Abstract

This article describes the outcomes of Project LINK, a Safe Schools/Healthy Students grantee in Larimer County, Colorado. The study analyzed the influence of policies and administrative support on the implementation of programs as well as on risk and protective factors predictive of violent behaviors and drug and alcohol use. Results showed increased feelings of safety in comparison to the rest of the state and changes in risk and protective factors by school level. Results also indicate that leadership support and enforcement of policies are associated with successful adoption, implementation, and positive behavioral outcomes.     

未成年人社区矫正后再犯问题研究——以《社区矫正实施办法》为视角

《社区矫正实施办法》首次将未成年人和成年人在非监禁刑罚执行管理上的区别做出了具体的规定,这是我国未成年人非监禁刑罚制度的一大进步。但在针对未成年人社区矫正规定的法律位阶冲突以及矫正措施的种类和具体执行制度上,仍存亟待完善之处。适时制定《社区矫正法》,对上述问题加以完善,将有助于从刑事政策角度对未成年人保护和教育。

Costs and benefits of informal economy: shuttle trade and crime at Cherkizovsky market

According to IMF and OSCE reports, informal economic transactions in Russia and other states of the former Communist Bloc have cushioned the shocks of economic and political transition of the 1990s by quickly satisfying the consumer demand and providing unofficial jobs to the population faced with transition recession. As these analyses extensively emphasise the advantages of informal entrepreneurship and its positive contribution to stimulating economic growth, this article explores the phenomenon of shuttle trade – a system/form of informal trade outside state control that does not comply with state regulations – as an issue of concern for criminologists. This article investigates the convergence of shuttle trade and criminal activities and the relationship of shuttle trade to the formal regulatory environment. It offers insights into selected criminal activities at Cherkizovsky market in Moscow before its shutdown in 2009 and an evaluation of the policymaking decisions the shutdown triggered.     

公安机关应对重大突发疫情防控工作研究——以新型冠状病毒感染肺炎防控为例

在重大突发疫情爆发期间,公安机关在开展正常警务工作,维护社会治安秩序的同时,还要配合卫健委、市场监督、民政、红十字会等职能部门做好预防、控制工作。尤其是在当前全国上下全力抗击新型冠状病毒感染肺炎疫情的背景下,公安机关要在当地党委、政府领导和上级公安机关指导下,围绕自身职责使命,全力协助有关部门防控疫情,积极应对可能出现的新的治安问题,采取有力措施维护政治稳定和社会安定,总结经验教训建立防控工作机制,是当前亟需解决的重要课题。     

Situational factors in female-perpetrated child sexual abuse in organisations: implications for prevention

ABSTRACT

Despite increasing interest in child sexual abuse occurring in organisations, the perpetration of such abuse by females is largely ignored. This study examined situational factors in 136 cases of sexual abuse perpetrated by women working with children in the UK, Canada and the USA between 2000 and 2016. Qualitative and quantitative content analysis of court reports, professional regulator decisions, media reports and an online sentencing database was used, findings indicating that situational and contextual factors are highly relevant in perpetration. Much abuse occurs away from the organisational environment, particularly in perpetrators’ homes and cars, and in virtual environments. However, it also occurs within organisations, generally in unsupervised areas, outside of operating hours and often during mentoring/tutoring or extra-curricular activities. Organisational and local culture can be a facilitator in this abuse and allow it to continue even when concerns are raised. Practical prevention measures are suggested to assist in reducing future abuse.     

Impact of early intervention for youth with problematic sexual behaviors and their caregivers

ABSTRACT

Targeting broad implementation of early intervention services has a high potential for impact given the prevalence of child sexual abuse committed by youth and the low recidivism rate following effective interventions. This multisite quasi-experimental study examined the outcomes for 320 youth ages 10–14 years and their caregivers who participated in community-based problematic sexual behavior – cognitive behavior therapy (PSB-CBT). Significant reductions in PSB with a large effect size (e.g. t(126)?=?11.69, p?<?.001, d?=?2.08) were found. No site differences were found, despite racial and regional diversity. Nonsexual behaviour problems, emotional problems, and trauma symptoms also significantly improved. Positive outcomes extended to caregivers. Recommended next steps include rigorous strategies for examining the impact of widespread implementation of evidence-based early intervention programmes on the prevention of sexual abuse, complemented with thoughtful efforts to develop and implement policies and procedures that improve the safety and well-being of all children in the community.     

疫情防控中社会治理制度之完善

疫情防控是对我国国家治理体系的集中考验。本文以社会治理制度为着眼点,探讨新冠肺炎疫情防控中社会治理存在的不足并提出相应的建议。坚持和发挥制度优势,这既是抗击疫情、战胜疫情的重要手段,也是今后疫情防控的主要抓手。针对疫情防控中出现的治理问题,应以制度为突破口,补齐短板,完善与疫情防控相关的体系和机制,以有效提升社会治理效能。     

新型冠状病毒肺炎疫情下养老机构面临的挑战 —— 基于14个省份的调查分析

2019年底开始扩散的新型冠状病毒肺炎疫情,对中国公共卫生的防治提出严峻挑战。随着防控范围的扩大和防控力度的不断加强,封闭式管理的养老机构也面临更大的困境和挑战。作为老人坚实后盾和防疫屏障的养老机构也需要更多的社会支持。为了解疫情下养老机构运营困难及应对措施,对全国14个省份29家养老机构进行了问卷调查和电话访谈。在此基础上,参考欧美国家养老机构防治传染病暴发的措施,针对我国疫情下养老机构的问题,提出切实可行的政策建议。
