以问题为本的教学方法在公安民警培训中的运用

随着公安干警培训制度的不断改善,公安院校的职责也发生了变化,除了完成学历教育,为公安队伍输送人才外,还要承担大量的干警培训任务。怎样在规定的时间内,按要求保质保量地完成干警培训,提高培训的效果,使干警培训更贴近实战要求,更贴近公安实际工作,是公安院校面临的一个课题。本文探讨了以问题为本教学方法PBL在公安干警培训中的运用问题。     

巡警如何劝解和制止在公共场所发生的民间纠纷

发生在公共场所的民间纠纷,近几年呈逐年大幅上升的趋势。实践证明,如果对民间纠纷预防、调解、处置不力,将会给社会治安和公共安全造成很大危害。巡警作为活动在公共场所维护社会治安和公共安全的主要力量,在发现、劝解和制止民间纠纷方面发挥着关键性的作用。笔者从研究民间纠纷的性质、特点、发生以及发展规律入手,着重分析劝解和制止民间纠纷的步骤和方法,以期帮助巡警及有关力量做好调解、处理民间纠纷这项工作,扎扎实实搞好治安防范。     

网上传播黑客技术行为应构成传授犯罪方法罪

利用互联网传播黑客技术的行为是众多计算机犯罪的“罪魁祸首”,严重危害网络安全,对用户的合法利益造成巨大损害。这种行为的实质是向他人传授犯罪方法,情节严重的应构成传授犯罪方法罪。     

论电子证据的提取原则与过程

计算机犯罪已经成为严重社会问题。由于电子数据的不确定性、不易被发现、易消失性、易改动性等特点,造成在侦查过程中对电子数据证据提取的困难。文章依据《公安部电子物证检验大纲》(2005),并结合侦查计算机犯罪案件的体会,对电子数据证据的提取原则与过程进行了初步的探讨。     

俄罗斯数字化转型与网络公共领域的生成

数字技术的快速发展在全球范围内掀起了一场剧烈的变革,深刻地影响着经济、政治、社会、文化等各个领域,这一进程被称为数字化转型。俄罗斯积极应对数字化浪潮,将数字化转型作为国家的发展战略,构建数字化转型的基础设施,推动数字经济发展。而在政治和社会领域,数字化转型的基础设施在网络空间促进了网络公共领域的生成,对政治参与和社会交往的方式、路径产生重大影响,推动了民主政治、市民社会、社会自组织的发展。与此同时,数字化转型也带来诸多风险,包括网络空间的无政府主义以及外部势力和政治反对派对现政权的威胁。在俄罗斯,网络空间建立秩序和规避风险的需求推动国家权力进入网络空间。数字化转型带来的机遇和挑战,是包括中国在内的世界各国和地区面临的共同性议题,俄罗斯的数字化转型无疑为我们提供了一个生动的案例。     

Reflectance Transformation Imaging (RTI) for the Documentation of Saw Mark Characteristics

Photography is widely accepted as a means of forensic case documentation and evaluation. In cases of criminal dismemberment digital microscopy is commonly used to assess marks left on the bone. Reflectance transformation imaging (RTI) is a computational photography technique which documents and enhances the three-dimensional (3D) reflectance properties of the surface of an object. RTI has primarily been used in the cultural heritage sector but has recently transitioned into forensic science. This study examines the use of RTI for the documentation and presentation of cut surface characteristics on fully sectioned long bones. Juvenile pig radii were bisected using three different handsaws, chosen as handsaws are the most common implement used in criminal dismemberments. The resulting 42 cut surfaces were then documented with a digital microscope and RTI. Four rendering modes were applied to the default RTI image, with diffuse gain being the most beneficial to accentuate cut surface features. Although great care must be taken when obtaining the photographic sequences necessary for detailed RTI analysis, RTI is relatively inexpensive, expeditious, and easy to use, and creates highly detailed, virtually interactive images. RTI may not replace microscopic methods of saw mark analysis, however could prove useful for the documentation, image sharing, and presentation of forensic evidence.     

The contested nature of political leadership in the European Union: conceptual and methodological cross-fertilisation

Abstract

European leaders have struggled to find common responses to the polycrisis the EU is facing. This crisis of leadership makes it urgent that scholars provide a better understanding of the role and impact of leadership in EU politics and policy making. This article prepares the ground for a collection of contributions that addresses this need by strengthening old and building new bridges between the academic domains of European studies and leadership studies. It opens with a discussion of the contested concept of leadership in the context of the European polity and politics, challenging the conventional view that leadership is necessarily a matter of hierarchy. Moreover, it argues that rather than leaderless, the EU is an intensely ‘leaderful’ polity. Subsequently, this introduction identifies four key debates in contemporary EU leadership research and discusses the value and insights the contributions in this special issue bring to these debates.     

澳大利亚网络安全战略的新内涵与新动向

澳大利亚致力于打造公私部门间"共同领导""共同责任""自我约束"和"自主治理"的网络安全治理新模式,以维护网络空间的安全与稳定、保证国家网络安全、实现数字经济效益的最大化。当前,澳大利亚的网络安全战略正处于转型期,特恩布尔政府在继承既有战略的基础上,对澳大利亚的网络安全战略进行了适时调整,包括增加对"印太地区"的网络安全投入、保持澳美网络安全战略的联动性、提高网络进攻能力以适应互联网军事化需要等。目前,网络空间无政府状态下中美权力的竞争态势正在加剧,澳大利亚的网络安全战略会带有一定的干预主义性质,并向"前沿防御"方向发展。受此影响,澳大利亚的对华网络安全政策可能会面临冲击。但是,中国与澳大利亚的网络安全合作仍在向前发展。虽然中澳网络安全合作仍处于起步阶段,但澳大利亚对中国建设网络强国持欢迎态度,愿意与中国就制定网络行为规范、维护网络空间秩序开展合作。     

‘C’mon,No One Wants a Dick Pic’: exploring the cultural framings of the ‘Dick Pic’ in contemporary online publics

The ‘dick pic’ (DP) has become a growing cultural phenomenon in the digital realm, attracting increasing commentary regarding why men send them, with women’s responses constituting online social movements. Emerging research concerning the practice of DPs has been incredibly limited, with discussion focused on youth sexting practices and online harassment more broadly. However, research focusing specifically on the gendered dynamics of heterosexual boys’ and men’s engagement with DPs is significantly absent, and there has been no attempt to explore how the DP is framed in public commentary. We draw from a qualitative content analysis of social media and digital news articles, comics and blogs discussing the ‘dick pic’, highlighting four major ways in which the ‘dick pic’ is framed. These include: assumptions regarding men’s motivations, women’s production of ‘counterpublics’ and feminist resistance to the DP, satirical and humourous responses to DPs, and positive and transformative responses involving the active solicitation of men’s DPs. We argue that such responses work to interpret and address men’s behaviours, but lack critical consideration regarding their underlying motives and the roles DPs might have in relation to their sexual subjectivities. We conclude with a discussion of the implications of such responses and calls for future research.
