政策模糊视阈下试点政策执行机制研究 ——基于低碳城市试点政策的案例分析

试点是中国政策实践过程中的一种常见现象,现有研究多从政策制定和政策创新扩散的视角研究试点的运行机制,而忽视了试点的政策属性。试点是一种特殊的政策类型,其执行不同于一般的政策执行过程。从府际关系基础上所形成的政策模糊属性出发,采用案例研究方法,通过对低碳城市试点政策进行深入剖析,探究试点政策的执行机制。研究发现,试点政策经过一系列复杂的动态过程,依靠四种执行机制得以落实:一是在执行中规划,即以规划推动执行的方案规划机制;二是双轨并行的执行制度保障机制;三是多重嵌套的试点示范落实机制;四是模糊与清晰交叉共存的策略选择机制。四种机制相互衔接、相互依存,推动了试点政策的落实。     

和谐社会视野下农民工合法权益问题研究

胡锦涛总书记在党的十七大报告中指出，完善和落实国家对农民工的政策，依法维护劳动者权益。可见，构建和谐社会必须保障农民工的合法权益。然而目前我国农民工在政治、经济、社会、人身等方面的合法权益还难以保障，必须通过改革户籍制度、制定相关法律、加大宣传教育等路径，改善农民工合法权益缺损的现状，促进社会和谐发展。

在全球化进程中，城市的角色越来越得到各领域学者的关注，成为跨学科研究的对象。在世界城市的建设中，政治参与是衡量性别平等的重要指标之一。本文将首先对纽约、伦敦、东京和巴黎这四大城市女性参政现状进行数据对比，然后对其促进女性参政的机制进行分析与比较，主要包括国家法律保障、政党促进机制和民间促进机制这三个方面。在此基础上，我们试图从四大城市的经验中归纳出有益的经验，作为北京建设世界城市过程中性别平等目标实现的借鉴与参考。     

Pathways to urban citizenship for low-income migrants in São Paulo

Recent waves of migrants are establishing an increasingly visible presence in the urban landscape of São Paulo, both in its centre and its peripheries. Though a city with a rich history of immigration and diversity, the arrival of migrants in recent decades has not been accompanied by specific municipal policies for the migrant population, an absence which affects in particular, low-income migrants. Urban social movements for migration take on the role of attempting to govern migration in the city by providing everyday support to migrants as well as mobilising them as a political group to demand changes on both national and municipal scales; yet these movements have limitations. The paper thus also highlights the agency of migrants in accessing their rights through empowering micro-level social networks and through individual negotiations with legal possibilities. Drawing on examples of institutional, activist and migrant practices in addressing questions of inclusion and exclusion in the city, the paper will trace the multiple and still fragmented ways of articulating rights and developing a sense of urban citizenship as newer waves of migrants join the urban landscape of São Paulo.     

Kinshasa: An urban elite considers city,nation and state

The declining salience of the nation state has led to an interest in whether other socially constructed forms, such as the city, have replaced it as a source of accumulation, belief and identity. This article seeks to explore whether this is true in the case of the capital of one of Africa's least successful states, Kinshasa in the Democratic Republic of the Congo (DRC). A survey explored the views towards the city of Kinshasa on the past of a variety of middle-class professional people as potential leaders in different occupations resident in different quarters of the city with roots in different parts of the DRC. Despite their somewhat abject material condition and despite extensive contacts internationally, the old dream of the nation state remains relatively strong among them while feelings towards the city largely reflect its situation in that dream rather than any new kind of loyalty. Members this class have extensive national networks of professional contact that help define their identity. New kinds of urban identity with cultural or political meaning beyond this could not be discerned contrary to the perspective held out initially.
