This article makes the hypothesis that it is the relation to work, and not work itself, that holds subversive, or even liberating, potential for women. We begin by showing the theoretical convergence between this hypothesis and feminist epistemology. In order to test the hypothesis empirically, we then look at the paradoxical ways in which many women relate to paid work. In order to understand this paradox, we argue that it is necessary to go back to a feminist definition of work by calling into question the separation between professional and domestic work. Finally, we attempt to make suggestions to transform this subversive potential into collective emancipatory practices. We insist on the necessity for the feminist movement to put domestic work back at the center of its reflection on work and on the emancipation of women. 相似文献

The ongoing health crisis in the Ukraine has persisted for 48 years with a clear division of gender-based outcomes as seen in the decline of male life expectancy and stagnation of female longevity. The purpose of this paper is to investigate differences in self-rated health and system barriers to health care applicable to gender and its intersections because of the differing negative health outcomes for men and women. Intersectionality theory provides an analytic framework for interpreting our results. Utilizing a nationwide sample of the Ukrainian population (N = 1908), we found that low socioeconomic status (SES) women rate their health worse than men generally and any other socioeconomic group. Yet women also face the greatest barriers to health care until older ages when the ailments of men cause them to likewise face the obstacles. In reviewing the barrier to health care scale, one barrier—that of health care services being too expensive—dominated the responses with some 52.5 percent of the sample reporting it. Consequently, the greatest problem in Ukraine with respect to health reform reported by the population is the out-of-pocket costs for care in a system that is officially free. These costs, constituting some 40 percent of all national health expenditures, affect women and the aged the most. 相似文献

When describing how they experience moments of not-knowing, youth workers often talk about a sense of paralysis, as though their uncertainty becomes physically constraining. This chapter describes the first of five themes associated with youth workers' experiences of not knowing what to do: the paralysis of stuckness. Abstract The purpose of this study was to examine interactions between elder volunteers and children in a campus-based child care center, using the revised Interaction Analysis Instrument (Newman & Onawola, 1989). Findings from video-taped interactions suggested that intergenerational interactions may be systematically related to the nature of specific program activities. Thus it may be important for program coordinators to consider the kind of intergenerational interactions they want to facilitate when choosing among various intergenerational activities. Persistent underperformance of public policy and program implementation in Aboriginal affairs is widely recognised. We analysed the results of two case studies of attempted reforms in public administration of Aboriginal primary health care in the Northern Territory, using a framework based on the institutionalist and systemic racism literatures, with the aim of better understanding the sources of implementation failure. Implementation of the agreed reforms was unsuccessful. Contributing factors were as follows: strong recognition of the need for change was not sustained; the seeds of change, present in the form of alternative practices, were not built on; there was a notable absence of sustained political/bureaucratic authorisation; and, interacting with all of these, systemic racism had important consequences and implications. Our framework was useful for making sense of the results. It is clear that reforms in Aboriginal affairs will require government authorities to engage with organisations and communities. We conclude that there are four requirements for improved implementation success: clear recognition of the need for change in ‘business as usual’; sustainable commitment and authorisation; the building of alternative structures and methods to enable effective power sharing (consistent with the requirements of parliamentary democracy); and addressing the impact of systemic racism on decision-making, relationships, and risk management. 相似文献

ABSTRACT Personal budgets have been heavily promoted in government policy in England as a means of increasing the personalisation of public services, particularly in the field of adult social care. The Care Act 2014 for the first time creates a statutory requirement for personal budgets to be allocated to all individuals using state funded social care. This article examines how a particular rhetoric has developed in social care policy around personal budgets, which draws freely on the language of the disabled people’s movement and suggests that grassroots ideas are the central purpose for the introduction of personal budgets into policy. It considers whether the promises made in policy are embedded in the 2014 Act and finds that there is a mismatch between claims in social care policy on the one hand and the model of personal budgets created by the 2014 Act on the other. It concludes that the policy rhetoric around personal budgets directly appropriates the language and ideas of the disabled people’s movement while promoting a wholly distinct agenda of public sector marketisation. 相似文献

This article explores the newspaper discourse surrounding a paradigm shift in social policy. The case at hand, Germany, is a prime example of a welfare state that was particularly resistant to reform. Hence, the rapid paradigm shift in German family policy since the late 1990s is puzzling. This study seeks to resolve this puzzle by drawing on the insight that public discourse is crucial for policy change. Politicians have to promote reforms prior to their implementation. The main channel for communication with the wider public is the mass media. I use newspaper coverage from 1990 to 2016 to analyze whether the media is responsive to reform initiatives. I use topic modeling, an innovative method from the computational social sciences (CSS), to identify dominant themes and shifts over time in a large corpus of newspaper articles (N = 1,459). The analysis shows that public discourse was responsive to the parliamentary debate. The article also clarifies the role of critical events and identifies discursive strategies. 相似文献
