Coastal Oil Spill Preparedness and Response: The Morris J. Berman Incident

On January 7, 1994, the disabled tank barge Morris J. Berman ran aground spilling 750,000 gallons of heavy‐grade fuel oil on the beaches of San Juan, Puerto Rico. The spill impacted a variety of resources and temporarily shut down a portion of the tourist industry during the height of the winter season. The spill is noteworthy as the first major incident in U.S. coastal waters following passage of the Oil Pollution Act of 1990 (OPA 90). A landmark provision passed as a result of the 1989 Exxon Valdez catastrophe. The Berman spill provides a test case for assessing the robustness of policy mandates incorporated in the OPA 90. Mandates that compelled the oil transportation and response network to assume high‐reliability organization characteristics. The study finds that although high‐reliability characteristics were seemingly adopted their implementation during the Berman spill evidenced a significant number of shortcomings.     

高效液相色谱法测定山茱萸中熊果酸与齐墩果酸的含量

目的 采用高效液相色谱法同时测定山茱萸中熊果酸与齐墩果酸的含量,为山茱萸的质量控制提供依据。方法 Diamonsil-C18色谱柱（4.6 mm×250 mm,5 μm）,流动相为甲醇-（水∶冰乙酸∶三乙胺（30∶0.1∶0.05））（88∶12）,柱温25 ℃,流速1.0 ml/min,进样量20 μl,检测波长为210 nm。结果 熊果酸在0.031 5～0.315 mg/ml,齐墩果酸在0.015 6～0.156 mg/ml的浓度范围内与峰面积呈良好的线性关系;熊果酸和齐墩果酸的平均回收率分别为97.53%、100.08%,RSD分别为1.28%、1.98%。结论 本法操作简单,重复性好,结果准确可靠,可用于山茱萸的质量控制。     

跨文化翻译维护国家文化安全的策略研究

全球化进程既是机遇亦是挑战，世界格局也因此而发生了深刻的变革。机遇意味着发展，不同文化之间的竞争也随之愈演愈烈。在不同文明的交融和碰撞中，国家文化的安全问题凸显出来。国际格局呈现出多极化趋势，文化间的交流与合作是时代的潮流，但是国际环境依然存在不确定性因素，威胁世界和平的单边主义、霸权主义和强权政治等国际因素依然活跃。复杂多变的国际形势要求维护国家文化安全，跨文化翻译涉及文化间的交流，对文化安全负有责任。跨文化翻译工作者应当树立起文化安全意识，并将其与跨文化语境意识结合起来，从国家文化安全的立场出发，提升翻译的语言水平，尊重文化差异，灵活运用“归化”和“异化”的翻译策略，形成具有中国文化特色的英语表达模式。跨文化翻译事业要重点塑造和维护国家形象，积极参与国际对话，提升中国的国际话语权，还要吸收其他国家优秀的文化成果，增强中国文化的国际影响力和感召力，打破“沉默的螺旋”。跨文化翻译要始终坚持中国传统文化的民族性和先进性。在推进翻译事业的过程中，维护中国语言文字安全、风俗习惯安全、价值观安全和生活方式安全，从而全面提升中国文化的软实力，坚定中国模式和文化产品的自信心。跨文化翻译事业将融入中国走向世界的进程，通过对精品文化的内外流通严格把关，为国家的文化安全建设保驾护航。     

Context Matters: Reactive and Proactive Bystander Action to Prevent Sexual and Dating Violence in High Schools

ABSTRACT

Given high rates of relationship violence among adolescents, there is a need to understand variables that influence adolescents’ helping behaviors to reduce risk for dating and sexual violence (reactive) and promote prevention before violence happens or risk factors are evident (proactive). The current paper examined individual and school variables related to greater actionism in a large sample of high school students. Baseline, cross-sectional data used in the current analyses were gathered before intervention as part of a prevention program evaluation across 25 high schools in New England from students in grades 9–12 (N= 3,404). Students who self-reported a greater number of proactive actions taken were students who identified as sexual minorities, had a history of victimization, and were in schools with supportive peer norms. The current findings suggest a model for prevention that might include training individuals and attending to school level variables.     

A Preliminary Forensic Entomological Study of Beetles (Coleoptera) in Interior Alaska,USA*

Forensic entomology uses knowledge of arthropod ecology to help solve crimes. There has been no published forensic entomological research in Alaska. We used one piglet carcass split in half to create two carcass plots in Fairbanks (~64.8°N, subarctic) that were sampled over a period of 59 days in 2019. Four pitfall traps were placed around each carcass, and four similarly arranged pitfall traps were placed 40 m distant as controls. Traps were emptied approximately weekly covering the first four stages of decomposition. We focused on adults of the larger-bodied (>9 mm) families and subfamilies of Coleoptera: Staphylinidae (subfamily Staphylininae), Carabidae, and Silphidae. A total of 621 specimens were collected and processed: 29 staphylinines, 210 carabids, and 382 silphids. A one-way ANOVA showed no significant difference between the mean numbers of staphylinines or carabids caught in carcass versus control traps. Silphids showed significantly greater mean number of beetles caught in carcass traps relative to control traps. Four species of Silphidae were documented, but contrary to similar studies, the vast majority of specimens belonged to two species of Nicrophorus (N. vespilloides Herbst and N. investigator Zetterstedt). Each of the three target taxa showed a peak in the number of specimens collected during the bloat stage of decomposition despite the carabid peak being driven by a phytophagous species.

Longer Term Impact of Bystander Training to Reduce Violence Acceptance and Sexism

ABSTRACT

Many bystander programs to prevent violence have been developed and evaluated in college populations. An exception is the randomized controlled trial of Green Dot, found effective in reducing violence rates and violence acceptance in 26 high-schools (2010–2014). In ‘Life’s Snapshot’, 10,727 seniors were recruited from these same schools with the goal of determining the longer-term efficacy of bystander training. Students in intervention schools could have up to three years of Green Dot exposure. Seniors from intervention versus control schools had significantly lower scores (p <.01) indicating less violence acceptance or sexism for two of five measures. Seniors’ self-reports of bystander training received confirmed these findings. These cross-sectional analyses suggest that some reductions in violence acceptance associated with bystander programming may be maintained into early adulthood.     

Characterization and dating of blue ballpoint pen inks using principal component analysis of UV-Vis absorption spectra, IR spectroscopy, and HPTLC

The ink of pens and ink extracted from lines on white photocopier paper of 10 blue ballpoint pens were subjected to ultraviolet-visible (UV-Vis) spectroscopy, infrared (IR), and high-performance thin-layer liquid chromatography (HPTLC). The R(f) values and color tones of the bands separated by thin-layer chromatography (TLC) analysis used to classify the writing inks into three groups. The principal component analysis (PCA) investigates the pen responsible for a piece of writing, and how time affects spectroscopy of written ink. PCA can differentiate between pen ink and ink line indicates the influence of solvent extraction process on the results. The PCA loadings are useful in individualization of a questioned ink from a database. The PCA of ink lines extracted at different times can be used to estimate the time at which a questioned document was written. The results proved that the UV-Vis spectra are effective tool to separate blue ballpoint pen ink in most cases rather than IR and HPTLC.
