Internationally, there has been a general trend towards crime prevention and community safety measures. The main policy ideas and instruments associated with this trend have spread widely in Western countries. This article examines the Swedish national crime prevention policy. As Sweden is a welfare society with a long tradition of social crime prevention, it is of great interest to explore to what extent the aforementioned trend has influenced its crime prevention policy. We do this by examining Sweden's national policy and how its concepts have spread to the local level—specifically, to municipalities and their local crime prevention councils. We find that there has been a preventive shift in Sweden, although not as far-reaching as in many other European countries. Substantial changes have occurred in the understanding and direction of crime prevention work, and the question is to what extent this development will continue. 相似文献

This paper looked at the performance of the African Union (AU), in the resolution of intrastate conflicts in Africa. The study necessitated a revisit to the Libyan crisis. It is acknowledged in the study that conflicts pervade human relations. In the case of Africa, the study further shows that Africa has never experienced a lasting peace. The theoretical framework of games theory has been adopted in the study, to describe the character of African conflicts and to proffer solutions for the minimization of the level and number of such intrastate conflicts. The Libyan conflict typified the character of intrastate conflicts in Africa and was used for illustration in the study. The study concluded that the AU has made significant contributions toward the resolution of intrastate conflicts in Africa but there are still shortcomings of the AU and impediments to the efforts of the African Union, toward the resolution of such crises. 相似文献

Community‐based restorative transitional justice is an important feature of peace consolidation, maximizing access to justice and facilitating reconciliation. Examining post‐conflict Sierra Leone as a case study, the author draws on existing justice practices in Sierra Leone as examples of restorative responses to war criminality. Specifically, the traditional reintegration of former male and female combatants and the emergence of a new project, ‘Fambul Tok’ are detailed. The author discusses and compares the Special Court for Sierra Leone and the Truth and Reconciliation Commission to point to gaps in transitional justice that call for community‐based restorative strategies. 相似文献

The author explores the role of cultural planning as a planning tool in South Africa. Abstract An analysis of psychometric data from a sample of 341 UK child abusers who had completed a probation-based sex offender treatment programme was carried out in order to assess the effectiveness of therapeutic treatment. A cluster analysis was also undertaken to examine the pattern of pre-treatment problems. Three clusters of offenders, with distinctly different psychometric profiles, were identified depending upon the number and extent of their offence-specific and social adequacy problems. These were labelled Low need, Medium need and High need. Pre–post analyses revealed clinically significant treatment effects for the entire sample, with differing effects found across the clusters as follows: 50–81% of the Low need group scored within the cut-off (or normative range) at the post stage, while between 3% and 26% had shifted to a clinically significant degree; 34–75% of the Medium need group scored within the cut-off range after treatment, while between 9% and 100% had shifted to a clinically significant degree; 16–52% of the High need sample scored within the cut-off at the post-treatment stage, and between 15% and 80% had shifted to a clinically significant degree. 相似文献

Abstract This paper will describe an innovative UK service development, Resettle, which is designed to address the needs and risks of personality disordered offenders who are released into the community from prison and whose high risks of harm and re-offending are linked to their personality disorder (PD). All the cases worked with are subject to Multi-Agency Public Protection Arrangements (MAPPA). This non-residential, intensive community-based service is nationally funded jointly by the Department of Health and Ministry of Justice, originally as part of the Dangerous and Severe Personality Disorder (DSPD) programme for high-risk offenders. Resettle became operational in 2008. It is currently being independently evaluated via a randomised control trial that is due to complete in March 2013. Formal outcome data are, therefore, not yet available, however, the developing model of intervention based on experience and learning to date is described alongside the policy and service context for this area of work. 相似文献

Abstract Observers of Southeast Asian affairs commonly assume that the members of the Association of Southeast Asian Nations (ASEAN) are reluctant to pursue liberal agendas, and that their main concern is to resist pressure from Western powers to improve their human rights practice. This article, however, argues that such a conventional view is too simplistic. The Southeast Asian countries have voluntarily been pursuing liberal agendas, and their main concern here is to be identified as ‘Western’ countries – advanced countries with legitimate international status. They have ‘mimetically’ been adopting the norm of human rights which is championed by the advanced industrialized democracies, with the intention of securing ASEAN's identity as a legitimate institution in the community of modern states. Ultimately, they have been pursuing liberal agendas, for the same reason as cash-strapped developing countries have luxurious national airlines and newly-independent countries institute national flags. Yet it should be noted that the progress of ASEAN's liberal reform has been modest. A conventional strategy for facilitating this reform would be to put more pressure on the members of ASEAN; however, the usefulness of such a strategy is diminishing. The development of an East Asian community, the core component of which is the ASEAN–China concord, makes it difficult for the Western powers to exercise influence over the Southeast Asian countries. Hence, as an alternative strategy, this article proposes that ASEAN's external partners should ‘globalize’ the issue of its liberal reform, by openly assessing its human rights record in global settings, with the aim of boosting the concern of its members for ASEAN's international standing. 相似文献

Over the past several decades, there has been a decline in social capital in American communities. New urbanism has been proposed as a tool to reverse some of this decline. This study seeks to understand the potential benefits of new urbanism in terms of social capital. Differences in social capital between a new urbanist subdivision (NUS) and a standard suburban subdivision (SSS) are compared. The findings of this study suggest that residents of NUSs have more social capital than residents of SSSs. However, many of the differences between the two communities disappeared when a social bias control was added to the model. 相似文献
