In this article, we draw on the contradictions in, and the geopolitics of, international election observation in the Democratic Republic of the Congo’s 2006 and 2011 elections to identify and analyse the emergence of a neo-third world behaviour among African states intended to counter the excesses of Western liberal democracy promotion on the continent. We argue that the decision by African states to quickly endorse the 2011 elections and close ranks around Joseph Kabila’s government, amidst mounting international criticisms of the electoral process, should be understood in the context of a new form of third worldism that is emerging in the global South in response to the unrestrained exercise of US power.  相似文献

国家安全是一个动态演进的概念。现代意义上的国家安全概念产生于工业社会的民族国家,并体现出以民族国家为中心、强调外部安全的特征。目前,中国正在从工业社会向后工业社会转型。在经济全球化的影响下,国家安全风险出现了高度的复杂性和高度不确定性等特征,内外界限被模糊。总体国家安全观是契合中国向后工业社会迈进时代特征的系统性、整体性的国家安全观。它具有多元性、层次性、结构性和整体性等特征,强调对内部安全与外部安全、国土安全与国民安全、传统安全与非传统安全、发展问题与安全问题、自身安全与共同安全的整合。作为一个重要的国家安全问题,中国打击“东突”恐怖主义可以在总体国家安全框架下呈现新的图景。由于“东突”恐怖主义日益被打上后工业化时代的烙印,中国反恐怖的模式必须实现从“统治”向“治理”的演变,这是因为“东突”恐怖主义日益显现出组织的松散性、风险的流动性和行为的不确定性以及思想的激进化、活动的虚拟化和联系的全球化,对既有的反恐模式提出了挑战。中国应在统筹国家治理与全球治理的基础上,构建内外整合型的治理模式,实现对恐怖主义的国家治理与全球治理良性互动。  相似文献

In 2000 the city of Johannesburg adopted the vision of becoming a World Class African City (WCAC). Since then Johannesburg has been energetically promoted in accordance with this vision. The tagline ‘world-class African city’ is now used in the branding of the city. It has become a major signifier on its logo and a notable catchphrase in its radio adverts of its brand. However, the nested opposition of the ‘world-class’ and ‘African’ discourse has not been explicitly defined in the vision beyond their simplistic connection. Many people have found the vision puzzling and some have questioned its claims. This paper explores the conundrum that lies in the nested opposition of the ‘world-class’ and ‘African’ discursive currents. It identifies the ‘global’ and ‘local’ discursive forces (in the country) which were formative in the creation of the vision. It looks at how the intersection of global and African discursive fronts has become leverage for generating hybrid cultural/cosmopolitan identities. The thrust of the paper is that the urban practices and landscapes of post-apartheid Johannesburg are enacted and re-enacted together with the inspiration, signification and/or representation of the city vision.  相似文献

It is commonplace for observers to see the increasingly prominent role of the BRICS in international economic and political affairs as a Southern challenge to global capitalism and the power of the core Trilateral nation-states. Extant accounts remain mired in a tenacious realist debate over the extent to which the BRICS are challenging the prevailing international order. I suggest that we shift the paradigmatic focus in discussion of the BRICS phenomenon towards a global capitalism perspective that breaks with such a nation-state/inter-state framework. Global integration and transnational capitalist class formation has advanced significantly in the BRICS. BRICS protagonism is aimed less at challenging the prevailing international order than at opening up space in the global system for more extensive integration and a less asymmetric global capitalism. The article examines agricultural subsidies, US–China relations and international trade agreements as empirical reference points in arguing that the concept of the transnational state provides a more satisfying explanatory framework for understanding the BRICS phenomenon than the variety of realist approaches. By misreading the BRICS critical scholars and the global left run the risk of becoming cheerleaders for repressive states and transnational capitalists in the South. We would be better off by a denouement of the BRICS states and siding with ‘BRICS from below’ struggles of popular and working class forces.  相似文献

