The article examines Russia’s New Energy Policy (NEP) and its impact on Northeast Asian security and the development of the Russian Far East. In contrast to analyses highlighting competition between China and Japan for Russian resources, to the contrary it is argued here that greater cooperation among consumer states in Northeast Asia would be beneficial for Russia. Although the NEP has resulted in changes in the composition of foreign investors in Russian energy projects, the author suggests that Moscow is interested in multinational cooperation in the energy sector because it would help diversify the regional energy market and contribute to the development of the Russian Far East and eastern Siberia.

Sergey Sevastyanov   is a Professor of Political Science at the Department of International Economics, and a Director of the International Studies Centre of the Vladivostok State University of Economics and Service (VSUES), Vladivostok, Russia. From 2003 till 2006 he served as VSUES Vice-President for International Programs. By training he is specialized on international relations. His research interests include East Asia’s regionalism focusing on multilateral cooperation models in economics and security. At VSUES he teaches a study course on International Organizations for Economic and Security Cooperation. From August 2006 till May 2007 he was a Fulbright Professor teaching International Relations at the University of Louisville, Kentucky, USA. With the rise of ‘bioeconomy’, trees are receiving increasing attention. This contribution conducts a preliminary analysis of the trajectories and the main drivers of change in the rise of new, flexible and multiple uses of trees. It assesses the political dimensions involved in this transformation, which is simultaneously ongoing, anticipated and imagined. Notes are offered on the issues to be considered when the flex-crop framework is operationalized to include the study of trees, and additional conceptualizations that help in analyzing the political economy of tree uses are provided. Areas needing further empirical study are identified and a preliminary research agenda is suggested. The flexible and multiple use of trees and tree-derived commodities is having a large impact on power relations in the global political economy of forestry and the forest industry, the asymmetry of which is based on who is best able to flex or de-multiply, thereby controlling commodity webs and processing technology. It is argued that while flexing seems to increase diversity, in practice it typically increases this only for the processing industry; the converse occurs in terms of the unification of the productive base into monocultures. However, these two processes go hand in hand, and illustrate how flexing is a deeply capitalist process.  相似文献

The so-called ‘nexus’ approach has recently been promoted as addressing externalities across the water, food and energy sectors, thus helping to achieve ‘water/energy/food security for all’, ‘equitable and sustainable growth’ and a ‘resilient and productive environment’. While these are noble goals, this article argues that the reality on the ground appears to be taking a different direction, at least when it comes to China and its neighbours in South and Southeast Asia. There, a new era of large-scale water infrastructure development is creating several security-related problems, which represent serious challenges to the nexus goals. These challenges include food–energy tensions, human security threats and ecological risks. These challenges can also be linked to rising friction surrounding the management of water, food and energy resources in the region. The article argues that, in order for the nexus goals to be achieved in China and the countries on its southern periphery, there must first be increased awareness of this nexus among policy-making elites.  相似文献

The current global political economy is characterised by the intensifying economic interaction of BRICS and ‘near BRICS’ economies, with emerging powers increasing their influence in neighbouring regions. The growing partnership between Turkey and Russia constitutes a useful case study for examining this transformation, in which Western supremacy and US hegemony are under increasing challenge. Turkish–Russian relations shed light on broader themes in global political economy. First, significant economic interdependence may be generated among states with different political outlooks, in the form of loose regional integration schemes driven by bilateral relations between key states and supporting private actors or interests. Second, growing economic interdependence may coexist with continued political conflict and geopolitical rivalry, as indicated by the Syrian and Ukrainian crises. An important strategy that emerges is the tendency to compartmentalise economic issues and geopolitical rivalries in order to avoid negative spill-over effects. This facilitates the coexistence of extensive competition with deepening cooperation, as reflected in relations in the field of energy.  相似文献

Energy security remains a vital issue for the European Union (EU), even more so in the wake of the events that unfolded in early 2014 in Ukraine. The EU's already fragile position in the international energy arena in terms of security of supply appears to be more uncertain than ever after its umpteenth fallout with its historic energy supplier, Russia. This situation is untenable and calls for swift and decisive action to adequately tackle the issue once and for all. The article looks at the creation of a single EU energy market through the integration of energy networks in the EU. This article then examines various ways to diversify its energy supply, whether through increasing the import of liquefied natural gas or through its relations with the Eurasian Union. It then explores the International Energy Charter as an example of the EU's engagement with transnational policy networks. It concludes that from energy transit, to technology transfer, to investment protection, energy and trade present interplays across various fields. Improvements can be made to the EU trading system to ensure greater energy security and more efficient energy markets.  相似文献

