The article addresses some of the key issues that are raised for researchers engaging with counterterrorism police officers and initiatives, when undertaking research. A significant area to explore in this context is, in fact, the issue of relationships with counterterrorism police officers who may themselves directly have been covert police officers in the past and/or who may be continuing in their current, apparently more open, role (wittingly or otherwise) as agents of broader state strategies of exploiting trust for intelligence-gathering purposes. This article suggests that it is important for researchers to understand that working within the counterterrorism field involves degrees and shades of risk in the service of trust-building, sensitivity and the empowerment of communities, and that researchers themselves can (wittingly and unwittingly) be part of wider strategies instigated by security-minded individuals or groups of counterterrorism police officers. Reflecting upon the research that we have undertaken individually and collectively over the last number of years, in the light of the most recent spate of allegations about counterterrorism police officers infiltrating activist and political protest groups, having sexual relationships, and indeed, on occasion, children, with women whilst undercover and of potentially working to entrap vulnerable individuals into planning terrorist acts, this article raises questions around trust, credibility, legitimacy, the prevalence and near unavoidability of dysfunctional agendas and the implications of all of the above for community-based approaches to counterterrorism.  相似文献

This article examines some of the detrimental consequences of post-9/11 counterterrorism and security policies on Muslim minority groups in the United Kingdom. Drawing on empirical data from a qualitative study conducted in the north-west of England involving young British Pakistanis, it is argued that both political discourses and specific security policies have unjustly targeted Muslims and fuelled a wider public climate of suspicion and hostility. Three focal issues raised by participants in the study are prioritised. First, we discuss the process of collective attribution through which Muslims are generically treated as a suspect community. Second, a series of experiential ‘safety gaps’ – resulting in part from the pre-emptive turn in counterterrorism regulation – are considered. Third, critical ‘speech gaps’, which have important ramifications for future policy-making, are elucidated.  相似文献

This article analyses how British discursive representations of Muslims during the last decade were utilised in a local context during the planning stages of a proposed mosque in the West Midlands town of Dudley. Locating the central narratives in dominant national discourses of community cohesion and counterterrorism, this article analyses how correspondents to a local newspaper re-articulated national representations of Muslims as culturally dysfunctional in a local context and used these representations to argue against construction. By critically analysing the local expression of dominant national discourses of threat and blame, in terms of both inherent contradictions and ideological effects, this article highlights the ways in which these discourses worked to exclude Muslims while simultaneously reprimanding them for failing to integrate into a national and local culture that regarded them as inherently ‘other’.  相似文献

This article considers Hillyard’s first application of the term “suspect community” to the Irish in Britain in the era of the Prevention of Terrorism Act (PTA) and its more recent application to Muslims in the global war on terror. A review of the application of the term “suspect community” and research in the field points to the problems associated with constructing an entire population and to problems of misidentification. Ethnographic and other evidence illustrate the stigmatisation, alienation and violence that results from its deployment. Given these difficulties and Greer’s objections to the use of the term “suspect community”, a redefinition of the concept of “suspect community” is proposed, borrowing from Anderson’s concept of the imagined community. The “suspect community” is not merely the product of legal and security apparatuses, but the product of a larger cultural apparatus or “imaginary”. It is redefined as “a community created in and by the securitised imagination and enacted in a processes of ‘othering’ through a range of security practices of counter-terrorism”. The “suspect community” is not an embodied community, but an imagined one, whose boundaries are permeable and shifting and in the eye of the beholder. Its operations are distinct from Islamophobia or anti-Irish racism, yet racism, Islamophobia and other forms of subordination may well be implicated in the process of “othering” the suspect. The effect of being “suspect” on the performance of identity and citizenship is indicated in the conclusion.  相似文献

This article presents some of the findings of research on issues surrounding teaching terrorism and political violence at UK higher education institutions. It reports the results of a survey of UK institutions of higher education on their responses to government and other pressures in relation to terrorism. The data show a minority of universities have developed systems, policies or procedures for ‘preventing violent extremism’, while a significant number have developed close cooperation and collaboration with state counterterrorism policies raising potential issues of academic freedom. This article then examines three high-profile cases – incidents where universities, lecturers and students have come under political and legal pressures over the content of terrorism courses or accusations of ‘radicalisation’ on campus. It suggests that these pressures can be and sometimes are resisted, but that they have on occasion effectively narrowed the scope of academic freedom in practise with the danger that a further chilling effect follows in their wake.  相似文献

Abstract

Recently there has been increased emphasis on actionable intelligence in counterterrorism. Building from the process-based model of regulation, police chiefs and scholars generally agree that community policing has promise in this regard. Yet, it is not clear the extent to which police officers concur. Since officers are in a position to implement community policing practices, it is important to understand variants in officer-level support. Using data collected from 741 officers in three departments, this project explores officer-level views of community policing’s utility to address terrorism and more common crimes. Overall, officers view community policing as appropriate to address both common crimes and terrorism. Results suggest that department-level policy itself is not the key driver of support. Rather, an officer’s own experience with community policing and support for the practice in general determine views on community policing in counterterrorism. Results also highlight the importance of comparative research across departments.  相似文献

This article analyses the tentative de-securitising move of the Russian counterterrorism frame under Medvedev’s presidency. It suggests that de-securitisation involves a normalisation process that articulates three main points: terrorism as a result of internal troubles, counterterrorism seen as a “positive process” and Islam not being stigmatised. It nevertheless shows that this process remains far from complete, given the embedding of framing into cultural and normative contexts that make security, integrity and sovereignty leading norms. On the contrary, the ambiguities that shape framing entail a (re-)securitisation of social and societal issues that were not previously directly related to the root causes of terrorism.  相似文献

This paper examines terrorism and counterterrorism as they are manifest in the popular culture of the USA and UK, focusing on two contemporary televisual works, namely, 24 and the series named MI-5 when aired in the US or Spooks when broadcast in the UK. I compare similarities and differences in the representation of agents (individuals) and agencies (organisations) involved in counterterrorism, and how such representations impact upon the two democratic polities. I explore themes of legitimisation, normalisation, and subversion in these works.  相似文献

Al Qaeda leaders have consistently praised the Chechen insurgents as an exemplary front of global jihad. Ayman al-Zawahiri recently applauded the steadfastness of the Chechen rebels and indicated that their resolve for jihad is worthy of emulation. Ever since the world found out about a war going on in the Muslim republic in the North Caucasus, Al Qaeda leadership has attempted to represent the Chechen struggle as one of its own battlefields. In turn, the Russian government has tried to justify its policies in the North Caucasus through demonstrating to the world that the Kremlin is fighting nothing less than Osama bin Laden’s agents in Chechnya. The North Caucasus insurgents in turn have embraced some of Al Qaeda’s narratives. While such narratives have proliferated, the factual evidence to show the direct links between the North Caucasus insurgents and Al Qaeda is still lacking. The article examines how terrorist groups such as Al Qaeda use framing for strategic ends. The evidence discussed here suggests that Al Qaeda, the North Caucasus insurgents, and the Russian government have adopted similar narratives. However, the lack of evidence to back up such narratives indicates the differences in reasons driving the convergence of the narratives.  相似文献
