农民工随迁子女实际上是城市第二代移民,他们能否融入城市社会是公共管理的重大议题,但当前政府应对这一问题的举措过于碎片化。本文系统地分析了农民工子女融入城市社会的主要障碍,并基于整体性治理的思路,提出具有可操作性的政策建议:首先,必须建立跨部门合作的机制和平台;其次,帮助农民工子女克服升学和就业瓶颈;再次,要积极鼓励社会组织参与合作治理,为农民工子女提供教育和社会服务;第四,少先队、共青团组织应当加强对农民工子女的关怀和吸纳;最后,以社区和学校为主要平台促进农民工子女社会融合。  相似文献

Budget transparency has come to be considered a key aspect of governance. Over the past decade, donors have invested increasing resources in strengthening processes through which budget transparency in developing countries can be enhanced. According to the 2008 Open Budget Index (OBI) Report, however, aid dependency and budget transparency appear to be inversely correlated. This article looks at the role of donor agencies in promoting or preventing budget transparency in aid‐dependent countries. It looks at significant correlations across the whole sample of 84 countries covered in the 2008 OBI, and analyzes more specific data for a sub‐sample of 16 aid‐dependent countries, before selecting six countries for which more detailed findings are then presented. All of these countries have implemented reforms aimed at enhancing budget transparency, with substantial donor support. These, however, often had only limited success, partly because they were not well adapted to the local context, and partly because donors put limited emphasis on improving public access to budget information. Donor efforts were also often offset by other characteristics of donor interventions, namely their fragmentation, lack of transparency, and limited use of programme aid modalities such as budget support and pooled sector funding. The Individuals with Disabilities Education Improvement Act (IDEIA) protects foster children's rights to have a special education decision maker. For foster children who do not have a natural or adoptive parent or a responsible adult in their life to take on this role, IDEIA requires that a special education surrogate parent be appointed by appropriate procedures. Under IDEIA, these procedures are delegated to the states. Each state must ensure that local education agencies (LEAs) delineate methods for recruiting and maintaining a pool of available special education surrogate parents. Due to differing state laws and LEA procedures, there are many discrepancies in the quality and availability of special education surrogate parents. To combat these problems, this Note proposes principles for administrative regulations establishing statewide special education surrogate parent programs by examining existing statewide programs. Administered through a state's Department of Education in collaboration with child welfare agencies, statewide special education surrogate parent programs guarantee well‐qualified decision makers who will advocate for all children eligible for special education services.  相似文献

The aim of this study was to investigate whether or not the Greulich-Pyle (GP) method is adequate for Turkish children. A group of 767 individuals (425 girls and 342 boys) between 7 and 17 years were studied. Bone age (BA) from plain radiographs of left hands and wrists by GP standards was estimated. The total mean differences between BA and chronological age (CA) for girls and boys were found to be 0.20 and -0.13 years, respectively. There were significant differences between BA and CA in age groups 7-, 8-, 10-, 11-, 12-, 13-, 15-, and 16-year-olds for girls and 7-, 10-, and 12-year-olds for boys. The results of this study suggest that the mean differences between BA and CA are low enough to be of no practical significance, and thus, for the time being unless any other methods will be proved more useful, this method could be used in all age groups.  相似文献

Research has demonstrated that paternal incarceration is associated with lower levels of educational involvement among fathers and primary caregivers, but little is known regarding caregiver educational involvement when mothers have been incarcerated. In this study, we present the first analysis of variation in school- and home-based educational involvement by maternal incarceration history, pairing survey and interview data to connect macro-level group differences with micro-level narratives of mothers’ involvement in their children's education. Our survey data demonstrate that children of ever-incarcerated mothers experience increased school-based educational involvement by their primary caregivers, regardless of whether the caregiver is the mother herself. Our interview data point to compensatory parenting as a key motivating factor in educational involvement, wherein a caregiver endeavors to “make up for” the child's history of maternal incarceration. Findings add to the literature demonstrating maternal incarceration as a distinct experience from both paternal incarceration and material disadvantage alone, and they suggest the need to explore the role of schools as potential points of productive institutional involvement for mothers with an incarceration history.  相似文献

Influencers who have young audiences are pushing cryptocurrency investments onto their audiences and not fully educating them on the risks. To avoid this exploitation, The Securities and Exchange Commission should actively regulate decentralized exchanges where children purchase cryptocurrency, put age limit regulations into place, and require know your customer systems to verify that minors are not purchasing cryptocurrency without the consent of a guardian.  相似文献
