西部农村开发的重要途径——园区模式

我国西部农村的开发是一个跨世纪的伟大工程,不仅关系到西部农村的发展和现代化,更关系到全国的改革和发展,关系到党和国家的长治久安,具有重大的经济、政治和社会意义。西部农村地区自然、历史、社会条件各不相同,开发过程和现代化道路也应因地制宜。园区模式无疑是开发西部农村过程中一个可借鉴的模式,文章中重点介绍了园区建设的类型以及推进园区建设中应注意的问题。

大学生就业水平关系着高校的社会声誉,是高校办学质量的重要体现。高校要把学生就业摆在事关学校发展的重要战略地位,积极探索"招生、就业、教务、学工"协同联动机制,着力构建"基础保障、培养质量、就业服务、创业孵化"四大创新体系,努力实现就业教育从零散化向系统化转变、就业服务从粗放化向精细化转变、就业评估从单一注重就业率向就业率与就业质量并重转变。     

Means of production versus means of coercion: can Russian business limit the violence of a predatory state?

In their most recent works, North and his coauthors (North, D. C., J. J. Wallis, S. Webb, and B. R. Weingast. 2012. In the Shadow of Violence: Politics, Economics, and the Problems of Development. New York, NY: Cambridge University Press; North, D.C., J. J. Wallis, and B. R. Weingast. 2009. Violence and Social Orders: A Conceptual Framework for Interpreting Recorded Human History. New York, NY: Cambridge University Press) name the formation of organizations capable of effectively restricting violence in society as a necessary condition for transition from developing societies to societies with sustainable economic growth. However, the mechanisms of emergence and conditions for the operation of such organizations in contemporary developing countries remain unclear. We follow the logic of formation of such organizations using the case study of collective actions of the Russian business community aimed at restricting “state violence” against business. We seek to identify the conditions leading to a shift in the choice of strategies from attempts at informal agreements with extortionists controlling means of coercion to cooperation of businessmen and trace the further evolution of organized forms of collective action. Finally, we assess to what extent the created organizations can be efficient and self-supporting in the long term.     

What Makes an Aboriginal Council Successful? Case Studies of Aboriginal Community Government Performance in Far North Queensland

Indigenous community governments are at the frontline of current efforts to ‘close the gap’ between Indigenous and non‐Indigenous living standards. Yet there is little empirical evidence about successful performance by these organisations and considerable scepticism about whether introduced Western governance models can ever be viable in Indigenous communities. To identify the governance attributes that contribute to successful performance, case studies were conducted at three Aboriginal councils in far north Queensland. The untested assumptions in current notions of ‘good governance’ were examined. Currently accepted good governance principles and practices were investigated to ascertain their actual causal relationship with council performance. The research further identified key contextual, historical and cultural factors that are important in shaping successful or unsuccessful governance. Practical strategies are suggested for policy‐makers and Indigenous leaders to build the performance of Indigenous community governments.

论公安情报的社会服务功能

公安情报工作是公安工作的重要组成部分、是公安机关履行职能职责的重要依据、是完善各项公安工作的重要手段。它在侦查破案、预防和打击违法犯罪等方面发挥了重要的作用,但它的社会服务功能同样具有不可替代的作用。文章主要从对各级党委和政府的参谋作用、宣传教育、社会咨询、稳定民心、引导舆论等五个方面来说明公安情报的社会服务功能。     

北京社区矫正的实践探索——以北京朝阳区为例

2003年起,北京开始社区矫正试点实践。在实践过程中积累了大量的经验,本文以朝阳区为例,介绍了北京社区矫正的概况、社区矫正的法律法规体系、组织体系以及工作的衔接等问题,以便全面了解北京的社区矫正。

The article examines the political origins and impact of recent managerial reform (the shift from the professional bureaucracy model of public administration to the new public management [NPM]) in UK local government. Two key drivers of managerial reform are identified: central–local relations and labour management. The former are historically complex due, partly, to the Victorian expediential justification of local government, and the tenuous constitutional status of local government in the British polity. These factors necessitate and permit central control with models of public administration a key mechanism for achieving this. In addition, as 70% of overall sector costs are made up of centrally funded labour costs, the centre's attempts to control labour management (pay and performance) is a second key driver of managerial reform. And models of public administration, again, are a major mechanism for achieving central control. The analysis is rooted in a brief historical examination of developments from the 1880s, and a longitudinal case study examining more recent developments to illustrate the general case made. Empirical findings show councillor, union and worker resistance to managerial reform. They also show job loss, work intensification, job insecurity and demoralisation of staff. Another key finding is that NPM is not new, but a regression to the Victorian era.
