对中缅边境管理中与缅甸地方民族武装势力开展警务合作的思考

中缅两国建交多年以来 ,双方在和平共处五项原则的基础上共同维护边境安全 ,增进了双方的胞波情谊 ,促进了双边贸易的发展。然而 ,由于与我云南接壤段缅方地方民族武装势力的存在 ,给双方的边境安全、出入境管理和边境地区治安管理等增加了复杂性和特殊性。加强与缅方地方民族武装势力在边境管理中的双边警务合作 ,具有极其重要的现实意义和非常深远的历史影响

灾荒肆虐、灾害频繁曾是陕甘宁边区乡村社会的一大顽症，如何应对灾荒既是党和政府的重要职责，更是乡村民众必须面对的一个现实问题。陕甘宁边区的乡村民众有着系统而具体的防灾备荒措施，总结这些措施，既能再现当年救灾抗灾的生动画面，又能挖掘出其中的宝贵经验，为当前提供可资借鉴的经验。     

世贸组织规则框架内发展边境贸易的思考

边境贸易在我省对外贸易和对俄贸易中所占比重较大。我国加入世贸组织后,边境贸易继续保持了较快的发展。这是由于边境贸易的发展及其作用与世贸组织的宗旨和目的是一致的,符合世贸组织关于贸易自由化的基本原则。我国加入世贸组织,不仅不会影响边境贸易发展,而且会使边境贸易获得更完备的法律保护和更优惠的政策支持。     

我国破产程序域外效力的实例分析——评香港高等法院对“广信”破产程序的承认

破产域外效力的最终实现必须依赖于外国法院的承认与执行。近来香港特别行政区高等法院作出的一个判决承认了广信破产程序在香港的效力。本案是我国法院开始的破产程序第一次正式得到境外法院的承认 ,对于管辖权、程序的透明度等问题无疑具有一定的指导作用

Fatal footsteps: murder of undocumented border crossers in Maricopa County, Arizona

In the past 5 years, the mortality rate among undocumented workers in Arizona has increased steadily. In 1998-1999, the number of deaths among border crossers was 28. That number increased dramatically in 1999-2000 to 106 and has exceeded 200 in each of the past 2 years. In the past, many immigrant deaths occurred as a result of dehydration and exposure (1). More recently, a new trend has emerged, that is, death of border crossers at the hands of the persons ("coyotes") hired to lead them across the border to safety. In some cases, the smugglers attempt to extort additional money from the families by holding the victims hostage once they have crossed the border into the United States. If the families fail to pay, the hostage is killed. Rival gangs are also murdering one another over their human cargo. Nine recent cases illustrate this trend in Maricopa County. In each example, the victims were bound, shot (or in one instance stabbed) and dumped in a remote desert area. All of the decedents were linked to murder for extortion by the 'coyotes' or rival gang members.     

大学生非正常死亡问题研究及对策——以广州大学城为例

近年来,大学生非正常死亡事件有上升的趋势,广州大学城作为一个大学集聚地,形势也不容乐观。根据相关的调查分析,大学生非正常死亡的类型多以心理问题和意外伤害为主。应该说各高校在应对这一现象中摸索出了很多成功的经验,但是在全面防控体系的构建、如何在事件处置中理顺法与情的关系、制度的执行力度等方面仍然存在不足。针对存在的问题,大学生非正常死亡的危机预案及实施机制需要进行针对性的改善和提高。     

The European Parliament as an actor in EU border policies: its role,relations with other EU institutions,and impact

This contribution focuses on the European Parliament (EP) as an actor in European Union (EU) border policies. It situates the Parliament in the dynamics of the Schengen project and discusses the distinct role it plays therein, as well as its impact thereon. The article argues that the EP managed to establish itself, years before the entry into force of the Lisbon Treaty, as a credible actor in border policies able to bring the citizens’ perspective into EU border policies. With its keen interest in the Schengen area as an area in which citizens can move freely without being subject to border controls, and with its focus on fundamental rights, it played, and continues to do so, a role in ensuring that “Schengen works”. The article presents its powers and the interplay with the other EU institutions, mainly on the basis of a number of key examples.     

An Evaluation of Childhood Deaths in Turkey Due to Yellow Phosphorus in Firecrackers

Yellow phosphorus (YP) is a powerful protoplasmic poison used in the manufacturing of matches, pest poisons, firecrackers, firework cracker, lights for watches, military ammunition, and agriculture fertilizer. YP is extremely flammable and toxic and easily absorbed from the gastrointestinal tract. In this study, we examined childhood deaths from 1997 to 2012 resulting from the ingestion of firecrackers. The patients ranged from 2 to 15 years of age and were admitted to the hospital with a variety of symptoms. Those that presented with nausea, vomiting, and hypotension rapidly deteriorated and entered a coma. An autopsy was performed in all but one of the 16 cases reviewed. Macroscopically, the livers had a yellowish discoloration with petechial bleeding. Histopathologic examination revealed acute toxic hepatitis. In conclusion, these firecrackers are found in corner shops throughout Turkey, may cause death in children with little warning, and should be banned to prevent further deaths.     

Characteristic Features of Hanging: A Study in Rural District of Central India

The ligature mark is the most relevant feature of hanging. This study was undertaken with a view to determine the characteristic features of hanging and its association with ligature material or mode of suspension. Of a total medicolegal deaths reported at an Apex Medical Centre, hanging was noted in 4.1% cases, all suicidal with mortality rate of 1.5 per 100,000 population per year. The hanging was complete in 67.7% with nylon rope as the commonest type of ligature material used for ligation. The hanging mark was usually single, situated above thyroid cartilage, incomplete, prominent, and directed toward nape of neck. The mark of dribbling of saliva was seen in 11.8% cases. Facial congestion, petechial hemorrhage, and cyanosis were significantly seen in partial hanging. Though occasionally reported, the argent line was noted in 78.7% hanging deaths with neck muscle hemorrhage in 23.6% cases. Fracture of neck structure was predominant in complete hanging.
