沟通:实现人性化执法的有效保障

执法手段由粗暴走向人性化,是执法指导思想和执法理念的重要转变,是建设法治国家不可缺少的要素,也是社会进步的标志。但是,在当前人性化执法中出现了一些冲突甚至暴力袭击执法人员的事件,这应当引起我们的重视。从原因上分析,不但有执法对象的因素,也有执法人员自身的因素,还有其他社会因素。其中,政府及其执法人员与执法对象之间缺乏相互了解和沟通,是人性化执法遭遇障碍的一个深层原因。只有增进执法人员与执法对象之间的相互沟通,才能有效保障人性化执法的良性运作。     

From newspapers to social media? Changing dynamics in Swiss direct democratic campaigns

Switzerland is a laggard in terms of digital campaigning. Direct democratic votes, more particularly, are centered around issues and little personalized. Combined with the specificities of voters’ information behaviour in direct democratic campaigns, these features are likely to disincentivize political actors from extensively campaigning online. Instead, we expect political actors to continue relying on traditional media. These propositions are tested on a large data base of social media posts and newspaper advertisements published before direct democratic votes held in Switzerland from 1981 to 2020 and 2010 to 2020, respectively. Counterintuitively, this research note finds a strong discontinuity in campaign communication practices. Over the past decades, and between 2010 and 2020 in particular, newspaper ads have become less central to direct democratic campaign communication. At the same time, political actors are increasingly shifting their communication to the digital sphere.     

关于天津市地方禁毒立法的探索

二十世纪八十年代后,毒品在中国又开始死灰复燃。针对日益严重的毒品违法犯罪,国家制定了一系列法律法规,在禁毒斗争中发挥了巨大作用。但是,由于毒品问题的特殊性和我国国情,仅全国统一禁毒立法还不够,尚需地方立法的细化和补充。本文根据对天津毒品问题的分析和对其他省、市、自治区已有地方禁毒立法的研究比较,指出了制定天津地方禁毒立法的必要性,提出了天津禁毒条例的体系设想,力求为天津的禁毒立法提供某些启示和借鉴,推动我市地方禁毒立法进程。

大白口蘑子实体的化学成分研究

目的 研究大白口蘑(Tricholoma giganteum Massee)子实体的化学成分。方法 大白口蘑子实体的乙酸乙酯部位经过硅胶、RP-18、Sephadex LH-20等多种材料进行分离纯化, 通过现代波谱技术进行结构鉴定。结果 分离鉴定了12个化合物,它们分别为：亚油酸甲酯（1）、亚油酸（2）、麦角甾-4, 6, 8 (14), 22-四烯-3-酮（3）、麦角甾-5, 7, 22-三烯-3β-醇（4）、过氧麦角甾醇（5）、麦角甾-7, 22-二烯-3β, 5α, 9α-三羟基-6酮（6）、麦角甾-7, 22-二烯-3β, 5α-二羟基-6酮（7）、麦角甾-7, 22-二烯-3β, 5α, 6α, 9α-四醇（8）、麦角甾-7, 22-二烯-3β, 5α, 6β, 9α-四醇（9）、麦角甾-7, 22-二烯-3β, 5α, 6β-三醇（10）、3β-O-glucopyranosyl-5α, 6β-dihydroxy-ergosta-7,22-diene（11）、脑苷脂D（12）。结论 化合物1-3、6-12均为首次从该种真菌中分离得到。     

French engagement versus British commitment. Was it interlingual miscommunication or political manipulation?

ABSTRACT

The efforts undertaken to establish the contemporary European Union started many years earlier. The history of establishing a pan-European organization is interesting not only for historians and economists but also translators and linguists as it is the history of interlingual communication (negotiations and agreements). One such negotiation was allegedly ineffective due to the difference in understanding the French term engagement and its English equivalent employed by translators and interpreters, that is to say the English term commitment. The authors aim at presenting the political background of negotiations and the social semiotic analysis of the terms in question in order to provoke the reader to find the answer to the question whether the negotiation was broken due to interlingual miscommunication resulting from erroneously chosen equivalent or it was destined to failure from the very beginning due to socio-political and economic interests of negotiating parties. In order to achieve that goal, the authors have analysed notes exchanged between the governments of France and Great Britain in course of negotiation. The history of negotiation and the linguistic analysis are combined to illustrate the complexity of meaning construction and the semiotic implications of the contextual dependence of meanings of terms and their dynamic evolution in time and space.     

Doing Well vs. Feeling Well: Understanding Family Dynamics and the Psychological Adjustment of Chinese Immigrant Adolescents

Despite their average high levels of educational achievement, Asian American students often report poor psychological and social adjustment, suggesting an achievement/adjustment paradox. Yet, the reasons for this paradox remain unclear. Drawing on 5-year longitudinal qualitative interview data, this paper compares the family dynamics of two groups of adolescents from Chinese immigrant families: non-distressed adolescents (n = 20) who have high levels of academic achievement and high levels of psychological well-being; and distressed adolescents (n = 18) who have high levels of academic achievement but low levels of psychological well-being. Findings suggest that the two groups of families differed in parenting approaches after migration, parent–child communication, parental expectations, and parent–child relations. Implications for Asian American adolescent and youth development are discussed.

日本及中国的稻作文化与祭祀

中日两国历史久远的稻作文化及相关的祭祀,虽有地域、民族的差异,但也有不少类似之处.这与文化的传播与交流不无关系.通过实证性、复合性的比较研究,可以阐发东亚稻作文化的一些共同特征.     

Living and Teaching Across Cultures

As long as one lives within the confines of a single culture it is difficult to achieve cross-cultural awareness. Multiculturalism is often simply the tolerance of a dominant culture for minority cultures. Cross-cultural awareness is a state of mind in which one is alert to alternity , the existence of others possessing different and equally valid world views and ways of life. This can be acquired living within or alongside other cultures, when one's own and others' strangeness become readily apparent. Culture shock involves just such a realization. The challenge for the teacher of international relations is to convey the possibility of alternity to students in the classroom. After all, international relations is above all about the interaction between communities possessing separate identities and autonomous wills. The article discusses ways of cultivating cross-cultural awareness, comparing the difficulties of doing so in a society under siege—Israel—with the greater scope available in the cosmopolitan setting of an elite American university.
