全面小康社会指标与性别平等

本文在对国内外相关资料和课题前期研究的基础上,提出了全面小康社会性别平等和妇女发展指标构建的必要性和优先问题、全面小康社会性别平等与妇女发展的内涵和指标框架、指标构建原则,并对性别平等与妇女发展指标研究应用中应注意的问题进行了探讨。认为,将社会性别视角纳入社会指标研究不仅体现在研究主题的确定,而且在指标选择、指标定义、指标合成、指标数据收集和指标数据的展示等方面都存在很强的社会性别问题。只有不断增强研究者的社会性别意识,才能实现通过指标和数据反映男女两性的区别和相似性,促进性别平等的目的。

对吸毒人员后续教育模式和生活方式的思考

减少吸毒人员,巩固禁吸戒毒成果,是当前我们急需要探索的路子,而对那些戒毒人员复吸问题和后续生存教育问题又成为摆在我们面前的一个新课题。经调查研究认为:降低复吸率,巩固戒毒成果需要营造一个“洁净”的社会环境,创造就业条件,组织培训劳动技能,使他们成为自食其力的劳动者,同时实行社区戒毒管理模式,加强公安机关维护社区的治安力量和加大对复吸者的惩处力度,从而改变目前“吸毒———强戒———复吸———劳教———再强戒”的恶性循环状态。     

思想政治工作环境研究方法论

正确认识和把握思想政治工作环境对提高思想政治工作效益有重要意义。为此,需要从方法论高度对思想政治工作环境进行研究,探索环境要素确认法、环境特性衡量法、环境功能反求法等方法理论,为思想政治工作环境研究提供方法论支撑。

The Criminological Enterprise in Europe and the United States: A Contextual Exploration

European criminology obviously means more than simply the collaborative efforts (on drugs, restorative justice, youth gangs) between researchers and scholars from Europe. In this essay, the author compares and contrasts American criminology with criminology in Europe (as it exists in individual countries), without aiming for the essence of European criminology. She points to differences between the US and Europe with regard to the criminological enterprise (such as history, scale, degree of institutionalisation, accessibility, diversity in theory and method, the critical and self-reflexive stance, and focal research questions), and to the differences in doing science, doing justice, and doing crime. American criminology is a powerful influence in Europe, although there may be a tendency to overestimate the importance of American criminology, because of the dominance of English-language publications. American criminology has made many positive contributions to the field of the study of law, crime and social control, and it continues to do so. However, if one defines the essence of American criminology as being policy-oriented, methodologically-driven, and lacking theoretical lustre, diversity, and critical edge, then the fear of Americanisation of European criminology is well-placed. It is not the criminological enterprise of the US per se, but rather the notion of Americanisation which is really at issue here.

在后现代语境中,中国监狱正从“农本监狱”走向“都市监狱”、从“政治文化监狱”走向“知识文化监狱”、从“人治监狱”走向“法治监狱”。中国监狱文化的重构以“现代化文明监狱”为主题文化话语,在人的发展与监狱的进步、文化精神的突变与裂变、日常生活模式和价值观念的巨变与悖论、技术理性的超级霸权等深层次的文化范式上进行话语分析,并选择争夺话语权、建构监狱文化霸权、关注监狱大众文化、张扬自由主义理念等重构策略。     

高职教育语境下的法学课堂教学研究

高等职业教育是类型教育,与普通高等教育在人才培养定位、模式、课程设置、教学方式方法等方面都有不同要求,法学课程作为文科高职院校中的重要课程,必须在此语境下对其教育思想观念、课程开发、教学方式方法等诸方面进行研究和探索。     

Are there really two cultures? A pilot study on the application of qualitative and quantitative methods in political science

In their 2012 publication A Tale of Two Cultures, Gary Goertz and James Mahoney argue that empirical research in the social sciences aiming at causal inference can be differentiated into a qualitative and a quantitative methodological culture. The two cultures differ fundamentally in how researchers approach and implement empirical studies. The argument is well laid out and comprehensively illustrated, but the empirical validity of the two cultures hypothesis has not yet been evaluated systematically. This note introduces a research project that aims to test the two cultures hypothesis via an empirical analysis of how qualitative and quantitative methods are applied. To determine whether there is a qualitative and quantitative method culture, the researchers initially sampled 30 articles from three journals (Comparative Political Studies, European Journal of Political Research, World Politics) in the 2008–2012 period. Based on this dataset, no evidence was found for the existence of coherent systems of methods practices in political science.     

Measuring Local Autonomy in 39 Countries (1990–2014)

Local autonomy is a highly valued feature of good governance. The continuous efforts of many European countries to strengthen the autonomy of local government show the importance given to decentralization and the transfer of far-reaching competences to the lowest units. Measuring and comparing local autonomy, however, has proven to be challenging. Not only are there diverging ideas about the core elements of local autonomy, there are also considerable difficulties applying specific concepts to different countries. This paper outlines a comprehensive methodology for measuring local autonomy. It analyses 39 European countries and reports changes between 1990 and 2014. A network of experts on local government assessed the autonomy of local government of their respective countries on the basis of a common code book. The 11 variables measured show an overall increase of local autonomy but significant variation between the countries. The variables also add up to an overall measurement of local autonomy.
