全球治理的产生基于全球化、全球问题以及国际社会新兴力量的崛起。全球治理的概念一直都没有统一和明确,不同专业和领域的机构、学者都从不同的角度来研究这一问题。从某种意义上讲,国际法与全球治理的目标是一致的,其本身应当是实现全球治理的一种重要方法或是途径。全球治理和国际法的共同基础是国家主权,二者的发展都与解决国际问题包括全球化问题密切相关,全球治理的主体、对象和范围、实现方式和途径等基本问题都可以从国际法的发展中得到更多的启示与借鉴。 相似文献

俄罗斯自然科学家齐奥尔科夫斯基是宇航学的奠基人,他通过宇航学影响了我们每个人的生活。他的宇宙哲学内涵丰富,既包含了宗教、哲学内容,同时又为人类指出一条通往"完善、美好未来"之路——飞向宇宙,是关于整个人类未来的庞大计划。通常认为,齐氏在技术文明理想和准则基础上制订的庞大的改造地球、征服宇宙计划,预言了当今时髦的稳定发展的思想。但是,齐氏提出的改造地球计划是极度反生态的,而且试图通过人类的宇宙扩张解决全球问题,目前看来存在很多问题。因此,摆在人类面前的任务是寻找符合后工业时代的理想和价值的、能够解决人类面临的全球危机的途径。 相似文献

A growing body of scholarship analyzes the emergence and resilience of forced labor in developing countries within global value chains. However, little is known about how forced labor arises within domestic supply chains concentrated within national borders, producing products for domestic consumption. We conduct one of the first studies of forced labor in domestic supply chains, through a cross‐industry comparison of the regulatory gaps surrounding forced labor in the United Kingdom. We find that understanding the dynamics of forced labor in domestic supply chains requires us to conceptually modify the global value chain framework to understand similarities and differences across these contexts. We conclude that addressing the governance gaps that surround forced labor will require scholars and policymakers to carefully refine their thinking about how we might design operative governance that effectively engages with local variation. 相似文献

Deregulation and the combined threats of energy crises and global warming concern nations around the world, yet these issues
continue to be addressed more directly by domestic regulatory systems than by international institutions. The present analyses
of the integration of distributed sources of power generation (DG) into California’s electric utility system suggests that
domestic environmental dilemmas with international repercussions provide an obvious entrée for global environmental policy
specialists into the practice of environmental policy-making and law. Here I review current scholarship on policy networks
that illuminates the contributions that technical and policy experts can make to such networks surrounding environmental issues.
I then introduce the key members of California’s “clean DG” policy network that emphasizes the role of academic experts in
this influential political system, and discuss how my own research has impacted the development of the state’s DG policy.
I conclude that scholars are well positioned to observe and engage domestic and international environmental policy networks,

After September 11, 2001, a great deal of public and policy attention has been devoted to border security, passports, and the global mobility regime. This article examines the context of the global regulation of movement of individuals and the evolution of the passport in particular. It then examines the current American border security architecture. The creation of the Homeland Security Department reflects a sea-change in the view of the border, and these new policies are evaluated in regard to three cases: the U.S./Canada border, the document/examination policies at the American borders, and the European Schengen mobility regime. 相似文献

This paper argues that governance can engender undemocratic inequality, exclusion and populism. It does so by analysing the concept of governance, and unearthing three theoretical justifications for it: one libertarian, one radical and one republican. South Africa proudly wears the label ‘emerging power’, with its membership of the BRICS and G20 probably the most visible signs of this conferred status. This paper explores the concept of the emerging powers within the context of current global power shifts and locates South Africa within this group. It discusses the criteria for and characteristics of emerging powers, and then turns to some of the constraints and challenges faced by these states. Specific attention is paid to the ‘how’ of these states' recognition and inclusion in global institutions and the impact of domestic conditions and regional politics on their positions, focusing particularly on South Africa. It concludes that these factors will continue to challenge South Africa's ability to rise above the semblance of importance conferred by its inclusion in the category of emerging powers to a position in which it exercises this status to its own advantage, including its idealistic objectives of promoting greater global equality and recognition for Africa and the global South. Although other emerging powers face similar challenges, South Africa's domestic constraints and related lack of regional and global reach, politically and economically, threaten its ‘status consistency’ as an emerging power. 相似文献

A theory of linguistic justice needs to take into account the three distinct values of language as a medium for communication, as a source of individual identity and as an instrument for political self-government. Doing so would undermine Van Parijs’ claim that political borders and peoples should be downgraded to a purely instrumental role for purposes of social justice. But it would widen the scope of egalitarian global justice by including a universal right of individuals to membership self-governing polities and it could provide more solid theoretical foundations for his defence of coercive territorial language regimes. 相似文献