The emergence of China as a development actor across the global South has raised significant questions regarding the extent to which the country presents new development opportunities to its compatriots in the South. My aim is to reflect on and parse out the experiences and policies that have shaped China’s development to assess how it can inform the field of development studies. I argue that we need to critically engage in China’s development process, as China’s own development has led to the emergence of many more problems than solutions, ranging from increasing inequality to exclusionary development practices pertaining to ethnic minorities.  相似文献

The rising profile of the G20 in the aftermath of the Global Financial Crisis has led to various forms of concern about the legitimacy of this forum. While debates about the legitimacy of the G20 are important and ongoing, they overlook the important observation that the G20 is also attempting to perform a key role in legitimating global capitalism. This role of legitimating global capitalism emphasises the importance of the G20 to act, and be seen to act, to normalise global capitalism, to strengthen global economic governance, and also facilitate a political consensus with regard to key policy issues. This essay critically examines the role that the G20 plays in legitimating global capitalism and contends that the G20 is not just a technical forum of international policy-making but also a political forum for creating and performing visible responses to problems which are seen to be socially responsive.  相似文献

This paper attempts to go beyond actor‐centered explanations of the European Union's (EU) presence in regulatory politics by examining the role of the EU in the diffusion of regulatory norms and practices. We explore the international diffusion of public procurement policy, to which multiple organizations and especially the EU and the World Trade Organization have made an active contribution. Using the “opportunity‐presence‐capability” scheme, we argue that the EU is actively co‐shaping the global agenda on public procurement, mainly as a result of the “opportunity” and “presence” dimensions of its global actorness and its role in the horizontal diffusion of public procurement regulations between international organizations. For “EU as a global actor” literature to offer valuable explanations, an in‐depth analysis of its relationship with other international organizations, such as the World Trade Organization, reveals significant interactions and the co‐shaping of policy agendas.  相似文献

Regional and hemispheric reconfigurations in Latin America and the Caribbean are increasingly mediated by Brazilian power, and the engagement of Guyana, Suriname and French Guiana with this emerging context is intriguing. They are tentatively moving away from a Caribbean region with which they are culturally contiguous, towards a South American continent in which they are geographically located. This is partly a reflection of the gradual opening up of the Northern Amazonian space that they share collectively, and also with Venezuela and Brazil. These processes are occurring as cause and effect of Brazil’s emergence as a regional – and even regionally hegemonic – power. With reference to wider debates on regionalism and hegemony, we analyse the uncertain consequences of these shifts.  相似文献

To what extent does the Brazil, Russia, India, China and South Africa (BRICS) bloc constitute a paradigm shift in global health and development? This paper interrogates the concept of paradigm shift with the help of a framework familiar to scholars working in the field of International Relations. It distinguishes between the BRICS' material capabilities, institutions and ideas, and assesses the extent to which the BRICS contribution represents ‘a potentially transformative’ source of new resources and innovation for global health and development. It has been argued that the BRICS bloc champions a qualitatively different development discourse from industrialised countries that has made possible a progressive set of development practices. The BRICS discourse and praxis gives weight to the claim that a paradigm shift in global health is underway. However, the extent to which such discourse will be effective in improving global health will depend on the bloc making greater use of institutions and further deploying its material capabilities.  相似文献

The international norms that are developed as tools of global governance can be placed on a continuum from traditional “hard law” treaties to the vaguest and voluntary “soft law.” In this article we develop an analytical framework for comparing norms on different positions along the continuum, thus for comparing international hard and soft law. We root the framework in both the rationalist and the constructivist paradigms of international relations by focusing on two overarching evaluative criteria: effectiveness and legitimacy. These broad concepts are divided into smaller building blocks encompassing mechanisms through which norms can exert influence; for example, by changing material incentives, identities, and building capacity, and by contributing to building source‐based, procedural, and substantive legitimacy. We illustrate the applicability of the framework with three norm processes of varying degrees of “softness” in global climate governance.  相似文献
