The Development of EU-Russian Relations

The EU＇s strategy for Russia since the end of the cold war has to a large extent failed, and the direct consequences are the currently deadlocked EU-Russia relationship. There are three reasons for this： the EU and Russia＇s respective strength and status relative to each other have been changing since the beginning of this century; the EU＇s strategy towards Russia has been more fragmenting in recently years; and the American factor. The EU-Russia relations could continue to be in poor shape in the years to come, and it is very likely sometimes even further worsening. But the two sides would refrain from extreme measures and prevent their relations from sliding into real cold war.     

Identity construction of suspects in telecom and internet fraud discourse: from a sociosemiotic perspective

ABSTRACT

As a new kind of contactless crime, the telecom and internet fraud has become a public hazard, with criminals targeting massive numbers of innocent victims. It is a prominent criminal problem that currently affects social stability and the sense of security of the public. Since the six Ministries and Commissions jointly cracked down the crime in 2016, the number of cases and the number of people deceived have decreased, but the occurrence and frequency has still been at a high rate, and the situation is deteriorating. Regardless of the scientific and technological means used by fraudsters, the main medium is language. From a sociosemiotic perspective, this study identifies that the criminal suspects use the discourse resources to fabricate false information and construct false identities through discursive practice, with the aim of achieving the communicative purpose of obtaining victims’ trust, tricking, deceiving and manipulating their victims into giving out confidential information and funds. This study, taking telecom fraud discourse as one type of genre, examines the dynamic process of selecting and constructing identities by manipulating related discourse resources and strategies in the social-cultural context. This study further provides a sociosemiotic solution to telecom fraud prevention.     

台湾新闻自由与民众监督的博弈与出路——从《苹果日报》的“动新闻”事件说起

本文从《苹果日报》引发的＂动新闻＂事件入手,系统地考察台湾新闻自由与民众监督的现状和媒体承担社会责任的情况,深入探讨其媒体新闻自由、社会责任及民众监督三者之间良性互动的机制建构,以期为中国大陆新闻传媒提供有益的启示。     

海峡两岸农业生产率比较研究——基于DEA的Malmquist指数方法

运用DEA—Malmquist生产率指数测算了1995—2009年的海峡两岸农业全要素生产率变化指数,并分析了其时序增长和差异演化趋势。结果显示：虽然两岸农业生产率增长差距缩小,但增长的动力源不同,两岸农业增长方式仍存在根本区别。另外,大陆各省份吸引台商农业投资状况是导致其区域农业生产率不平衡增长的主要因素。未来,大陆应进一步密切两岸在农技创新和推广上的合作,加强两岸农业合作组织间的交流,同时引导台商在大陆农业投资由东部地区向中西部地区扩散。     

动态商标及其显著性认定

纸质媒介为主导的传统视觉生活是以静态的传统商标为主，但随着互联网的发展和普及以及电子商务的迅猛发展，非传统的动态商标逐渐受到国际社会的广泛关注。动态商标是以数字媒介为载体和动感设计为基础，是属于广义上的可视性商标，是符合绝大多数国家商标法对商标的规定。动态商标从本质上讲属于心理的认知，是消费者对商标所代表的有关商品或服务信息的评价。强大的视觉冲击效果和周而复始的广告宣传，使得动态商标在消费者的“认知网络”的信息组块中形成“结点”，从而使动态商标获得显著性。     

近代中国新闻文化嬗变中的历史阵痛与现实解读

“一切历史都是当代史”。近代中国的新闻文化在与西方文明的撞击、融会、整合的历史阵痛中诞生，形成了由内部封建制诸因素、西方列强的发展与扩张以及基督教东进等社会历史因子的共同作用下的畸态现象。解读此现象，对从历史的角度理解当代社会转型期的新闻传播权的掌控、新闻霸权、对中国进行“妖魔化”报道以及更新新闻传播理念，实现与国际化的顺利接轨等都有现实的启迪。

山东悠久的历史和强大的文化传统是构建新时期山东精神的历史起点。传统的两面性决定了齐鲁文化既给新时期山东精神的构建提供了思想资源和精神动力，也会形成惰性力量产生负面影响，这就要求必须站在时代的高度，把对其优劣的认识从潜意识的自发层次提升到有意识的自觉层次，扬长避短，以对当下社会产生积极的意义。     

关联理论与中国口译职业化教育——分析对口译活动中三元关系的元认知对职业化的指导意义

中国的口译起步比较晚，却是一个契机——借鉴国际社会口译发展过程中经验与教训的契机。但由于语言与思维的差异，强行照套西方口译的发展规律无异于削足适履。文章从F．Pochhacker提出的Meta—level training（元认知教育）出发，融入笔译中的“关联理论”，将静止的四元素组合成三组相互独立又相互联系的动态三元关系，旨在为中国口译的职业化道路打开新的思路。     

浅谈公安院校学生思想工作的动态管理——以计算机犯罪侦查方向学生为例

非监禁刑预防再犯功能的系统论考量

社区矫正系统由对象、主体、技术和资源等要素构成。社区矫正对于矫治罪犯、节省资源、促进社会和谐等具有积极功效。社区矫正具有多元的目标体系，而实现预防再犯效果的最优是其核心目标。由于缺乏实证调查与分析，目前社区矫正试点工作是否取得了预期成效，还无法定论。增强社区矫正系统内各要素的性能，优化社区矫正系统的组织结构，营造良好的社区矫正外部环境，是提高社区矫正整体功能的基本途径。其中，优化社区矫正的组织结构、调整各方关系是有效提高社区矫正功能的关键。
