科学发展观——我国公共政策评估的首要标准

公共政策评估标准是开展公共政策评估的前提。为了更有效、更科学地开展公共政策评估活动,应设立正确的首要标准。科学发展观标准应当成为我国公共政策评估的首要标准。科学发展观标准是对以往我国公共政策评估标准的纠正和完善,符合我国社会主义国家公共政策的本质要求,顺应公共政策的发展趋势。坚持科学发展观作为我国公共政策评估的首要标准能有效提升我国公共政策质量,推进我国社会主义和谐社会建设进程。     

Key longitudinal-experimental studies in criminology

Following the tradition of Joan McCord's work, this paper reviews longitudinal-experimental studies in criminology with community samples of at least 100 persons, follow-up periods of at least 5 years, personal interviews, and measures of offending. The main advantages of such studies are in investigating both the natural history of development (including the effects of risk/protective factors and life events) and the impact of interventions on offending. This paper also reviews advantages and problems of prospective longitudinal surveys, randomized experiments, and longitudinal-experimental studies in criminology. Four key longitudinal-experimental studies were conducted by Joan McCord, Richard Tremblay, Lawrence Schweinhart and David Olds. Other studies have been conducted, or are currently under way, but no criminological study has yet been published with several years of personal data on participants both before and after an intervention.Joan McCord Award Lecture given at the American Society of Criminology, Toronto, Canada.

职工工伤与职业病致残程度鉴定计算机分析系统的研发

目的组织法医学教授、计算机专家研发职工工伤与职业病致残程度鉴定计算机分析系统。方法基于windows平台;依据《劳动能力鉴定职工工伤与职业病致残等级分级》(GB/T 16180-2006)标准;应用Visual Basic 6.0编程。结果研发完成的职工工伤与职业病致残程度鉴定计算机分析系统对运行电脑系统的配置要求较低,安装过程简单,使用方便,界面美观,运行速度快,结论可靠,具有许多方便用户使用的特点。结论该分析系统使职工工伤与职业病致残程度鉴定结论的公正性、科学性、准确性和时效性得以充分保障,最大限度地减少鉴定结论的人为误差,适合在鉴定机构推广应用,并将对维护司法公正和提高司法鉴定效率起到积极作用。     

ON BEING A CHILD CUSTODY EVALUATOR: PROFESSIONAL AND PERSONAL CHALLENGES,RISKS, AND REWARDS

Conducting child custody evaluations is one of the most complex, challenging, and sometimes risky professional endeavors that a mental health professional can perform. This article examines the professional and personal challenges which may be encountered by the evaluator. In addition to discussing the role requirements and need to maintain awareness of bias and countertransference, challenges such as coping with state board or ethics complaints and possible risks to personal safety are also addressed. Suggestions for risk management and coping with the demands of these assessments are offered, as well as the benefits and rewards of engaging in this important work.     

MEDIATIVE EVALUATIONS: THE PROS AND PERILS OF BLENDING ROLES

Child custody evaluators with experience in mediation may be tempted to use mediation skills and strategies in their evaluation processes. This article explores the benefits and risks of blending mediation with evaluation, comparing the perspectives of professionals and clients.     

Increasing Evidence-Based Programs in Criminal and Juvenile Justice: A Report from the Front Line

For the past 5 years in the United States, there has been an increased emphasis on evidence-based programs, and, in particular, the promotion of experimental designs as the highest standard of evidence. This interest has been fueled by the Federal government's demand for accountability that links budget allocation with program performance. The National Institute of Justice, the research, development and evaluation agency within the Office of Programs in the U.S. Department of Justice is undertaking a number of efforts to improve the quality of evaluation research and address the need for evidence-based programs. These efforts have focused on making improvements upfront in the grant selection process so that well-designed evaluations will be undertaken and in the management and monitoring of ongoing evaluation research grants so that implementation and design issues can be identified and addressed. Evaluability assessments is a key strategy that NIJ is relying on increasingly to identify programs that have a high likelihood of being successfully evaluated. Whether these efforts will lead to an overall increase in the rigor of NIJ-supported evaluations remains unanswered at this time. 为进一步分析、预测和研究禁毒工作形势的发展趋势,正确决策我国的禁毒方针,切实增强各级党政领导抓禁毒工作的责任意识,确保社会安定和人民群众安居乐业,国家禁毒委应建立健全禁毒工作评估的相关制度及评估措施,有步骤地做到阶段性评估与年度评估、专项评估与全面评估、自我评估与专家评估相结合,最终形成动态状况下科学评估禁毒工作的体系。     

公共部门绩效评估存在的问题与对策

公共部门绩效评估在具体实施过程中出现不少问题,主要表现在评估主体单一化、评估指标体系不够全面科学、评估程序随意性较大及定性评估方法运用过多等。完善公共部门绩效评估体系,保证评估结果的合理有效,应建构多元化的评估主体、选择科学的指标体系、设计规范的评估程序、运用定性和定量相结合的综合评估方法。
