公安院校学生道德状况调查分析

作者对河北公安警察职业学院大三学生的道德素养进行了调查,主要涉及政治信念、警察职业道德、公正执法、道德素质四方面,并进行了简要分析,结合调查结论,对加强公安院校学生道德教育提出了建议。     

陕西省级人才政策分析与评价

随着我国"一带一路"倡议和新西部大开发部署的推进,陕西省人才政策能否满足自身发展的需要值得研究。本文综合运用政策文本分析方法,对陕西省2008-2020年间颁布的101件省级人才政策文本特征属性进行量化分析。研究发现,陕西省级人才政策的文种类型多样、发文单位较广、年发文量呈波动变化。通过主题词分析,可将省级人才政策划分为初始、发展和巩固三个阶段,不同阶段的政策侧重点有差异。人才政策工具以环境型政策工具为主、供给型适中、需求型稍显不足。未来在完善政策体系的同时,提升人才政策执行的效果将更加有利于陕西省人才效益向经济效益转化。     

Interpersonal Factors in the Risk for Sexual Victimization and its Recurrence during Adolescence

Being a victim of sexual aggression from a peer is a common experience among adolescents and poses a significant risk for various forms of psychopathology. Unfortunately, little is known concerning specific interpersonal factors that increase an adolescent’s risk for experiencing sexual aggression. The current study assessed the contribution made by several interpersonal factors both for the first and repeated experience of becoming a victim of sexual aggression from a peer. Data were collected annually from a longitudinal sample of 200 adolescents over a period of 4 years and were analyzed using multiple-spell, discrete-time survival analysis. Approximately 46% of the adolescents reported experiencing some form of sexual aggression by the end of wave 4. Further, 65% of victims reported experiencing a repeat incident of aggression. Females were at higher risk both for initial and repeated victimization, as were adolescents with more sexual experience and higher levels of rejection sensitivity. Results are discussed in terms of implications for future prevention efforts.

Does the amount of participation matter? Public comments,agency responses and the time to finalize a regulation

The notice and comment rulemaking process is a fundamental part of how agencies write regulations. While this process is starting to receive more empirical attention, the question of how the number of comments that an agency receives affects its decision-making process has received little examination. This paper uses Boolean analysis to examine nine rules from two agencies at the Department of Health and Human Services and evaluates the impact of a high volume of comments on agency changes to proposed rules and the time an agency takes to finalize a proposed rule. These nine cases suggest that agencies are most likely to change their proposals when they receive a high volume of comments on highly complex rules that are not very politically salient. Highly complex rules are also likely to take a long time to finalize when there are many public comments however it is often other factors that cause a long delay between proposed and final rules.

试论我国传统孝道的现代涵义

“孝”是中华民族的传统美德,如何继承和发扬传统“孝道”是中国现代家庭文明建没必须要回答和解决的一大课题。本文通过对我国传统“孝道”的辩证分析,指出“孝”是一个优弊共存的“杂糅体”,既有其适应时代发展的合理性因素,又有其阻碍社会发展的局限性,在当今时代,人们应当树立一种崭新的“孝道”观念、“养亲”、“敬亲”、“谏亲”应是现代“孝”道的主要涵义和内容。     

“欠发达”成因探析

欠发达地区落后的原因在哪里?是谁造成了欠发达地区的欠发达?本文独僻蹊径,从人为因素角度进行了深入的分析探讨。     

冬凌草甲素诱导多药耐药细胞系K562／A02凋亡,逆转耐药性？…

目的:探讨冬凌草甲素诱导多药耐药细胞系K562/A02凋亡、逆转耐药性的作用.方法:以不同浓度的冬凌草甲素处理K562/A02及敏感株K562/S细胞,流式细胞仪检测细胞凋亡率,四甲基偶氮唑盐(MTT)比色法检测半数抑制率(IC50),分析冬凌草甲素对两种细胞柔红霉素(DNR)、高三尖杉酯碱(HHT)敏感性的影响,流式细胞仪检测冬凌草甲素对两种细胞内DNR浓度的影响.结果:冬凌草甲素可诱导两种细胞凋亡,两者在各浓度、各时点无显著差异;可显著逆转K562/A02细胞对DNR、HHT的耐药性,提高该细胞内DNR的浓度.结论:冬凌草甲素对K562/A02细胞有诱导凋亡、逆转耐药性的作用,是一种很有希望的抗白血病中药.     

An overview: A new era of tax enforcement – from “big stick” to responsive regulation

Recent developments in regulation and tax administration in Australia inspired this article on tax compliance and responsive regulation. This article analyzes the economics of crime and compliance as the dominant approach to tax enforcement of the past three and a half decades. It evaluates the key advantages and disadvantages of the economic approach as well as its application to tax. The article then explores responsive regulation as an alternative method that draws on the economic paradigm but also supplements this approach with other theories, particularly those involving identity, conflict escalation, and procedural justice. Building on this analysis and a case study of Australian investors in mass marketed tax schemes, the article suggests that the broader, more balanced, and closely tailored method of regulating responsively may enable regulators to draw on the advantages of the economic model while alleviating some of its drawbacks. Responsive regulation may therefore constitute a superior method for regulating compliance.     

Limits to non‐state market regulation: A qualitative comparative analysis of the international sport footwear industry and the Fair Labor Association

Non‐state market regulation has become a central focus and continues to receive scholarly attention. The present paper provides an assessment of the conditions under which multinational firms join a multi‐stakeholder certification initiative. The cases of the Fair labor Association and 17 international sport footwear companies have been selected for this purpose. A Qualitative Comparative Analysis of the 17 cases is performed. The paper argues that the combination of sustained NGO pressure and public ownership of a firm is a necessary precondition for firms joining a multi‐stakeholder certification initiative. The theoretical and policy implications of this result are discussed.
