构建社会主义核心价值体系的路径选择

社会主义核心价值观,在本质上说,是一个社会所需要并加以倡导的价值观念的集中体现,它的形成不是自发的。而是需要长期教育和引导。因此,必须坚持以科学的路径和方法来构建社会主义核心价值体系。本文认为,建设社会主义核心价值体系,必须融入国民教育的全过程;必须完善制度体系;必须通过长期的实践来完成。     

双重协调:中国的周边安全战略构建

自习近平同志担任中共中央总书记以来,中国对周边外交更加重视,推出了一系列周边外交新理念和新举措。不过如何更好地开展周边外交也日益面临着周边安全的掣肘,对于周边安全环境的评价也存在大量争议,这就使得建立周边安全的评价体系和构建整体性的周边安全战略很有必要。由于中国崛起的周边安全效应、全球战略重心东移亚太的地缘效应和周边国家转型的系统效应,中国的周边地区安全已变得日益重要。周边安全合作面临着大国权力竞争、制度竞争和观念竞争等主要障碍,中国在周边安全中应该发挥重要作用。从国家利益层次分析的视角,可以对中国周边地区存在的纷繁复杂的安全问题进行梳理,区分为核心利益、重要利益和一般利益三个层次,使得对于中国面临的诸多周边安全问题有着更为整体性的清晰认知,进而提出了“双重协调”的周边安全战略。针对涉及不同利益层次的周边安全问题,中国可以采用“大国协调”和“制度协调”并进的思路,单一或综合运用政治、经济、军事和社会等手段,最终推动中国周边地区形成较低程度的周边安全共同体。     

Using core competency frameworks to explore the needs of Kenyan youth workers

Since youth work is a relatively new career path, there is debate regarding the competencies necessary to advance overall professional practice. This debate is particularly relevant in African countries, such as Kenya, with a growing number of youth in need of assistance. The purpose of this study was to identify the competencies needed to meet the goals and challenges of Kenyan youth workers, and assess whether these competencies align with prominent youth development competency frameworks. Data were collected from Kenyan youth workers related to the challenges, goals, and barriers they faced. These data were matched to two competency frameworks. Four themes emerged: (1) programs management competencies are most important; (2) holistically developed youth is a primary goal; (3) differences exist in how competency frameworks map to Kenyan youth workers; and (4) all competencies are not equal in the view of youth workers. Implications for program and system development are discussed.

ISA Presidential Selection: A Discussion of Alternatives

During fall 2000, all ISA members will be asked to vote on a set of changes to the association's constitution. Most of the proposed changes are required to bring ISA's constitution up to date with current practices and association circumstances (for example, instead of having only the Editor of ISQ as a member of the Governing Council, one of the proposed changes adds the Editors of ISR and ISP to the council). In the course of examining and reflecting on possible changes to the constitution, the ISA Governing Council discovered that there was controversy among its membership regarding how officers are elected. As a result of this discussion, the Governing Council voted to put a referendum before the membership concerning the election issue and the other requested constitutional changes (though only the officer election issue is discussed in the following pages). To ensure that all members of the association are aware of what the election issues are, we have asked members representing the various positions to discuss their views in the pages of ISP . In addition, Craig Murphy, 2000–2001 ISA President, has written an introduction to the election debate that is printed below. ISA members will be asked to choose between these options in a mail ballot this fall.

The Four Predicaments of American Liberalism: Challenges and Opportunities in a Presidential Election Year

The presidential campaigns of Hillary Clinton and Barack Obama have indicated an apparent resurgence in American liberalism. More significantly, they have underlined both the highly problematic nature of the liberal legacy within the Democratic Party and the difficulties of mobilising liberal themes in the battle of ideas that characterises the conduct of politics in the United States. The article examines the difficulty of the issue by reference to four predicaments that persistently condition the status and deployment of liberal themes. In analysing the problems of strategy, historical narrative, political positioning and ideational engagement, the study analyses the negative connotations of contemporary liberalism, the multiple limitations of liberal reform, and liberalism's deficiencies in the politics of America's core ideas. A revived liberal prospectus will depend upon the ingenuity of liberal forces in challenging the conservative ascendancy in ideational competition, and in renegotiating a public settlement of their own with the central strands of political legitimacy.

公共危机突发事件对公共行政管理是一个巨大的挑战,公共危机的管理需要政府行政精神的支撑,因为行政精神是公共行政管理的灵魂和核心。要塑造有强大支撑力的行政精神又必须以社会主义核心价值体系为指导,作为我国社会价值体系中的核心,社会主义核心价值体系以其广泛的适用性和包容性以及强大的整合力和引领力,决定着公共危机管理中的行政精神的价值目标。     

论国际社会核心价值的内嵌

国际社会的核心价值是和平与发展、公正与平等,它们的形成与发展经历了一个逐步嵌入国际社会的过程.国际社会核心价值的内嵌过程受到三个重要因素的影响:世界的有限性、自我毁灭的经历与大国的责任.世界的有限性影响了国际政治思维方式,在19世纪晚期表现为抢夺型,在20世纪晚期表现为合作型;两次世界大战既是国际社会走向自我毁灭的过程,也是一个人类进行自我反思自我学习的过程;大国将其价值观嵌入国际社会,促进了国际社会的核心价值体系的建立.中国作为一个正在崛起的世界大国,其责任不是推翻西方价值体系,而是弥补其缺陷,向世界传播中国的"和平、合作、和谐"价值理念,努力建设一个更为和谐的世界.
