敦煌归义军政权实行据地出税的政策,其地税主要包括地子、官布、税草和税柴。由于归义军实行请田制度,不仅赋税的征收完全以土地为据,就是部分差科的征发,也以土地为据。赋税主要以乡为单位征收,具体则由“某头”负责。归义军政权的赋税制度既与中原王朝的制度有一致性,也有自己的创造和变通,但在发展趋势上却与中原王朝相一致,由此可以从一个侧面认识唐后期五代宋初经济制度的演变。  相似文献

随着人们婚育观念的变化,非婚生子女出生数量不断增加,强化对这一社会弱势群体的法律保护,是新时期立法的重点。应用"亲生子女"取消非婚生子女这一歧视性概念,建立非婚生子女的认领制度,解决非婚生子女生父的确认问题;扩大我国现有对继父母、继子女概念的解释,将非婚生子女与父或母的配偶关系,确定为继父母子女关系;规定非婚生子女生父或生母对子女的探望权,另一方的协助义务。  相似文献

A sample of 313 college women completed a questionnaire about experiences with violence in childhood and adulthood and adult adjustment and relationship functioning. Nine percent of the women reported having witnessed some type of physical conflict between their parents. Witnessing marital violence was associated with other family mental health risks, childhood physical and sexual abuse, and adult physical assaults by strangers. Women who witnessed marital violence reported more symptoms of posttraumatic stress disorder than other women, after family background and abuse variables were accounted for. Significant interactions between witnessing marital violence and childhood physical abuse were observed for measures of social avoidance and predictability in partner relationships, indicating that the effects of witnessing marital violence depended on the presence of childhood abuse. Implications of these results for research and interventions are discussed.  相似文献

Children can be unreliable witnesses, and they are especially vulnerable to questionable interview practices. However, in some crimes like child sexual abuse, children may be the only person capable of providing testimonial evidence. States must balance the needs of bringing criminals who target children to justice and ensuring that due process is upheld to reduce the chances of false convictions. The Office of Juvenile Justice and Delinquency Prevention has published a set best-practices for the interviewing of children to achieve this balance. This article conducts a statutory analysis to determine if states are currently following the recommendations of the OJJDP.  相似文献

This article marks the first steps in an inquiry into community-based approaches to well-being for children and families. The author outlines the development of her methodological approach, which draws significantly from human geography. The study, while concerned with broader social and economic dynamics, is situated in a particular community which is undergoing economic, ecological, and political transitions. By grounding the study in this way, individual and collective experiences can be better understood and responded to. The issue of immigration is especially controversial in the United States as immigrants today have not only increased in number but constitute a more heterogeneous population. Unlike the earlier waves of immigrants, which were predominantly of European origin, the post-1965 migration trend from Asia, Latin America, and the Caribbean has tremendously altered the demographic characteristics of the U.S. population. In-depth exploration of various contextual factors affecting ethnic identity formation can offer insights that help social work practitioners and policy planners overcome the difficulty in working with immigrant populations and their descendants. This article reviews significant contextual aspects influencing immigrant children's ethnic identity formations and proposes practice recommendations that help facilitate the children's adaptation in the host society.  相似文献

This qualitative study explored the extent to which programs in a religiously affiliated agency in Kenya incorporate 12 internationally sanctioned strategies for supporting orphans and vulnerable children in Sub-Saharan Africa (Olson, Knight, &; Foster, 2006 Olson , K. , Knight , Z. A study of the introduction and adoption of gender quotas that does not examine both the interpretation of the problem and the process of implementation is insufficient. A gender quota regime may be promising in its formal features, without guaranteeing the intended results in more informal practices. Six criteria form the basis for a strong gender quota regime: (1) unambiguous and concrete goals, (2) rank order of candidates, (3) evaluations and adjustments of the regime, (4) information from superior authorities, (5) satisfactory implementation by the actors involved, and (6) control and sanctions. An evaluation of these six criteria presupposes the use of a variety of methodological approaches. The development of specific criteria for strong versus weak quota regimes makes it possible to identify both the weak points of the legislation and the failures of implementation. In addition, these criteria will contribute to comparative studies on gender quota regimes and supplement the work of cumulative research. This study applies the six criteria in order to evaluate the Norwegian gender quota regime in local politics and shows that even if four criteria are fulfilled the result is still not satisfactory. The practices of implementation among politicians at the local level as well as among the supervising bodies (county governors) vary. Different discourses create various practices that force or obstruct the implementation of gender balance.  相似文献
