Scholars have pointed out the potential impact of different electoral systems on the incentives for representatives to cultivate personal versus party reputations. The mixed-member proportional system (MMP) allows us to examine the effects of electoral systems on legislators’ incentives. Scholars have argued that MMP may be the ‘best of both worlds’; however, MMP may lead to competing demands on list representatives if they are also allowed to run as constituency candidates, as happens in the Scottish Parliament. I show that this leads to different levels of committee activity—which I use as a surrogate for party activity—from constituency Members of Scottish Parliament (MSPs), pure-list MSPs (who are elected via the party list and do not run in constituencies), and dual-candidate list MSPs (list MSPs who also run in constituencies), and that the proximity of elections also affects committee activity for those who run in constituencies.  相似文献

ABSTRACT

‘If you say “Handsworth”’, the novelist Salman Rushdie remarked in 1986, ‘what do you see? Most people would see fire, riots, looted shops … and helmeted cops … a front page story.’ In the 1980s, ‘front page’ images of violence and disorder had come to define areas of black settlement such as Handsworth. However, for both Stuart Hall and Paul Gilroy, photography has the potential of unearthing alternative histories of black people in Britain. Connell explores how this might work in practice by taking Handsworth, an inner-city area of Birmingham, as its case study. Following the Handsworth riots in 1985, a photograph of the ‘black bomber’ appeared on the front page of every national tabloid newspaper, and Handsworth became conceptualized by the media as ‘Frontline Britain’. At the same time, there are numerous examples of photographs from within Handsworth that attempt to present a different view of the community: images taken at high-street portraiture studios, community photography projects and the documentary work of the professional photographers Vanley Burke and Pogus Caesar. What such images offer the historian, it will be shown, is not clear cut. Photographs from within Handsworth are suggestive of possible themes in any alternative history of race in Britain, particularly in their emphasis on everyday life. However, Connell shows that it is also necessary to understand what is often the unacknowledged politics behind these images, something that makes them—in differing ways—as problematic as the stereotypical narratives presented on the front pages of tabloid newspapers.  相似文献

Our central claim in this rejoinder is that experimentalist forms of organization in making regulatory rules, organizing social services, and articulating constitutional norms arise and diffuse as the problem that the actors and the state face shifts from ignorance to uncertainty. We argue that this has consequences for forms of accountability and for the conception and organization of democracy and constitutionalism. The EU, founded by diverse states in a period of continuing uncertainty, intensified by growing interdependence, proves to be a natural laboratory for observing urgent efforts to adjust to this new situation, and the symposium focuses on developments there. The symposium has brought us to see that there is more common ground in these debates than prior exchanges may have suggested. We therefore emphasize convergence on large points, while underscoring and, we hope, clarifying persistent differences, with the aim of encouraging the joint exploration of them already underway, in part explicitly, in part implicitly.  相似文献

The Speaker's Conference on Parliamentary Representation reported in January 2010. The report calls for a host of measures to improve the representativeness of the House of Commons and to revitalise political parties, as well as to enhance citizenship education, develop youth and community citizenship engagement programmes, and more generally to revitalise British democracy. Early responses indicate that the government and political parties will take the report seriously. The report is thoughtful, thorough and extensive, a treasure trove for policy makers, advocates and researchers. If it has a weakness, it is that it shows a better understanding of parliamentary reform than of party reform.  相似文献

We study the effects of mandatory (legislated) gender quotas in Poland, a country utilising an open-list proportional representation electoral system. We use a unique data set comprising multiple characteristics of all candidates running in two consecutive elections to the lower chamber of the Polish parliament (the Sejm). The first of them (held in 2007) was the last pre-quota election and the second (held in 2011) the first post-quota one. We show that quotas have an inherently paradoxical nature: they cause a substantial increase in the number of female candidates but the increase is accompanied by a sharp decline in women's electoral performance. This regularity holds even if we account for multiple indicators of candidate background, including previous political experience.  相似文献

To date, no academic analysis has investigated the representation of transgender individuals by Australia’s news media (ANM). This paper conducts a discourse analysis of ANM’s representation of Cate McGregor, the highest ranking Australian transgender military officer. The author offers this analysis as a case study in which 28 articles were selected from a three-year period, beginning November 2012, when McGregor ‘came out’. By employing a feminist and transgender theory framework the author concludes that, on the one hand, ANM reproduces traditional transgender tropes (e.g. publishing ‘before/after’ photographs). On the other hand, ANM gives voice to McGregor’s views pertaining to living as a woman and a transgender woman, which are aligned with transgender theory. Thus, this author argues that ANM engages in a remediation of transgender theory. McGregor acknowledges that she has enjoyed the privilege of being socialized as a man and therefore her life as a woman, a transgender woman is different to other women. Moreover, as an ‘out’ transgender woman she is refusing to ‘pass’ and hide her sex/gender history. Subsequently, McGregor views on what it means to be a man, a woman, and a transgender woman, are disruptive to sex/gender normativities and she thereby embodies a ‘gender fuck’.  相似文献

The existing literature on ideological congruence has typically looked at congruence immediately after elections when governments are formed. This article goes beyond that comparative static approach by examining changes in citizen-government ideological congruence between two fixed points in time, namely at the beginning and end of government mandates. Building on a veto player approach and dynamics of party competition under majoritarian and proportional representation (PR) electoral systems, the results indicate, first, that government positions are more stable in between elections, as the number of parties and their ideological distance increase in cabinet. Second, it appears that single-party and homogeneous coalition governments decrease ideological congruence between elections under low levels of polarisation, while they increase congruence under very high levels of polarisation. Third, it was found that governments under majoritarian systems slightly decrease congruence between elections while congruence stays stable on average under PR systems. The different levels of party system polarisation across majoritarian and PR electoral systems mostly explain this difference.  相似文献

Drawing on two complementary mechanisms, this article explores the question of whether electoral institutions and conditions of electoral competition create incentives to promote electoral misconduct in young or developing democracies. The first mechanism explains how majoritarian institutions like disproportional electoral systems are more likely to trigger electoral fraud than consensus electoral institutions like proportional representation. However, for this mechanism to be activated, the incumbent must feel effectively threatened by the opposition. To better understand the way this mechanism works, the electoral history of the country also needs to be taken into consideration. Democracies which have a historical record of running clean elections are less likely to experience fraud than countries with a history of electoral misconduct. I test these theoretical claims using a dataset that contains relevant information for 323 parliamentary elections in 59 new or developing democracies in the period between 1960 and 2006. The empirical analysis shows a strong and robust empirical support for the two mechanisms.  相似文献
