突发公共事件中谣言传播与政府信息公开

突发公共事件发生时,各种谣言往往相伴而生,并造成很大危害。这其中,真实信息的不畅通是谣言传播的关键因素。由于政府信息具有信息量广、权威性高等特征,所以,在突发公共事件发生后,政府信息的公开应主动、及时、全面、准确,并通过多种渠道进行反复地公开,使民众能够获得关于事情的真相,从而避免谣言的传播。     

African women in leadership: Current knowledge and a framework for future studies

Abstract

While the empirical literature on leadership and management in Africa is sparse, the literature on African women in leadership is even sparser. This article offers a critical examination of the current state of knowledge on African women in leadership and management. It draws from an extensive review of existing published research to summarise what has been studied and is currently known about their status, leadership styles, and the influence of gender on their experiences as leaders and managers. Based on this review, an integrative framework, drawing from African feminism and postcolonial theory, is proposed to advance the study of African women in leadership and management.     

NGO networks in Central Asia and global civil society: potentials and limitations

Based on research carried out by INTRAC (International NGO Training & Research Centre) in 2006–2007 in four countries of Central Asia for Oxfam–Novib, the article investigates NGO networks and their international links in the context of current theory on civil society and global civil society. Three case studies of NGOs working in service delivery, community development and free media are examined to show the diversity of aims and the potential and challenges of networking in the region. Civil society advocacy at national and international levels is analysed with a fourth case study on the campaign conducted in Kyrgyzstan against joining the World Bank's Highly Indebted Poor Countries programme. This example shows a more radical, alternative mode of civil society activism. The article emphasizes the importance of national- and regional-level networking and poses the question of whether NGOs in Central Asia can shift from their current positions on the periphery of global movements and debates.

俄罗斯自然科学家齐奥尔科夫斯基是宇航学的奠基人,他通过宇航学影响了我们每个人的生活。他的宇宙哲学内涵丰富,既包含了宗教、哲学内容,同时又为人类指出一条通往＂完善、美好未来＂之路——飞向宇宙,是关于整个人类未来的庞大计划。通常认为,齐氏在技术文明理想和准则基础上制订的庞大的改造地球、征服宇宙计划,预言了当今时髦的稳定发展的思想。但是,齐氏提出的改造地球计划是极度反生态的,而且试图通过人类的宇宙扩张解决全球问题,目前看来存在很多问题。因此,摆在人类面前的任务是寻找符合后工业时代的理想和价值的、能够解决人类面临的全球危机的途径。     

国际法治：全球化时代的秩序构建

当前的全球化需要理性的约束和调整，因而国际法治具有重要的意义。国际法治分为“国际良法”和“全球善治”两个方面，但是当代国际法还远没有达到这两个标准，存在着国际法不成体系、规避国际法、司法体制的选择性、国际立法的导向性、国际行政机关的弊病等多方面的问题。但是人类的目前状态意味着有必要在当前的体系上进行改革和发展，向国际法治的真正实现作出努力。     

全球化进程中法治基础的转变——以世界主义民主理论的全球治理为出发点

全球化进程使以主权国家为核心的世界秩序发生变化,以世界主义民主理论为基础的全球治理理论的兴起给传统法治理论提供了新的研究思路。在全球化背景下,从世界主义民主的视角来看待法治理论所面临的问题,就是要重新审视全球化背景下民族国家法治的政治基础问题,这也是中国法理学面临的重要问题。     

中部地区某县104起投毒案件分析

通过对104起投毒案件分析,发现投毒杀人仍是投毒犯罪的一个主要目的;投毒案件既有一定的季节性也表现出一定的地域性;所投毒物种类分布较广,但农药和鼠药占多数;所投毒物具有鲜明的时代性;投毒位置、对象和手段有一定的选择性等规律。     

对我国比较刑诉法研究的检视与反思

比较刑诉法研究对中国现代刑事诉讼理论以及立法起了积极的推动作用,但通过对相关研究历史的考察发现,其存在的问题也不容忽视,虽已有学者进行了一定程度的反思,并提出范式转型来以期解决,但并没有对比较刑诉法研究本身加以诊治。我们需要从研究主体的精英化,研究对象的全球化、全面化,研究方法的多样化、合理化这三个方面着手努力,才能给中国未来刑事诉讼的发展注入新的"一泉活水"。     

欧盟与中国的软实力对地区和全球治理的影响

本文讨论了欧洲和中国软实力政治对于东亚地区治理过程以及全球治理的影响。文中笔者重点讨论了欧盟及美国对东亚地区特别是对中国政策的特点;指出了二者的区别所在,及其对东亚地区化进程以及东亚地区发展带来的不同影响。通过比较,说明软实力对于地区治理及全球治理将产生深远影响。
