全球化的发展使得资源和环境逐渐被纳入国家主权的范畴,随之而来的是自由贸易与资源、环境、主权的冲突。随着资源竞争的日益激烈,原材料贸易与资源主权、原材料贸易与环境保护的矛盾日益凸显,现行多边贸易体制的改革也面临决择。     

环境权实施机制模式研究

环境权的实施机制对于预防和解决环境问题,维护人类的环境利益具有实际意义,但现有的理论并没有为环境权的实施机制提供一个可供借鉴的成功模式,我们认为,环境资源的市场配置、政府环境公共物品的提供、环境权与传统权利冲突的解决以及程序性权利的完善与享有构成了环境权实施机制的主要框架。     

农民环境利益问题的法学分析

农民环境利益是分析农村和农业生态环境法律问题的理论工具。三种典型的农村环境问题对农民环境利益分别具有不同影响 ,而城市导向型的环境政策、环境与资源产权制度的缺失和信息不完全、不对称是产生农民环境利益问题的制度成因。应当引入利益—权利—救济机制 ,明晰农村环境与资源产权 ,并确立农民的程序性环境权利。     

建筑产业工人技能素质提升的现实困境与路径选择

建筑产业工人是我国产业工人队伍的重要组成部分。培育壮大高技能素质的建筑产业工人队伍,既是新时代产业工人队伍建设改革的必然要求,也是推动高质量发展促进共同富裕的关键着力点。为摸清建筑产业工人技能素质提升的发展现状和基本需求,本研究采用问卷调查法和半结构化访谈法对建筑产业工人开展大规模调查。研究发现,建筑产业工人的生产技能与职业素质已在一定程度上得到普遍提升,但同时仍然存在系统性现实障碍。建筑产业工人技能素质提升是一项复杂的系统工程,建议以突破行业体制瓶颈作为发力点,完善社会保障制度和公共服务资源配置,推进技能培训与人才管理体系建设,同时积极发挥工会组织和社会组织的作用,营造有利于建筑产业工人技能素质提升的体制环境。     

Macroscopic observations of the effects of varying fresh water pH on bone

Little is known about the decomposition of remains in aquatic environments of varying pH, and even less is known about the specific effects of these environments on bone. Bovine bones were placed in solutions of pH 1, 4, 7, 10, and 14 and observed over a period of 1 year. All solutions eventually removed or dissolved the soft tissues from the external surface of the bone. The pH 7 and pH 10 solutions had little effect on the bone, but the other solutions affected the bone to varying degrees. Extreme pH levels were the most destructive, while more moderate pH levels had lesser but significant and interesting effects. Empirical data on postmortem aquatic changes may be extremely useful in forensic contexts for both improving time since death estimates and also for providing better information to underwater recovery experts thereby potentially increasing the quantity and quality of remains recovery.     

Greening Constitutions with Environmental Rights: Testing the Isomorphism Thesis

Why do some countries have constitutional environmental rights while others do not? In this paper, I conduct statistical analyses to respond to this inquiry. Through studying the impact of intraregional constitutional design, I aim to understand why states adopt environmental rights. I argue that regional isomorphism—i.e., the tendency among states within a region to converge on certain policies—may explain the trend toward constitutionalization of environmental rights. In this paper I (1) define and provide historical background on environmental rights, (2) describe theories which support regional isomorphism as a means of explaining the adoption of constitutional environmental rights, and (3) conduct statistical tests to determine the validity of the regional isomorphism thesis. I find that the enactment of constitutional environmental rights within a region does not increase the likelihood that another state within the same region will include environmental rights within its constitution.     

理性应对复杂的信息环境

当代新信息技术的发展创造了一个全新的复杂信息环境。在信息环境中,人既是信息主体,又是信息客体,人与信息环境之间的关系是互动的,人创造、改造信息环境的同时也被改变、被塑造,因而产生一些心理、思维和行为新问题。如何应对复杂信息环境对我们心理、思维和行为的影响,这是一个值得深入研究的问题。
