Analyser les réformes institutionnelles sur le terrain: l'exemple de la réforme de l'armée suisse «Armée XXI»

L'étude des réformes de l'administration et des institutions publiques suisses a considérablement délaissé la problématique des conséquences des changements sur le terrain et surtout n'a pas analysé le vécu des acteurs administratifs de base. Notre étude vise, au niveau analytique, à rendre compte du vécu des réformes à l'échelon des «petits fonctionnaires»; sur un plan méthodologique, une enquête de nature ethnographique est introduite pour étudier ce questionnement. Notre enquête sur la réforme de l'armée suisse «Armée XXI» sert d'illustration. Si notre démarche permet de parvenir à des résultats intéressants sur les conséquences et le vécu de cette réforme, elle comporte également des enjeux empiriques spécifiques articulés autour de la question centrale de la relation du chercheur à son terrain. Au final, une microsociologie ethnographique du vécu des réformes par les acteurs de base nous semble susceptible de contribuer à un enrichissement de la recherche sur les transformations récentes des institutions publiques en Suisse.     

An Evidence‐based Forensic Taxonomy of Windows Phone Dating Apps

Advances in technologies including development of smartphone features have contributed to the growth of mobile applications, including dating apps. However, online dating services can be misused. To support law enforcement investigations, a forensic taxonomy that provides a systematic classification of forensic artifacts from Windows Phone 8 (WP8) dating apps is presented in this study. The taxonomy has three categories, namely: Apps Categories, Artifacts Categories, and Data Partition Categories. This taxonomy is built based on the findings from a case study of 28 mobile dating apps, using mobile forensic tools. The dating app taxonomy can be used to inform future studies of dating and related apps, such as those from Android and iOS platforms.     

Digital Infrastructure for Diversity—On Digital Bookshelf and Google Books

Diversity is a core value of cultural policy, and new global digital conditions for creative industries mean new challenges for diversity at a national level. Internet has become a new infrastructure for services and platforms, and global actors as Google and Amazon are changing the play. This article concerns digitization of books, the collection of the National Library of Norway and cultural policy. The results indicate the National Library's digital collection contributes to diversity in terms of demography, content, dissemination and techno-cultural aspects. For policy makers, libraries and researchers the study demonstrates a national digital service's contribution to expanded diversity.     

A Ten‐year Study of Suicides from a Rural/Suburban County

This study will discuss trends in suicide data compiled over 10 years in Dutchess County, NY, from 2004 to 2013. These data were based on reporting and examination standards recommended by the National Association of Medical Examiners and Department of Justice death investigation standards. Almost 300 cases were analyzed in terms of the deceased's gender, age, race, method of suicide, and weapon used. Results from this study agree with other reports showing significant differences for method of death both in terms of age and gender, with men more likely to choose firearms and women more likely to choose overdose. Furthermore, older persons were more likely to commit suicide by firearms, and the younger persons were more likely to commit suicide by overdose. However, other areas, such as method of suicide, differ from national statistics.     

Forensic Analysis of Digital Dynamic Signatures: New Methods for Data Treatment and Feature Evaluation

This study explored digital dynamic signatures containing quantifiable dynamic data. The change in data content and nature necessitates the development of new data treatment approaches. A SignPad Omega digitizing tablet was used to assess measurement reproducibility, as well as within‐writer variation and the occurrence of correctly simulated features. Measurement reproducibility was found to be high except for pressure information. Within‐writer variation was found to be higher between days than on a same day. Occurrence of correct simulation was low for features such as signature size, trajectory length, and total signature time. Feature discrimination factors combining within‐writer variability and the occurrence of correctly simulated features were computed and show that signature size, trajectory length, and signature time are the features that perform the best for discriminating genuine from simulated signatures. A final experiment indicates that dynamic information can be used to create connections between simulation cases.     

论他物权的设定

我国物权法理论主要是以所有权为中心展开对物权变动的讨论,而忽视了他物权设定的特殊性。他物权的设定与所有权的移转存在着诸多区别,原则上他物权应通过物权设定的合同加公示方法才能设定。不动产他物权设定的模式一般应采取登记要件主义。

被消褪变造的文件材料有纸张的、塑料的和金属的,消褪各种材料字迹的方法既有传统的也有新的,随着现代科学技术的发展,作案人的变造手段也在不断变化。当前在文检工作中,要研究新的案情变化,发明新的显出技术,揭露消褪变造事实,从而为侦破案件提供线索和证据。     

民警执法观念变革及其方法论的思考

推进执法观念变革确有必要;在我国的现实法治环境中,“硬着陆”是无法回避的必然选择;但同时又必须对若干负效应加以必要的警惕。通过加强制度法规体系建设,培育整个社会的民主法制氛围,解决基层公安机关的现实困难,执法观念革命的目标则能实现。     

试析汉语新词韩译问题及对策

中国近年来新词层出不穷,大量新词被翻译到韩国,本文通过网络资料分析了这些汉语新词在韩译方面存在的问题,并以相关理论为基础,探讨了汉语新词韩译对策,以期对今后翻译有所裨益,同时唤起国内外学者对新词翻译层面的关注。
