论中国社会主义市场经济制度下的发展计划

“用市场经济手段来提高效率,用社会主义制度来保障公平”是社会主义市场经济这一概念的实质。由此可见,社会主义市场经济制度下的计划在相当长的时期内还会起着重要的作用,应当认真研究改进计划的制定及管理方法。着重分析了长期计划、中期计划、专项计划及年度计划四种发展计划的主要内容、制定方法与关键技术,强调了POSMEP法在编制发展计划时的重要作用。最后,建议设立负责全面策划和统筹协调的总体计划部门以便更好地促进建设中国特色社会主义事业的发展。     

契约精神与税收筹划的合理界限

在市场经济条件下,税收筹划是一种普遍的以增加纳税主体可税性收益为目的的经济活动安排,但对税收筹划的法理论分析却非常薄弱。从对现代契约精神的尊重与实现出发,剖析税收筹划深层次的法价值理念,税收筹划中契约精神的延展、异化及理性复归等问题,试图在理论上解决税收筹划的"弱理论性"问题。     

未成年人注意义务对我国监护人责任立法的启示

目前我国对未成年人侵权的法律责任采取统一由监护人承担的方法,没有考察行为人的过失能力,也没有考察行为人的过失,这样的立法简单粗糙,极不完善。可以借鉴美国法的未成年人注意义务,丰富我国的立法内容,完善法律规定。     

When Did Health Care Become a Campaign Issue?

Most people mistakenly assume that health care first became a major political issue in 1945 because President Harry S. Truman’s special address to Congress on Nov. 19 of that year marked the first time a sitting president publicly endorsed a national health-care program. But the question of whether—or to what extent—it is the responsibility of government to subsidize health care for its citizens has been around for a much longer amount of time. Now that health care has become a major focus of domestic political debate, especially in light of the impending presidential election, this article, modified from an entry in the forthcoming Encyclopedia of Campaigns, Elections, & Electoral Behavior (Sage Publications), serves to inform the reader of the origins and history of health care as a campaign issue.

关于文登市新型农村合作医疗的调查报告

通过封文登市新型农村合作医疗的调查发现,现在参加新型农村合作医疗的农村居民参与度低、个人缴费少,80％的资金来源于各级政府,待遇支付管“小”不管“大”,客观上造成“帮富不帮贫”,政府成为新型农村合作医疗的主角,制度的建立不能解决参加新型农村合作医疗的农村居民因病致贫和因病返贫问题。针对上述问题,本文建议加强宣传,增强农农村居民的保险意识,提高参加新型农村合作医疗的农村居民本人的缴费比例及数额,政府加大封农村居民中弱势群体的补助,取消新型农村合作医疗家庭账户,调整新型农村合作医疗支付结构,变保“小”为保“大”,加快医药卫生体制改革,有效地防止参加新型农村合作医疗的农民因病致贫和因病返贫。     

Policy Adoption and Policy Intensity: Emergence of Climate Adaptation Planning in U.S. States

The United States is experiencing growing impacts of climate change but currently receives a limited policy response from its national leadership. Within this policy void, many state governments are stepping up and taking action on adaptation planning. Yet we know little about why some states adopt State Adaptation Plans (SAPs), while others do not. This article investigates factors that predict the emergence of SAPs, both in terms of policy adoption and policy intensity (goal ambitiousness). Applying the diffusion of innovation theory, I consider the relative influence of internal state characteristics, regional pressures, and test for conditional effects between government ideologies and severity of the problem. The results show interesting differences between predictors that influence policy adoption and ambitiousness. States are more motivated to adopt a policy when faced with greater climate vulnerability, have more liberal citizenry, and where governments have crossed policy hurdles by previously passing mitigation plans. The intensity of policies and goal setting, moreover, is more likely to be driven by interest group politics and diffuse through policy learning or sharing information among neighboring states in Environmental Protection Agency regions. These findings support an emerging scholarship that uses more complex dependent variables in policy analysis. These variables have the potential to differentiate symbolic from substantive policies and capture finer information about predictors of importance.

Accountability in Public Service Quasi‐markets: The Case of the Australian National Disability Insurance Scheme

Australia's National Disability Insurance Scheme (NDIS) represents the latest in a worldwide shift towards individualised funding models for the delivery of care services. However, market‐based models for care deliveries bring new considerations and dilemmas for accountability. Drawing on previous work by Dickinson et al. (2014), we examine a range of accountability dilemmas developing within the early implementation of the NDIS. These relate to accountability for the following: care outcomes, the spending of public money, care workers, and advocacy and market function. Examining these accountability dilemmas reveals differences in underpinning assumptions within the design and on‐going implementation of the NDIS, suggesting a plurality of logics within the scheme, which are in tension with one another. The contribution of this paper is to set out the accountability dilemmas, analyse them according to their underpinning logics, and present the NDIS as having potential to be a hybrid institution (Skelcher and Smith 2015). How these dilemmas will be settled is crucial to the implementation and ultimate operation of the scheme.     

The Subversive Potential of Women’s Relation to Work*

This article makes the hypothesis that it is the relation to work, and not work itself, that holds subversive, or even liberating, potential for women. We begin by showing the theoretical convergence between this hypothesis and feminist epistemology. In order to test the hypothesis empirically, we then look at the paradoxical ways in which many women relate to paid work. In order to understand this paradox, we argue that it is necessary to go back to a feminist definition of work by calling into question the separation between professional and domestic work. Finally, we attempt to make suggestions to transform this subversive potential into collective emancipatory practices. We insist on the necessity for the feminist movement to put domestic work back at the center of its reflection on work and on the emancipation of women.
