新安全观视角下新疆地区恐怖主义活动及对策

上个世纪七十年代以来,新安全观的研究已使人们对安全的认识产生了质的飞跃,人们开始了真正意义上的安全研究。安全的对象到底是国家还是包含更广泛的主体等一系列问题相继被提出,主张扩大安全概念范畴和用建构主义进行安全分析的哥本哈根学派①应运而生。我国新疆恐怖主义活动使中国也在一定程度上面临着现实的恐怖主义威胁,对其进行分析研究并提出对策是保持国家稳定的当务之急。     

弱势青少年边缘化问题的实证研究

本文根据2004年笔者参与的天津市社区青少年发展状况调查1的基本数据和访谈资料，从生态系统视角出发，运用定量-定性相结合的研究方法，通过对社区青少年的职业资源、学校资源、社区资源的现状进行分析，探求弱势青少年边缘化的原因，并据此提出了基本的政策建议。     

现代中国的社会变迁与就业弱势群体

改革开放25年来,中国社会财富状况发生了质的变化,社会结构也发生了新的分化,由此带来弱势群体问题日益突显。解决就业弱势群体问题必须广泛动员全社会的力量进行综合治理,积极构建适应新形势需要的就业弱势群体社会扶助网。     

东北老工业基地的制度“解锁”与制度创新——兼评关于老工业基地落后成因争鸣的各家观点

关于东北老工业基地落后原因,国内观点不一,但归纳起来制度落后应为主要原因。因此,通过实证分析老工业基地制度落后现状及对中国国有企业改革的实际对制度变迁的诺思模型进行修正的分析,可以充分说明导致老工业基地落后的根本原因是围绕制度“锁定”原因的多因素综合作用的结果。     

城市农民工法律援助问题研究(下)——关注和谐社会构建中的弱势群体

农民工目前总数已超过一亿,成为我国第二、第三产业中真正的主力军,他们的合法权益往往受到各种侵害,而成为社会的弱势群体,对其利益的保护是社会主义和谐社会建设过程中不可忽视的重要方面,在这种情形之下,通过法律援助来维护自己的合法权利已成为农民工最经济且最有效的选择。本文以农村城市化进程中产生的农民工的再社会化诸问题为视角,探讨了目前我国法律援助制度的不足之处,并就其完善措施展开讨论,以期对我国法律援助制度的完善有所裨益。

随着私有化的推行,俄罗斯出现了金融工业集团,它是激进经济改革的产物,具有自身的特点。在叶利钦执政时期,金融工业集团在其特有的政治和经济环境中急剧膨胀,成为经济和政治生活中的一支主导力量。然而,普京出任总统后,对其进行了规范与整顿,在与金融寡头的关系上表现出了鲜明的政治独立性。     

The Strange Birth of Middle England

This article investigates the political meanings of a now ubiquitous media term 'middle England'. It explores its origins in the historical idea of the middle classes as politically moderate, beleaguered and put-upon; and more recently in a neo-conservative, anti-elitist populism, which aims to short-circuit traditional political processes and speak directly to a nominally homogeneous, but actually carefully targeted, 'people'. It argues that the concept of 'middle England' reached full political maturity in the 1990s when increasingly slick party machines began to articulate and exploit these ideas through private polling and focus groups which concentrated on crucial swing voters. 'Middle England' is a product of the increasingly close, but fractious, relationship between these party machines and influential tabloid newspapers, particularly the Daily Mail .     

建立完善城市弱势群体的社会保障制度

辽宁省作为中国的老工业基地之一,国有经济比重大,企业冗员负担沉重,下岗失业人员数量多,此外还有一定数量的破产企业失业人员、集体企业未参保人员等形成的贫困阶层的弱势群体。解决好这部分弱势群体的生活保障问题,是振兴东北老工业基地的一项基础性、前提性工程,是构建和谐社会的重要保障。本文根据辽宁省弱势群体的现状及问题提出了相应的对策,进而完善城镇弱势群体的社会保障制度。     

Outcome‐focussed planning in Australian local government: How council plans and cultural development plans measure up

Contemporary public policy increasingly emphasises a focus on outcomes, the difference that occurs in the lives of citizens from policy and activity of government. Other contemporary imperatives for effective planning include: recognition of the values of the community whom plans serve, direction towards goals and objectives, utilisation of evidence, articulation of theories of change that underpin planning and responsiveness to evaluation. This article reports a desk‐based research project to assess how local government planning documents meet these imperatives. Two documents are examined for 67 councils across Australia: the major strategic document, council plan or other‐named document and the cultural development plan (CDP) or other‐named document that directs staff and investment aimed at cultural enrichment of the LGA. Findings indicate that the majority of councils’ documents appeared only concordant with one or two of these planning imperatives. No plan addressed more than three. Overall, council plans and cultural development plans did not clearly indicate their responsiveness to values of their communities, nor include objectives that formed measurable steps towards goals or formally refer to the use of evidence in decision‐making. No plans included theories of change to underpin decision‐making. This analysis indicates clear areas of improvement for planning for local governance.
