Theories of participation and non-participation are largely unable to capture and distinguish anti-system behavior, which ranges from deliberate silence to political violence. To better understand and measure these diverse forms of citizen participation, and to distinguish these from forms of alienation and marginalization, this article builds a new model of anti-system behavior in a way that facilitates the development of empirically observable variables and hypotheses. To do so, I draw upon sociological approaches to alienation – which examine intensities of rebellion and contestation – and combine them with the standard political scientific approach – which examines intensities of engagement based on resources. The problem, I argue, is that each approach only partially explains the motivations behind aberrant political behavior in modern democratic systems; they are in fact two sides of the same coin. I consider three cases of apparent silent citizenship: Muslims in Western Europe, Roma in Eastern Europe, and white working-class people in North America and Europe.  相似文献

This article discusses the institutional legacy of colonialism and how that has affected citizenship in Sudan and South Sudan. It argues that the colonial project made a legal distinction, especially in how citizenship was defined. It outlines problems facing Sudan and South Sudan and the challenges in managing a diverse population. It argues that a failure to build a democratic polity by resorting to ethnic federalism will divide the country along ethnic lines and prevent the emergence of a truly inclusive nation. Finally, the article discusses an alternative solution to the political crisis facing both Sudan and South Sudan, namely citizenship and the establishment of an inclusive framework to manage diverse populations within a unified nation. The article concludes with a discussion of the New Sudan Framework by situating it within the larger debate on democratic nation-building while also discussing its alignment with regional and international law.  相似文献

How does post-conflict reconstruction embody citizenship agendas? By emphasizing the intersections between urban planning, architecture and political community in Hizballah's reconstruction discourse following the 2006 war, this article explores the articulation of such agendas in the historical production of urban space. The first section explores the denial of urban space and membership in the political community to Lebanon's Shi'a in the reconstruction of Beirut following the 1975–1990 civil war. The second section introduces Harat Hreik and the struggle over its reconstruction as resistance, on the part of Hizballah and its cadres, to this exclusion. The party's approach, anchored in an innovative not-for-profit NGO, ‘The Solemn Promise Project’ (Mashru' Wa'ad al-Sadiq), asserted the claims of its constituency to a place in both the city and the nation over considerations of profit. This citizenship agenda, inclusionary in sectarian terms, however, entailed its own set decidedly class-based inclusions and exclusions.  相似文献

We show how conceptions of ‘market citizenship’ hold a central place in three distinct arenas: political theory; mainstream cultural narratives, and the views expressed by middle class Latino immigrants. Our analyses of both print media coverage and interviews with middle class Latino immigrants demonstrate that the narrative of market citizenship has heavily influenced the collective US understanding of state membership. This project not only finds a clear market framing in news coverage of the immigration issue, but finds that members of the Latino community have directly engaged with this frame and use it to refute the largely negative contentions of the popular press.  相似文献

This article seeks to promote an integrated approach to the study of citizenship policies, which pays due attention to their potential impact on migrants whose self-recognition are formally delimited by legal definitions. Through a novel approach that makes use of naturalisation processes as an empirical entry point into the narratives of citizenship embraced by Turkish migrants, this article investigates the role of dual citizenship policies in three European countries: Spain, the Netherlands and the UK. The evidence from the sample group displays a process of ‘self-bargaining’ prior to the naturalisation decision, which calls into question the link established between legal and emotional bonds of citizenship. The Dutch example demonstrates how Turkish migrants cope with the ban on dual citizenship by downplaying the identity-conferring role of citizenship status. This leads to a decoupling of legal and emotional aspects of citizenship and thereby to the adoption of a thin sense of citizenship. While Spain represents an in-between case that has a tolerant implementation despite a de jure ban, the British example shows how the process of ‘self-bargaining’ can result in the widening of emotional landscape, when dual citizenship is allowed. A thick sense of citizenship is therefore not only preserved but it can also be extended to the citizenship of the country of residence.  相似文献

What is the significance of upsurge of protest and claims-making for how we understand citizenship in relatively new democracies? In Chile, some 20 years after a paradigmatically successful democratisation, student protests for a more equitable education system have re-politicised and transformed debates about what democracy and citizenship should mean. Claims are being staked not only for educational reform but also for a new model of citizenship based on rights and welfare, in contrast to neoliberal models of citizenship as individualisation and consumption. In raising consciousness as regards the costs of neoliberal democracy, the student protests are reviving the country's radical traditions and past practices of an engaged, political active youth movement.  相似文献

Abstract

This paper seeks to analyze a particular form of noncitizenship – arising from legal long-term temporary migration – that is increasingly significant to the contemporary Australian context and to understand some of its consequences. It argues that traditional pathways of permanent settlement and full citizenship are being disrupted by new temporary migration schemes that create ‘middling’ noncitizen subjects who experience ‘patchwork’ rights and statuses across complex and diverse migration pathways. Through a close analysis of policy narratives and discourses, as well as of the existing literature on the social conditions and emerging solidarities of these noncitizens, the paper shows the various ways that noncitizenship is depoliticized and citizenship contractualized in Australia. These entwined processes of depoliticization and contractualization have intimate effects on the lives of noncitizens, and also limit and constrain the emerging solidarities that seek to challenge their exclusion. The analysis has a number of implications for the ongoing study of contemporary transformations in citizenship in other ‘immigrant democracies’ globally.  相似文献

What explains the rise in support for active citizenship programs in the Arab region? How has active citizenship been envisioned and taught with support by foreign states? How do participants understand the usefulness and impact of such programs? In this paper, we examine the contexts in which citizenship programs that embody the political aspirations of foreign states, are implemented. Embedded in local political realities, participants in these programs routinely question the ef?cacy and applicability of training modules focused on active citizenship and civic engagement. We argue that the proliferation of active citizenship programs for civil society organizations in practice serves to both bolster state legitimacy and discourage community leaders and activists from expressing political dissent. By submerging con?icting values, practices, and perspectives while encouraging civic participation based on conformity rather than dissent, active citizenship programs risk fostering a depoliticized civil society that is detached from the local political context.  相似文献

In the Netherlands, active citizenship in the context of urban regeneration of deprived neighbourhoods seems to have evolved into ‘entrepreneurial citizenship’. The concept of entrepreneurial citizenship combines top-down and bottom-up elements. National and/or local governments promote an ideal citizen with entrepreneurship skills and competencies to create more responsible and entrepreneurial citizens’ participation in government-initiated arrangements. At the same time, bottom-up behavioural practices from citizens who demand more opportunities to innovatively apply assets, entrepreneurial skills, strategies and collaboration with other stakeholders are initiated to achieve their goals and create societal-added value. The aim of this paper is to better understand the origins of ‘entrepreneurial citizenship’, and its meaning in the Dutch context of urban regeneration. To do this, we will review the relevant international literature and combine insights from studies on governance, active citizenship, social and community entrepreneurship and urban neighbourhoods. We will also analyse how entrepreneurial citizenship can be locally observed in the Netherlands as reported in the literature.  相似文献
