Dual Decentralization and Fragmented Authoritarianism in Governance: Crowding Out among Social Programmes in China 下载免费PDF全文
In this paper, we use city‐level datasets of social assistance programmes over 280 cities between year 2003 and 2011 to verify the existence of the crowding out between social assistance programmes and unemployment insurance in China. In other words, the expansion of social assistance programmes is associated with a reduction in the enrolment of unemployment insurance. With verifying the existence of the crowding out, this article argues that the crowding out is a result of an ineffective coordination across government departments. In the process of ‘dual decentralization,’ in which the central government has delegated welfare provision responsibility to local governments, the misalignment of incentive and institutions between central and local governments explains the ineffective coordination. Different from many studies in the literature, this paper presents an adverse consequence of China's bureaucratic incentive system in social policy implementation. Also, while the conceptual framework ‘fragmented authoritarianism’ has highlighted the policy ineffectiveness in the economic policy area, this paper contributes to this literature by illustrating the policy ineffectiveness in the social policy areas. As a twenty-first century post-war, emigrant-sending country, Liberia reflects global citizenship norms while simultaneously departing from them, and this unique positioning offers new opportunities to theorise citizenship across spatial and temporal landscapes. In this article, I examine ‘Liberian citizenship’ construction through a historical prism, arguing that as Liberia transformed from a country of immigration to one of emigration, so too did conceptualisations of citizenship – moving from passive, identity-based citizenship emphasising rights and entitlements to more active, practice-based citizenship privileging duties and responsibilities. Given the dynamic trends in citizenship configuration across the globe and particularly in Africa, this article fills gaps in the growing body of literature on citizenship and participation in emigrant-sending countries by contributing to wider debates about how identities, practices and relations between people transform in the aftermath of violent conflict. Empirical evidence presented is based on multi-sited fieldwork conducted in 2012 and 2013 with 202 Liberians in urban centres in West Africa, North America and Europe. 相似文献

In this study, we examined the role that perceived procedural justice (PPJ) plays in the conflict management behaviors that intimate spouses adopt and endorse. In this context, PPJ has been defined as the degree to which one perceives that his or her spouse makes decisions fairly, considerately, and in a participatory manner. To test the impact of perceived procedural justice on conflict resolution behavior, we applied the dual‐concern model of conflict management style. In an experiment in which participants read fictional scenarios and predicted spouses’ responses, we found that perceptions of strong PPJ enhanced the prediction of integrating (problem solving), compromising, and, to a lesser degree, obliging behavior. Perceived procedural justice also caused a reduction in avoidance behavior, but no effect we found on dominating (competing) behavior. In a following correlational study, we also found that PPJ positively correlated to enhanced integrating, compromising, and obliging behaviors, and these correlations were partially or fully mediated by the degree of “dyadic adjustment,” which is a measure of relationship health. In addition, in this second study, we found no correlation between perceived procedural justice and dominating or avoiding behavior. In both studies, participants either predicted or chose collaborative behaviors more than non‐collaborative ones. We conclude that the perception that one's partner is behaving in a procedurally just way can enhance active and egalitarian collaboration in marriage and other intimate partner relationships, but that the absence of PPJ does not seem to encourage active non‐collaboration, particularly not highly self‐centered dominating behavior. 相似文献

AbstractOne of the main criticisms of direct democracy is that it places excessive demands on voters. Are citizens competent enough to vote directly on policy issues? When stakes are high, do citizens mainly follow elites’ signals or do they decide in line with their issue preferences? This article addresses these questions in a multi-method setting by combining observational and experimental data from an original three-wave panel survey conducted during the 2016 Italian constitutional referendum. In particular, Finite Mixture Models are employed to model voters’ heterogeneous strategies of information processing. Findings show that heuristic voting based on government evaluation prevails over policy-related voting. More specifically, less politically sophisticated and partisan voters relied on government assessment as a heuristic, while sophisticated and independent voters based their decisions mostly on their assessment of the reform. Implications for the question of citizens’ competence in direct democracy are discussed. 相似文献
