt the western concept of the boundary; and the failure to recognise the historic and cultural constructs have contributed to the frustration of negotiations on the border. The paper proposes that Ethiopia and Sudan embrace the African Union Border Program, which encourages mutual cooperation, regional integration and the building of communities with strong economic and cultural ties.     

Animal Scavenging and Scattering and the Implications for Documenting the Deaths of Undocumented Border Crossers in the Sonoran Desert,

Since 1998, over 5500 people have died while attempting to cross the U.S.–Mexico border without authorization. These deaths have primarily occured in the Arizona desert. Despite the high volume of deaths, little experimental work has been conducted on Sonoran Desert taphonomy. In this study, pig carcasses were used as proxies for human remains and placed in different depositional contexts (i.e., direct sunlight and shade) that replicate typical sites of migrant death. Decomposition was documented through daily site visits, motion-sensitive cameras and GIS mapping, while skeletal preservation was investigated through the collection of the remains and subsequent faunal analysis. Our results suggest that vultures and domestic dogs are underappreciated members of the Sonoran scavenging guild and may disperse skeletal remains and migrant possessions over 25 m from the site of death. The impact of scavengers and the desert environment on the decomposition process has significant implications for estimating death rates and identifying human remains along the Arizona/Mexico border.

两岸跨境犯罪新情势、新问题分析

2010年的"1011"与"0810"项目,以及2011年的"0310"项目行动,让人们见识到跨境电话诈骗之猖獗。事实上,打击跨境犯罪的困境,体现在"跨境"的字义上。从犯罪人的角度而言,跨境犯罪的实施,便意味着增加了执法机关追诉的困难并降低了犯罪人被捕的风险。另外,在此信息社会下,两岸跨境犯罪呈现组织化、科技化、隐蔽化、严重化及被害普及化之新趋势,传统跨境治理体系已无法处理日益复杂化的全球跨境犯罪问题。如何避免全球治理缺口,即"管辖权的缺口"、"参与性的缺口"、"诱因性的缺口"及"功能性的缺口",成为当前防治跨境犯罪急需注意的课题。所以,未来两岸为了有效防治跨境犯罪,应以全球化治理的观点来检视两岸跨境犯罪问题,以强调"网络"、"互赖"及"规制"的特质(低政治、高功能),建立一个永续合作的发展模式,共创两岸人民双赢的局面。     

广西边境旅游发展战略研究

边境旅游作为一种特殊的旅游形式,是依托相邻国家边境线上的自然、人文资源发展起来的一种新兴旅游方式,是国内旅游的延伸。它不仅可以繁荣边境地区的经济,还可以促进边境地区人民之间的友谊,巩固边疆的稳定,而且对整个国家的对外开放和国际经贸合作都起着非常重要的作用。广西作为全国少有的沿边、沿海省区,旅游资源得天独厚。但与其他边境地区相比,广西边境旅游发展仍然落后。文章在借鉴国内外发展边境旅游经验的基础上,结合广西边境地区旅游发展现状和存在问题,提出了广西边境旅游的发展对策。

Yue Xiang: Peacock Dance King

Yue Xiang was born in Ruili in Southwest China’s Yunnan Province in 1948.He fell in love with the peacock dance,a popular folk dance of the Dai ethnic group,at an early age and later studied it under the tutelage of Gensabu and Mao Xiang,well-known masters of the style.By tirelessly observing the living habits of this magnif icent bird and imitating their movements,Yue Xiang has become a famous folk artisan in the China-Myanmar border areas,promoting the Dai heritage.He has won prizes in dance competitions held by China’s Ministry of Culture and attended the National Traditional Games of Ethnic Minorities twice to perform a peacock boxing display.Moreover,he has been invited to perform around China and abroad.In 2007,Yue Xiang was named a custodian of the national intangible cultural heritage of the peacock dance.     

对公安边防派出所人性化执法的思考
