This article uses cross‐national data to examine the effects of fiscal and political decentralisation on subnational governments’ social expenditures. It revisits the benefit competition hypothesis put forward by fiscal federalism research, which posits that subnational governments in decentralised countries match welfare benefit reductions by their peers to keep taxes low and avoid an in‐migration of welfare dependents. As a consequence, subnational social expenditures are assumed to plateau at similar and low levels. Using a new cross‐national dataset on social expenditures in 334 subnational units across 14 countries and 21 years, the author explores whether benefit competition causes subnational governments to converge on similar levels of social spending. The analysis reveals that as countries decentralise, subnational social spending levels begin to diverge rather than converge, with some subnational governments reducing their social expenditures and others increasing them. Furthermore, decentralisation is not likely to be associated with lowest common denominator social policies, but with more variability in social expenditure. The article also examines the effects of other macro‐level institutions and demonstrates that policy coordination influences the relationship between decentralisation and subnational social spending levels. 相似文献

New Federalism reforms introduced in Australia in the early 1990s were expected to improve efficiency and reduce duplication through new cooperative intergovernmental arrangements. The reforms were also an attempt to reduce the continuing trend of Commonwealth intrusion in state powers. As well as establishing the Council of Australian Governments (COAG), the reforms created the Ministerial Council on Education, Employment, Training and Youth Affairs (MCEETYA) to promote a more coordinated and cooperative approach to the delivery of education. MCEETYA provides the quintessential example of the difficulties of establishing a national approach when the function, education, is squarely within the power of the states. ABSTRACTThis paper examines the relationship between fiscal federalism and social policy in India through an analysis of the effects of a recent effort to increase fiscal decentralization to state governments on the nature of social policy investment at the sub-national level. Through its analysis, this paper highlights the persistence of a strong centralisation bias in India’s fiscal architecture for social policy. We trace this centralisation bias to the political and administrative dynamics of the federal bargain. The peculiar dynamics of this bargain have created a context where the core goal of centralization – to ensure equity – is undermined while the expectation of decentralization – greater accountability through alignment of expenditure with local needs and preferences, fails to take root. India is thus likely to continue to witness significant regional variation in social policy outcomes, despite a centralised financing architecture. 相似文献

This article discusses the relationship between governability and federalism in Brazil, analysing the dispute among Brazilian states for oil royalties. This conflict features an unusual pattern in federal legislative voting, leading to regional alignment, rather than the usual party political configuration. This study explains the phenomenon by showing how this organisation makes it possible to align the preferences of national party leaders, regional party leaders, parliamentarians, and each state's voters. Abstract This article uses comparative historical analysis to explore physicians’ involvement in health care reform in Canada and Brazil. Drawing on historical institutionalism, the analysis stresses how, beyond partisanship, physicians build consensus around and promote specific policy ideas, and how federal institutions shape physicians’ mobilization. In both countries, physicians’ mobilization shaped the emergence of universal health care coverage, but in quite different ways, because of the differing federal institutions. Although the Brazilian medical lobby was far more heterogeneous than the Canadian profession, one faction was able to mobilize at the local level to pursue policy ideas favorable to universal health coverage. 相似文献

What accounts for the consolidation of party organisations? The specialised literature has stressed the importance of institutions in shaping the ways in which political parties organise. However, little attention has been paid to the role of federalism. We argue that in federal settings, party territorial organisational strategies condition their capacity to become consolidated parties. We illustrate our theory with an analysis of the development of conservative parties in Argentina and Mexico to explain their different levels of consolidation. 相似文献

A staple of policymaking in any federation is intergovernmental cooperation, which can take the form of vertical initiatives between the central and substate governments or as horizontal initiatives among the substate governments themselves. Most research has focused the former whereby the central government often deploys powerful levers to encourage the constituent members to cooperate. Such accounts, however, cannot be applied to cases occurring without the influence of the proverbial Leviathan. This article sets out to identify conditions that may be conducive to horizontal cooperation, developing a set of propositions focusing on economic, institutional, and ideational factors. These propositions are then considered on three cases of cooperation with varying results in Canadian education. While no single factor can be identified as necessary and sufficient for horizontal cooperation, institutional and ideational conditions interacted in dynamic ways and appeared to play the leading roles in the outcomes presented here. 相似文献

Abstract: This article investigates a planned rebellion in favour of Agustín de Iturbide organised by a group of his supporters in Guadalajara, Jalisco, in 1824. It shows that the rebels in Guadalajara were in close communication with a second cadre of conspirators in Mexico City. By examining the various plans drawn up by the rebels, the article demonstrates the existence of two separate and apparently contradictory aims for the rebellion: the return of Iturbide and the defence of federalism. States can and do play an important role in contemporary U.S. foreign policy. This article will discuss the growing role of states through an investigation of the State Partnership Program (SSP). The SSP pairs state National Guards with the militaries of other countries through U.S. military engagement programs. The state-level National Guard then becomes the primary site for implementing U.S. military engagement programs. Both a federalism and decision-making perspective, however, are unable to recognize this role. The decision-making bias of foreign policy analysis affords states a limited international role and minimal influence in shaping the policies of the government toward other countries. An implementation perspective, however, reveals a growing role of states carrying out U.S. foreign policy, including the "high politics" of national security issues. States give decisions meaning through the practice of policy implementation. A detailed case study of the Maryland–Estonia partnership illustrates how an implementation perspective can recognize a growing role of states in shaping U.S. foreign policy. 相似文献