A simple, quick, selective, sensitive, and effective field-friendly method capable of being used by nonexperts has been developed for detecting mitragynine in Mitragyna speciosa (kratom) using surface-enhanced Raman spectroscopy (SERS). Over 100 samples and blanks (known to be either positive or negative for the presence of mitragynine) were examined in duplicate using five identical handheld Raman spectrometers, which provided a data set of over 1,000 examinations. Based on the results of these analyses, the method yielded a true-positive rate of 99.3%, a true-negative rate of 97.9%, a false-positive rate of 2.1%, and a false-negative rate of 0.7%. The average minimum detectable concentration (Cm) of mitragynine that reproducibly yielded a match for one of the library spectra on all five instruments was determined to be 342 ng/mL (ppb). This Cm value is a conservative estimate considering that the extraction process was not fully optimized by this study, which was not necessary since the Cm value achieved was well below typical mitragynine concentrations in kratom (1.3–2.3%). The method is ideal (i) for prioritizing samples for additional testing using other more time-consuming laboratory-based techniques needed to detect and quantify mitragynine and (ii) for field use at international mail facility (IMF) satellite laboratories to help interdict kratom and prevent this dangerous product from reaching the U.S. supply chain.  相似文献

Gunshot residue (GSR) analysis and their interpretation provide crucial information on a criminal investigation involving the use of firearms. To date, several approaches have been proposed for the implementation of a combined sampling and analysis of inorganic (IGSR) and organic GSR (OGSR). However, it is not clear at this stage if concurrent analyses of both types of residue might be detrimental to the analysis of IGSR currently applied in forensic laboratories. Thus, this work aims to compare and evaluate three different protocols for the combined collection and analysis of IGSR and OGSR. These methods, respectively, involve the use of a modified stub (with two halves, one for the detection of IGSR and the other for the analysis of OGSR); the sequential recovery of GSR with two stubs mounted with different adhesives (double-sided carbon tape and Tesa® TACK) and the sequential analysis of IGSR and OGSR from a single carbon stub following carbon deposition. The detection of IGSR was carried out using SEM-EDX, while OGSR analysis was performed using ultra-high-performance liquid chromatography–tandem mass spectrometry (UHPLC-MS/MS). Obtained results for experiments performed using Geco Sinoxid® ammunition indicated that sequential analysis was the most suitable protocol for the combined collection and analysis of both IGSR and OGSR. A higher number of inorganic (characteristic and consistent) particles and higher concentrations of ethylcentralite, N-nitrosodiphenylamine, diphenylamine, and nitroglycerin were recovered with this method.  相似文献

Members of parliament are key actors for the implementation of energy transitions, such as phasing out nuclear power. Before legislators can cast their maybe decisive vote in parliament, they need to run for office and actively strive for election. This paper assesses what political candidates oppose renewable energy transitions and questions whether the energy issue matters in national elections, and thus has consequences for the implementation of new sustainable energy sources. We analyze these questions by first describing the specific characteristics of political candidates. The paper then evaluates the relevance of the energy issue for electoral success in three national elections in Switzerland (2007, 2012, and 2015). Based on candidate data from the voting advice application smartvote.ch, we find that female candidates support ETs more than men do; that especially the French‐speaking part of the country is more in favor of a nuclear phase‐out, and that younger candidates are also more open toward restructuring the energy system than older candidates are. Our models further show that the energy issue does not matter in elections, independently from its salience in the respective election campaigns. Candidates are thus relatively free to choose their position on the issue and do not have to fear consequences at the ballot. However, candidates of center parties, in contrast to the pole parties, are sensitive to the energy issue and reflect public mood in their positions.  相似文献

The U.S. electric power sector has experienced a substantial shift of the generation mix since the turn of the century, moving from heavy reliance on coal‐powered generation to one drawing more from natural gas and, more recently, renewables. This transition has been forged by a mix of macroeconomic factors (recession and recovery); technological breakthroughs (horizontal drilling coupled with hydraulic fracturing; improvements in natural gas plant efficiency); clean energy policies at federal, state, and local levels of government; and private sector demands for carbon‐free energy sources. These factors have combined to reduce carbon emissions from electric power generation substantially this century. In this article we examine the extent of this transition, its causes, as well as the distinct American institutional factors steering it, including energy and environmental federalism, electoral politics, and the political economy of clean energy policy enactment and resistance.  相似文献
