基于层次分析法的数字档案馆档案信息服务质量评价体系建构

科学的评价体系是数字档案馆档案信息服务质量评价顺利进行的前提。层次分析法为准确确定评价指标及权重提供了有效工具。文章运用层次分析法确定了数字档案馆档案信息服务质量的评价指标体系,为合理评价数字档案馆的档案信息服务质量奠定了基础。     

服务型乡镇政府的职能定位及构建

服务型乡镇政府是以公共利益为目标,以服务为行政理念,以法治为准则,以承担乡村公共责任为己任的新型政府。其职能可概括为提供公共产品,管理公共事务;培育农村市场,引导农民发展生产;完善社会管理,维护乡村社会稳定等三个方面。实现乡镇政府的职能转型需要从改革政府管理体制、创新政府管理方式、提高公务员素质等方面入手。

在我国社会发展中,社团组织具有积极力量.而支持与扶持积极、健康的社团组织,并极力促进这些社团组织的壮大与发展,对目前我国政府在社区教育投入不多的现实条件下,是一个很有前景的社会事业.调研表明,在街道的社区教育活动中,居民自发组织起来的各种社团组织在地区的社区教育活动中发挥着无可替代的作用.     

关于"服务型工会"的实践和探索

经济多元化的发展使劳动关系和职工队伍日益复杂化,而当前经济危机的发展也凸显了创建服务型工会的迫切性,建设服务型工会,不仅是中央的指示,也是来自实践的需求,服务是比维护更为宽泛的概念,服务型工会更好地处理了服务大局、服务企业和服务职工三者之间的关系。创建服务型工会必须从改革工会自身入手,实现工会的全方位转型。     

Unlocking from Community Stakeholders,Corporate Social Responsibility (CSR) projects for effective Company–Community relationship

Abstract

Conflicts in mining fields that revolve around the type and perceived impact of CSR projects seem to be daunting to solve. Such conflicts emerge from misconceptions among community stakeholders’ that lead to a failed company–community relationship. This inimical situation threatens peace, security, lives, and properties at the community level. To resolve the company–community conflicts, it is important to minimize the misconception among community stakeholders’ by identifying their preferences of CSR projects. However, the challenge of identifying these projects in mining fields is yet to be fully explored and understood. The aim of this paper is to identify community stakeholders’ topmost preferences of CSR projects for an effective company–community relationship and propose a path for community engagement. A sample of 604 respondents comprising community leaders’ and local residents’ from three regions which host Gold Mining Firms with level ‘A’ membership from the Ghana Chamber of Mines were drawn for this study. Using a questionnaire made up of close and open ended questions, a survey was conducted. With SPSS 16.0, the data on the close ended questions were analyzed with ranking and factor analyses while the open ended were drawn into teams to support the former. The results of the ranking analysis show that different group of stakeholders’ had a different preference for CSR projects. The factor analysis revealed that for effective company–community relationship both stakeholders’ preferred a Streamline Social Intervention and Improve Stakeholder Economic related CSR projects. Base on these findings, the study recommends that Mining firms’ should give maximum consideration to projects that seek the welfare of both stakeholders’ and have equal engagement with all stakeholders’. Also, managing expectations before, during and after mining should be a shared responsibility of all the stakeholders’.     

多元主体视角下社区居家养老服务路径探索

在中国深度老龄化社会加速到来之际,社区居家养老模式的作用日益凸显。文章依据多元福利主义关于多元主体功能分担的原理,分析了中国社区居家养老服务多元主体（政府-社会-市场-家庭）之间功能冲突的现状。基于此,从多元主体责任分担的视角构建了四主体相互依赖的发展路径：要求政府在养老服务市场的引导中做到放权不越位,充分发挥社会组织的专业特长,坚持市场在服务配置中的基础性作用,培育老年人及其家庭的主动消费意识。总之,四主体良性互动和分担的居家养老服务市场的培育有赖于服务需求分级分类管理和充分竞争的养老服务市场的培育。     

Public Service Motivation Scholarship in Africa: A Systematic Review and Research Agenda

Although several literature reviews have been published on public service motivation (PSM), none of them focused solely on Africa. Adopting a systematic review of the literature, we analyse articles on PSM scholarship in Africa published between 2005 and 2017. We found that authors in African PSM is consistently increasing with their research published in highly ranked peer-reviewed journals. The antecedents and consequences of African PSM are similar to those of Western countries. Finally, respondents of African PSM scholarship are skewed towards “managerist” and students’ perspective. We proposed agenda for African PSM research with four key interest areas.     

The Investment Approach to Public Service Provision

The investment approach to public service provision is now receiving considerable attention worldwide. By promoting data‐intensive assessments of baseline conditions and how government action can improve on them, the approach holds the potential to transform policy development, service implementation, and program evaluation. Recently, variations on the investment approach have been applied in Australia to explore the effectiveness of specific programs in employment training, criminal justice, and infrastructure development. This article reviews the investment approach, presents a Public Investment Checklist to guide such work, and discusses three examples. It concludes by considering the implications of investment thinking for the work of policy designers and public managers.     

“互联网 +”语境下工会服务职工的路径探析

探索"互联网+"语境下工会服务职工群众的路径有助于进一步明晰新业态、新关系下工会的工作机制和服务方式,增强组织凝聚力,实现工作创新突破,更好地开展服务。面对当前工会运用"互联网+"服务职工存在整体规划模糊、信息共享不足、数据价值发挥不够充分等问题,建立权威的、全国工会层面的工会移动互联网服务平台,可以实现信息互通、资源共享,促进社会合作,为职工提供更精准、更深层、更长远的服务。该平台应以移动互联网应用程序即App为主,侧重服务、互动、综合信息的分析与发布,其建设需要工会工作人员和技术人员共同深度参与、持续完善。
