What enables democracies to succeed has much in common with what enables other forms of modern rule to succeed: notably the capacity for effective military selfdefence and the reasonably efficient functioning of a domestic economy. When the factors favouring the success of any form of modern regime are broken down, most of them may readily be secured for a time under autocratic rule, and none is strucurally ensured by democratic rule. At present there is good reason to believe that the special advantages of democratic rule - above all the heuristic merits of open and competitive political deliberation - at least offset the inherent disadvantages long ago identified by its enemies. The distinctive preconditions for the success of democratic regimes are furnished, if at all, only by the workings of democracy itself. They are both instances and products of success in learning how to live freely as, and within, a large collectivity. That outcome can be menaced or precluded by the causal properties of ill-conceived institutions. But it can only be brought about by free and practically intelligent political action. This is a task for citizens and career politicians, not a potential gift from the social sciences.  相似文献

Abstract

This study introduces the concept of geocultural immobility. A minority's geocultural immobility is identified as an imposed low geographic mobility within a nation with low cultural pluralism. It establishes the Lebanese Shi'a geocultural immobility, to which it attributes their religious resurgence. This Lebanese Shi'a religious resurgence is proven in this research to produce the zealots needed by religious terrorist organizations. This study also introduces and defines religious terrorism as violent acts performed by elements of religious organizations or sects, growing out of a commitment to communicate a divine message. It makes distinctions among religious terrorism, secular terrorism, and fighters for religious freedom, which are based on the actors' motives, affinities, and consciousness of the maliciousness of their acts. The primary and secondary data and the quasiexperiment in this research support its special hypotheses. They indicate a statistical correlation between eight Lebanese Shi ‘a cultural and religious attributes.  相似文献

Abstract

When South Africa was emancipated from the oppressive apartheid regime in 1994, it was a severely divided society in need of an inclusive national identity to bind its citizens and maintain peace. Therefore, the state targeted the cultural industries, including film, as a means of promoting symbolic representations of national unity. The film industry was further identified as a priority sector for economic growth and as a potential platform for equitable redress. This article discusses existing and emerging finance, distribution and exhibition structures in the post-apartheid film industry. It considers government interventions in the form of film policies and development strategies with the purpose of examining the influence of globalising forces, in particular neoliberalism, on the apparent market-orientation of such interventions. The results presented indicate that the post-apartheid vision of equality, freedom and diversity does not always sit comfortably with the neoliberal, free-market principles promoted in the Growth, Employment and Redistribution (GEAR) programme of 1996. Moreover, it suggests that in this commercial environment, the voices of the historically oppressed black majority, rather than enjoying a sense of artistic and creative freedom, can in fact encounter commercial censorship through the commodification of films for an export-orientated market.  相似文献

Abstract

The last few years have seen several attempts to strengthen press regulation in various parts of the world, while the difficulty of controlling online publication is arguably only increasing. In this article the focus is on recent suggestions for a new system of co-regulation of the press in South Africa, in order to see how online journalism is viewed and treated by regulators. In comparison, the article refers to suggestions in this regard by the Leveson Inquiry in Britain and two Australian press and media reviews. Reference is made to Flew and Swift (2013), who apply six main theories in three overlapping categories in debates on the role of journalism and its relationship to the state: fourth estate/market liberal; social responsibility/critical pluralist and dominant interest/radical. A literature review and a qualitative approach were used to identify and compare key debates in various reports from Australia, Britain and South Africa. While suggestions in Britain and Australia favoured an inclusive approach to the regulation of print and online journalism, the South African Press Freedom Commission rejected the idea, due to principle and practical objections. It also became clear that the key problem in the three countries lay in the inability to establish consensus between divergent perspectives on dominant interest and social responsibility, and the entrenched values of the fourth estate/market liberalism.  相似文献

Critically considering scholarship relating religiosity to ethical behaviour, we contend that religion is systematically related to levels of corruption, and that the nature of this relationship is contingent on the presence of democratic institutions. In democracies, where political institutions are designed to inhibit corrupt conduct, the morality provided by religion is related to attenuated corruption. Conversely, in systems lacking democratic institutions, moral behaviour is not tantamount to staying away from corrupt ways. Accordingly, in non-democratic contexts, religion would not be associated with decreased corruption. Time-series cross-sectional analyses of aggregate data for 129 countries for 12 years, as well as individual level analyses of data from the World Values Surveys, strongly corroborate the predictions of our theory. The correlation of religion with reduced corruption is conditional on the extent to which political institutions are democratic.  相似文献

This article presents some of the findings of research on issues surrounding teaching terrorism and political violence at UK higher education institutions. It reports the results of a survey of UK institutions of higher education on their responses to government and other pressures in relation to terrorism. The data show a minority of universities have developed systems, policies or procedures for ‘preventing violent extremism’, while a significant number have developed close cooperation and collaboration with state counterterrorism policies raising potential issues of academic freedom. This article then examines three high-profile cases – incidents where universities, lecturers and students have come under political and legal pressures over the content of terrorism courses or accusations of ‘radicalisation’ on campus. It suggests that these pressures can be and sometimes are resisted, but that they have on occasion effectively narrowed the scope of academic freedom in practise with the danger that a further chilling effect follows in their wake.  相似文献

Abstract

This article highlights the importance of adopting a pluralist approach to developing freedom of information (FOI) schemes within specific states in an age of ‘adopter intensification’. The limitations of imposing universal ‘off the shelf’ schemes without addressing multifaceted and unique state requirements are highlighted. The South Pacific Region is utilised as an example that demonstrates adoption is merely the initial and simplest step in an ongoing process of adaption and implementation. Comprehension of the ongoing commitment required in implementing effective FOI schemes should exist prior to legislative conception. Draft schemes must consider not only the supply and demand element of FOI within specific states, but also their broader macro- and micro-level intricacies. Vanuatu and Tonga are used as examples to demonstrate that even where a pluralist and staged approach is undertaken progress can still be slow and problematic.  相似文献
