The Incidence and Impact of Family Violence on Mental Health Among South Korean Women: Results of a National Survey

This representative national survey examined incidence of husband-to-wife violence in the past year, lifetime exposure to parental violence, and the relationships between victimization experiences of family violence and mental health among South Korean women (N = 1,079). The major findings were that incidence rate of husband-to-wife violence among Korean women was 29.5%, which was much higher than those of other nations, and that their experiences of physical violence by husbands in the last year and lifetime verbal abuse by parents had strong associations with the mental health of victims. The findings suggest that preventive intervention programs for male perpetrators as well as domestic violence victims with mental health problems and comprehensive interventions for Korean couples are urgently needed. In addition, parents should be educated about how to modify their children’s behavior without physical punishment or verbal abuse.

Developments in cybercrime law and practice in Ethiopia

With increasing access to information and communication technologies such as the Internet, Ethiopia has recently taken responsive legislative measures. One such legislative measure is enactment of cybercrime rules as part of the Criminal Code of 2004. These rules penalize three items of computer crimes namely hacking, dissemination of malware and denial of service attacks. The cybercrime rules are however slightly outdated due to changes that have occurred in the field of cybercrime since the enactment of the Code. The surge of new varieties of cybercrimes previously uncovered under the Code and the need to legislate tailored evidentiary and procedural rules for investigation and prosecution of cybercrimes have recently prompted the Ethiopian government to draft modern and comprehensive cybercrime legislation, but the draft law still needs further work on cybercrimes in light of other major legislative developments at regional and national levels. This article closely examines major developments in cybercrime law and practice in Ethiopia since the enactment of the first set of cybercrime rules and proffers recommendations towards a unified cybercrime regime.     

反思精神障碍强制医疗的“危险性”原则

很多国家精神卫生立法在强制医疗人院标准方面都适用了“危险性”原则,我国《精神卫生法》也在其列。然而,“危险性”原则是基于三个错误的假设,因此实际上“危险性”原则可能会增加精神疾病对患者的伤害和较大程度增加社区危险的风险。本文呼吁参考Large及Richardson的观点及美国部分州与苏格兰精神卫生立法的实证经验,在“危险性”原则基础上补充“拒绝治疗的能力”评定作为精神障碍者强制医疗入院标准。     

试论国家对健康权与药品知识产权保护制度的平衡简

健康权在任何与健康熙护议题有关的政策上（包括药品知识产权制度）都不可忽略.然而, 《多哈宣言与2003年决议仍未触及药品知识产权保障与健康权冲突的核心问题,这就需要将健康权作为一项政策工具对药品知识产权的影响做补充性的解释.国家保障药物获得权利的义务应根据其实质内涵的多样性与复杂性掺入防卫权的特色;换言之,药品获得权应区分为国家仅有义务渐进实现的受益权与国家有义务立即实现的受益权.这种通过细化国家保障药品获得权的义务,在具有相同重要性的健康权及药品知识产权产生冲突时,便有足够的基础从权利本质审视两者在冲突时的平衡关系是否适当.

关于工会组织开展职工心理健康方面工作的问题

由于专业化程度不高和时间精力有限,工会工作者不适合做职工心理咨询师,但可为心理健康或处于不健康早期状态的职工提供非专业的心理干预。无论从维护职工合法权益的角度还是从工会组织所具有的优势角度或是从职工需求的角度看,工会组织都应把为职工心理健康服务视为自己的应尽职责。     

Prior Commitments: Compatible Interests versus Capabilities in Alliance Behavior

The rapid emergence of transnational networks in world politics calls for an analysis of their power dynamics. By combining the advocacy network literature and the two-level game theory in an innovative manner, this article provides a theoretical conceptualization of the interplay between intra- and inter-network interactions. It argues that the strength of a network as agent springs from its force as a structure. A network win-set is determined by its internal games, thereby affecting both its bargaining power and its chance to reach a consensual agreement with other networks. The issue of access to medicines is used as a factual background to illustrate how the flow of influence within networks affects influence among networks.
