梅德韦杰夫执政以来,其外交特点是:重视独联体,调整政策但区别对待;重视东方,中印平衡;对西方继续强硬但不破裂,进而改善,对美欧有所区别;利用俄优势,重视能源外交、体育外交、军事外交和大国外交;对国际事务提出很多新观点、新建议,使政府在实施俄罗斯外交政策的分量加重。其原因既有俄罗斯国力上升,也有国内的梅普组合因素,还有国际上的美国因素和中国因素。今后梅德韦杰夫外交将更加重视经济安全、能源外交和军事发展。对华将继续友好,战略借重加大,但发展空间有限,必须寻求新的增长点。在对西方关系上,在继承普京时期强硬外交的基础上进一步调整、改善、缓和与西方的关系。  相似文献

Abstract: The most common markers used in forensic genetics are short tandem repeats (STRs), the alleles of which are separated and analyzed by length using capillary electrophoresis (CE). In this work, proof of concept of a unique STR genotyping approach has been demonstrated using asymmetric PCR and a fluorescence resonance energy transfer (FRET)‐based hybridization analysis that combines fluorophore‐labeled allele‐specific probes and a DNA intercalating dye (dpFRET) in a melt match/mismatch analysis format. The system was successfully tested against both a simple (TPOX) and a complex (D3S1358) loci, demonstrated a preliminary detection limit of <10 genomic equivalents with no allelic dropout and mixture identification in both laboratory‐generated and clinical samples. With additional development, this approach has the potential to contribute to advancing the use of STR loci for forensic applications and related fields.  相似文献

Determination of wound vitality and estimation of wound age are central issues in daily forensic practice. The objective of this study was to develop a new and rapid method for determining wound vitality and estimating wound age in bruises using electric impedance spectroscopy. Forty Sprague-Dawley rats (140-170 g) were divided into five groups: group 1 (n=8): controls, group 2 (n=8): postmortem bruises, group 3 (n=8): bruises 1 h before death, group 4 (n=8): bruises 3 h before death, group 5 (n=8): bruises 6 h before death. Measurements of the right gluteus maximus muscle were taken at 6, 24, and 48 h after the rats were sacrificed by cervical dislocation. The results from this study indicate that electric impedance spectroscopy is clearly sensitive enough to differentiate between vital and postmortem wound infliction and to determine the survival time after the infliction of an injury.  相似文献

Illegal homemade ammunition is commonly used by criminals to commit crimes in Taiwan. Two unusual types of homemade ammunition that most closely resembling genuine ammunition are studied here. Their genuine counterparts are studied as the control samples for the purpose of comparison. Unfired ammunition is disassembled, and the morphological, dimensional, and compositional features of the bullet and cartridge case are examined. Statistical tests are employed to distinguish the dimensional differences between homemade and genuine ammunitions. Manufacturing marks on head stamps of the cartridge case are carefully examined. Compositional features of propellant powders, primer mixtures, and gunshot residues are also analyzed. The results reveal that the morphological, dimensional, and compositional features of major parts of the ammunition can be employed to differentiate homemade cartridges from genuine ones. Among these features, tool marks on the head stamps left by the bunter can be used to trace the origin of ammunition.  相似文献

Analogs and derivatives of traditional illicit drugs are ever increasing in variety and creativity. Staying abreast of the new developments is a constant challenge for every forensic laboratory. Recently, a seizure from Australian Customs Service presented our laboratory with the designer cathinone 3,4-dimethylmethcathinone (3,4-DMMC). Gas chromatography/mass spectrometry (GC/MS), liquid chromatography/mass spectrometry (LC/MS), nuclear magnetic resonance (NMR) spectroscopy, infrared (IR) spectroscopy, and ultraviolet (UV) spectrophotometry were employed to analyze the spectroscopic characteristics of this cathinone. As an analog, 3,4-DMMC exhibits similar if not identical IR and UV profiles to mephedrone (4-MMC) and methcathinone; however, the retention time from GC is unique as expected, and the electron impact fragmentation pattern is consistent with the fragmentation pattern of other cathinones. The chemical shifts of the carbons and hydrogens were assigned by both one- and two-dimensional NMR techniques, while the molecular weight was confirmed by LC/MS.  相似文献

目的利用环境扫描电镜-X射线能谱仪(environmental scanning electron microscope and energydispersive X-ray microanalyser,ESEM-EDX)研究电流斑微观形态特征及元素构成,以期为电流斑及电击死的鉴定提供更准确、客观的依据。方法用ESEM-EDX检测5例电流斑的扫描电镜形态、金属颗粒的形态及其元素组成。结果电流斑及周围皮肤可见电穿孔、金属熔珠,熔珠主要由铁、铜、铝等常见金属元素和金、钛、钡等人体少见的金属元素构成。结论 ESEM-EDX检测可为电击死的鉴定提供客观的依据。  相似文献

Using a case study, this paper explores the extent to which one area of law (privacy and data protection) can intersect with, and be challenged by, proposals for delivery of another goal – greater energy efficiency. The article then explores the extent to which these fields are becoming more integrated; and also the risks of relying on technology (notably through Privacy by Design) to do this, particularly given the uncertainties embraced by lawyers and which can be problematic to technologists. Having identified challenges in meeting both energy efficiency and privacy/data protection goals at the same time, the article develops two responses. One looks more widely in law, to competition, to prevent particular activity and to confirm the relevance of greater legal interdisciplinarity. The other is a more multi-faceted collaborative governance approach, involving legal and technical expertise and consumer perspectives, with standards having a valuable role. Addressing climate change through greater energy efficiency should be an appropriate motivation to bring about this second approach, which draws on wider environmental governance developments. With largely a UK and EU focus, but seeking to be of transnational relevance, the paper makes key contributions as to the capacity and limits of how law can address societal challenges; explores the risks of assuming that social and legal problems can be readily addressed by technology; confirms the need for lawyers to look to other fields of law; and assists progress in an increasingly intersectional and dynamic field.  相似文献

The defendant, the driver of the questioned car, allegedly extended his right arm over the passenger seat and fired a single shot from a 380 pistol out the passenger window with the pistol's breech within the car. A simulation of this shooting scenario using the same model car, but different year, was conducted to quantitate gunshot residue (GSR) contamination of interior surfaces within the car. The test car's dash and headliner/window frame above the pistol had the heaviest GSR contamination. The dash GSR from airborne deposition documents a firearm discharge within the vehicle. Transfer from GSR‐contaminated hands or clothing to the dash is unlikely. The heavy GSR contamination of the headliner/window frame above the pistol likely documents the window from which the pistol was fired, but additional experiments are needed to verify.  相似文献
