The young carer penalty: Exploring the costs of caregiving among a sample of Canadian youth

This research contributes a first-hand account of the experiences of youth’s substantial unpaid familial caregiving in the context of long-term illness, disability or problems related to alcohol and/or other drugs. A qualitative focus group methodology explored the benefits and challenges of youth’s caregiving via a sample of 15 youth caregivers (or young carers) from both the Greater Toronto area and the Niagara Region of Southern Ontario. The findings reveal evidence for a unique “young carer penalty,” a term coined by this research to build upon the gendered “care penalty” experienced by adult women (especially mothers) when performing care work.     

Substance Abuse and Social Deviance:

The authors discuss adolescent substance abuse as a manifestation of social deviance. Theories of adolescent deviance are reviewed in light of their contributions to understanding troubled youth. A youth assessment framework is developed to provide a systematic means of linking theories to specific treatment strategies.     

The Final Frontiers of Healthcare Universalisation in Costa Rica and Panama

This article explains how Costa Rica and Panama, two Central American countries with nearly universal public healthcare programmes, have come to enjoy such broad coverage. It then describes the distinct paths each is taking towards reaching the populations still left out of healthcare coverage. Costa Rica is seeking to bring all residents under the umbrella of its ILO‐style social security plan. Panama is targeting the rural poor with a package of defined interventions aimed at maternal and child mortality. The article frames these cases within the literature on the varieties of universalism.

民族贫困地区留守妇女面临经济、情感、文化等多维贫困现状,其关爱服务体系构建是脱贫攻坚与乡村振兴的重要任务,通过参与式观察与个案访谈,在S县调研发现当地留守妇女关爱服务体系构建面临一定的挑战。在此基础上探讨传统社会工作视域的拓展,将"社会工作+"与关爱服务体系在内涵与实践路径上进行"互嵌",从理论、主体、资金、内容四个方面探讨民族贫困地区留守妇女"社会工作+"关爱服务体系的构建。

建国以来,中国农民经历了政治公民、半政治半社会公民和社会公民三个阶段。当代中国农民的平等权、自由权、人身权、参政权、自治权等政治权利的保障和实现不同程度地受到了旧体制的制约。农民的维权活动从日常抵抗上升到以法抗争,给农民以宪法关怀是解决农民问题、保持社会持续稳定发展的关键。     

MAKING A MOUNTAIN OUT OF A MOLEHILL: A LAW AND ECONOMICS DEFENSE OF SAME‐SEX FOSTER CARE ADOPTIONS

This article explores the methods by which homosexual partners can adopt children from foster care, primarily via the stepparent adoption method because most jurisdictions do not recognize same‐sex marriage or civil unions. In establishing that the children in foster care constitute a market not in equilibrium, I explore the significant barriers to entry that homosexual partners must overcome in order to adopt a child, including the biased rules of intestate succession, the inability of homosexuals to secure health insurance or other governmental subsidies for their nonbiological, adopted children, and the apparent misconception that homosexual parenting negatively affects the well‐being of the child. By deconstructing the barriers to entry in the foster care market for children, children will be afforded the opportunity to maximize their utility through permanency, and homosexual parents and the general public can maximize their utility through the reallocation of assets away from the foster care market, given that more children are likely to be adopted once homosexuals are granted unfettered adoption rights. The reallocation of assets away from the foster care market increases social efficiency, which is desired by all.     

Equity,health, and health care

Equity goals, such as equal treatment for equal need or equality of access, commonly take pride of place among the aims of health policy. But do these conceptions, or others derived from more fundamental philosophical systems such as those of the utilitarians or John Rawls, successfully capture the way in which the term equity is generally used? If not, is it possible to find some interpretation that can command a greater consensus? This paper answers no to the first question and yes to the second. It is argued that the standard conceptions of equity ignore the processes by which health states are determined and hence the extent to which they arise from factors beyond individual control. An alternative conception is proposed that directly incorporates these considerations.
