Trace Elemental Analysis of Titanium Dioxide Pigments and Automotive White Paint Fragments for Forensic Examination Using High‐Energy Synchrotron Radiation X‐Ray Fluorescence Spectrometry*

Abstract: High‐energy synchrotron radiation x‐ray fluorescence spectrometry (SR‐XRF) utilizing 116 keV x‐rays was used to characterize titanium dioxide pigments (rutile) and automotive white paint fragments for forensic examination. The technique allowed analysis of K lines of 9 trace elements in 18 titanium dioxide pigments (rutile), and 10 trace elements in finish coat layers of seven automotive white paint fragments. High‐field strength elements (HFSE) were found to strongly reflect the origin of the titanium dioxide (TiO₂) pigments, and could be used as effective parameters for discrimination and classification of the pigments and paint fragments. A pairwise comparison of the finish coat layers of seven automotive white paint fragments was performed. The trace elements in the finish coat layers detected by the high‐energy SR‐XRF were especially effective for identification. By introducing the trace element information of primer and electrocoat layers, all the automotive white paint fragments could be discriminated by this technique.     

The South African National Credit Act fails to protect homeowners against various interest rates hikes

Where a credit provider makes a proper financial assessment and finds that the low-income consumer will be able to satisfy in a timely manner all the obligations under all the credit agreements to which the consumer is a party he will in all probability conclude the credit agreement with the consumer. Obviously the affordability assessment made by the credit provider will depend on the prevailing interest rates at the time. There has been several interest rate hikes since June 2006 to December 2008 in South Africa that has had a detrimental impact on low-income home owners. Due to the various interest rate hikes and the prevailing high interest rates many consumers have lost their mortgaged homes. The South African National Credit Act of 2005 has failed to take into its purview cases such as these, and as a consequence there is no sort of consumer protection available for the low-income group who become over-indebted, because of the constant rising interest rates on their mortgage loans.     

论高空抛物侵权行为

随着城市建设的发展,高层建筑迅速增多,与此同时高空抛物伤人毁财．甚至致人伤残或死亡的案件越来越多,但我国目前在立法上对致害人不明的高空抛物侵权行为并朱有明确规定。高空抛物侵权行为是一种独立的侵权行为．在不能确定谁为抛掷人时,将责任主体确定为建筑物的所有人,追究众多住户的赔偿责任,在责任形式上采用按份责任更为妥当。     

Calliphora vicina (Diptera: Calliphoridae) collected from a human corpse above 3400 m in elevation

In the summer of 2005 an adult hiker was killed in a fall in Rocky Mountain National Park, Colorado (U.S.A.). His body was subsequently colonized by the blowfly Calliphora vicina (Diptera: Calliphoridae). The body was discovered 9 days later at an elevation of 3475 m (11,400 feet). This is the first report of C. vicina on a human corpse at this elevation in Colorado. This paper provides additional confirmation of this fly colonizing a human corpse at high elevations in Colorado.     

Suicide by blasting caps: a case study of rare cranial trauma

Suicide is a deliberate act of ending one's life. Suicide by use of any explosive device, when not involved in a terrorist act, is quite rare in occurrence when compared with other methods routinely utilized. In this paper, we present to the medicolegal community a case of an adult male who committed suicide with blasting caps and the subsequent extensive damage to the cranial hard tissue. Although the cause and manner of death were relatively straightforward, consultation with forensic anthropologists was requested for an anthropological trauma assessment of the highly fragmented skull. After the skull was cleaned and reconstructed, the analysis revealed similarities between blasting cap trauma to the head and high velocity gunshot trauma to the head. Therefore, in a case where some evidence may have been removed or destroyed, forensic analysis involving trauma of this magnitude could result in a misinterpretation of the true mechanism responsible for the osseous damage. In this case, cooperation among the law enforcement agency, coroner's investigators, the forensic pathologist, and forensic anthropologists provided a comprehensive death case analysis.     

LC-MS／MS测定尿液中可卡因及其代谢物苯甲酰爱康宁

目的建立尿液中可卡因(cocaine,COC)及其代谢物苯甲酰爱康宁(benzoylecgonine,BZE)的液相色谱-串联质谱分析方法。方法尿液经固相萃取后,用AllurePFP丙基柱分离,以V(甲醇):V(20mmol/L乙酸胺和0.1%甲酸的缓冲溶液)=80∶20为流动相,采用二级质谱多反应监测模式检测COC和BZE。按10mg/kg的剂量对豚鼠腹腔注射可卡因,给药后收集7d尿液。结果尿液中COC和BZE在2.0～100ng/mL质量浓度范围内线性关系良好(r=0.9995),最低检测限(LOD)为0.5ng/mL;回收率大于90%;日内和日间精密度均小于6%;豚鼠尿液中主要检测目标物是BZE,且BZE检测时限也较COC长。结论所建方法灵敏度高,选择性好,适用于尿液中可卡因和苯甲酰爱康宁的检测。

Identification of furosemide in hair in a post‐mortem case by UHPLC‐MS/MS with guidance on interpretation

Testing for drugs in hair raises several difficulties. Among them is the interpretation of the final concentration(s). In a post‐mortem case, analyses revealed the presence of furosemide (12 ng/mL) in femoral blood, although it was not part of the victim's treatment. The prosecutor requested our laboratory to undertake an additional analysis in hair to obtain information about the use of furosemide. A specific method was therefore developed and validated to identify and quantify furosemide in hair by UHPLC‐MS/MS. After decontamination of 30 mg of hair, incubation in acidic condition, extraction with ethyl acetate, the samples were analyzed by UHPLC‐MS/MS. Furosemide was found in the victim's hair at 225 pg/mg. However, it was not possible to interpret this concentration due to the absence of data in the literature. Therefore, the authors performed a controlled study in two parts. In order to establish the basis of interpretation, several volunteers were tested (four after a single 20 mg administration and twenty‐four under daily treatment). The first part indicated that a single dose is not detectable in hair using our method. The second part demonstrated concentrations ranging from 5 to 1110 pg/mg with no correlation between dosage and hair concentrations. The decedent's hair result was interpreted as repeated exposures. In the case of furosemide analysis, hair can provide information about its presence but cannot give information about dosage or frequency of use.

优质教育是实现最优良培养目标的所有教育手段的总结,也是教育体制变革和发展的一种结果。优质教育必须以现代教育思想为指导,实施优质教育必须以良好的课程设置和结构为基础要素,以师资和教学管理的现代化为关键环节,以校园文化建设为必要背景。目前优质教育已成为高等学校竞争发展中的重要内容之一,提倡优质教育将成为我国今后高等教育改革的重点。
