The sociology of punishment has developed a rich understanding of the social and historical forces that have transformed American penality during the last 40 years. But whereas these social forces are not unique to the United States, their penal impact there has been disproportionately large, relative to comparable nations. To address this issue, I suggest that future research should attend more closely to the structure and operation of the penal state. I begin by distinguishing penality (the penal field) from the penal state (the governing institutions that direct and control the penal field). I then present a preliminary conceptualization of “the penal state” and discuss the relationship between the penal state and the American state more generally. 相似文献
Comparative analyses of 50 single‐layer white architectural paints were conducted to determine the discrimination power using standard techniques and to provide a basis for assessing significance when paints with limited features are not discriminated. Utilizing Fourier transform infrared spectroscopy (FTIR), 68 undifferentiated pairs resulted, yielding a discrimination of 94.45%. Adding stereomicroscopy, scanning electron microscopy (SEM) with energy dispersive spectroscopy (EDS) and backscatter electron (BSE) imaging, and pyrolysis‐gas chromatography/mass spectrometry (Py‐GC/MS), the overall discrimination was 99.35%. The study included blind verification replicates, which resulted in the only pairs without indications of physical or chemical differences. The remaining groups of undifferentiated samples contained subtle differences by at least one technique, but were considered undifferentiated for the discrimination power evaluations. Gunshot residue (GSR) has been sought and demonstrated on many types of material and with many techniques. Inductively coupled plasma optical emission spectrometry (ICP‐OES) could be a useful method on difficult substrates, but a systematic study on burnt material has never been performed. Hence, this study aims at evaluating the usefulness and reliability of this method on burnt samples. Sixteen adult bovine ribs (eight with soft tissues, eight totally skeletonized) were shot using two kinds of projectile (both 9 mm full metal‐jacketed or unjacketed). Then, every sample was led to complete calcination in an electric oven. The area of the gunshot entrance wound was swabbed and analyzed by ICP‐OES; the results were also correlated with a previously published parallel study by scanning electron microscopy (SEM) equipped with an SEM–energy dispersive X‐ray analyzer. ICP‐OES proved to be very sensitive and reliable even on degraded material and can be an appropriate nondestructive method for detecting residues on difficult and delicate substrates such as burnt bone. 相似文献
Two deep frozen persons, a female and a male, were found dead in a car. There had been an explosive fire inside the car which had extinguished itself. On the floor inside the car were large pools of liquid which smelled of gasoline. The autopsy findings and routine toxicological analyses could not explain the cause of death. Carboxyhemoglobin levels in the blood samples were <10%. Analysis with a headspace gas chromatography revealed methyl tert‐butyl ether (MTBE) concentrations of 185 mg/L (female victim) and 115 mg/L (male victim) in peripheral blood. The urine MTBE concentrations were 150 mg/L and 256 mg/L, respectively. MTBE is a synthetic chemical which is added to gasoline as a fuel oxygenate. Gasoline poisoning is likely to be the cause of the death in these two cases, and MTBE can be a suitable marker of gasoline exposure, when other volatile components have vaporized. 相似文献
The use of a direct analysis in real time (DART) mass spectrometer (MS) instrument was optimized for 22 compounds of organic explosive residues to provide a guide for DART‐MS users in rapid screening of explosive compounds. Samples were introduced as neat solutions and sequential dilutions to determine optimal instrument conditions and lowest concentration detectable. Most compounds were optimized to 250°C in the negative ion mode, and several compounds benefited from the addition of a chloride dopant from methylene chloride (amino‐dinitrotoluenes, RDX, EGDN, and PETN). Few compounds were more sensitive in the positive ion mode (TEGDN, DEGDN, HNS, and DMNB). Mixtures of compounds were detected using clean room wipes, directly from their surfaces and from subsequent extractions. Compounds from the mixtures were also successfully detected in soil and from swipes of spiked surfaces. The instrument showed merit in detection of pg/μL solutions for most of the compounds and among the substrates tested. 相似文献
Since the mid-1990s, academic and policy communities have debated the risk posed by terrorist use of chemical, biological, radiological, or nuclear (CBRN) weapons. Three major schools of thought in the debate have emerged: the optimists, the pessimists, and the pragmatists. Although these three schools of thought draw on the same limited universe of data on CBRN terrorism, they arrive at strikingly different conclusions. Given the highly subjective process of CBRN terrorism risk assessment, this article analyzes the influence of mental shortcuts (called heuristics) and the systemic errors they create (called biases) on the risk assessment process. This article identifies and provides illustrative examples of a range of heuristics and biases that lead to the underestimation of risks, the overestimation of risks and, most importantly, those that degrade the quality of the debate about the level of risk. While these types of biases are commonly seen as affecting the public's perception of risk, such biases can also be found in risk assessments by experts. Civil society in Cyprus has a key role to play in creating spaces for dialogue and cooperation between the Turkish and Greek Cypriot communities. Recent research by the International NGO Training and Research Centre (INTRAC) has identified how these processes have contributed to trust and peacebuilding on the island, the challenges facing organisations engaged in this work, and how these were being addressed. It demonstrates that important steps are being taken by civil society organisations to overcome prejudices and break down barriers, and that by further developing links with local and international policymakers and institutions, civil society could be a stronger player in the peace process.
Renforcement de la société civile et de la confiance à Chypre
La société civile chypriote a un rôle clé à jouer dans la création d'espaces propices au dialogue et à la coopération entre les communautés turque et gréco-chypriote. Des recherches récemment menées par l'International Training and Research Centre (INTRAC) ont identifié la manière dont ces processus ont contribué au renforcement de la confiance et de la paix sur l'île, les défis auxquels sont confrontées les organisations actives dans ce travail, et la manière dont ces défis étaient relevés. Les résultats de ces recherches montrent que des mesures importantes sont prises par les organisations de la société civile pour venir à bout des préjugés et éradiquer les barrières, et qu'en mettant au point des liens avec des décideurs et des institutions internationaux, la société civile pourrait être un protagoniste plus puissant dans le processus de paix.
La sociedad civil y la construcción de confianza en Chipre
En Chipre, la sociedad civil desempeña un rol importante en la creación de espacios para el diálogo y en la cooperación entre las comunidades turca y griega chipriota. Investigaciones recientes, realizadas por el Centro Internacional para la Capacitación y la Investigación (intrac por sus siglas en inglés), han identificado cómo estos procesos han aportado confianza logrando construir paz en la isla, cuáles son los retos enfrentados por las organizaciones que participan en este trabajo, y cómo fueron abordados dichos retos. Asimismo, dichas investigaciones demuestran que las organizaciones de la sociedad civil han dado pasos importantes para superar prejuicios y barreras y que, al desarrollar relaciones adicionales con los formadores de políticas y con las instituciones, la sociedad civil podría convertirse en un actor más fuerte en el proceso de paz.

A sociedade civil em Chipre possui um papel-chave na criação de espaços para diálogo e cooperação entre as comunidades cipriotas turcas e gregas. Pesquisa recente do Centro de Treinamento e Pesquisa Internacional (INTRAC) identificou como estes processos têm contribuído para a construção da confiança e paz na ilha, os desafios que as organizações enfrentam neste trabalho e como eles estão sendo abordados. Ela demonstra que passos importantes estão sendo dados pelas organizações da sociedade civil para superar preconceitos e destruir barreiras e, ao desenvolver mais as ligações com formuladores de políticas locais e internacionais e com instituições, a sociedade civil pode ser um agente mais forte no processo de paz. 相似文献
