Navigating collaborative governance in Florida: An analysis of local governments resilience amidst the COVID-19 pandemic

This study investigates the effectiveness of collaborative governance in the context of state and local government responses to the COVID-19 pandemic in Florida. Our analysis uncovers how local authorities have successfully adapted to implement policies to increase resilience and address the crisis, despite facing challenges, constraints, and limitations. Our findings underscore the significance of considering unique local characteristics when addressing pandemics and shed light on the potential influences of state-level actors on Home Rule. Notably, research examining the interplay between state decisions and Home Rule during a pandemic is scarce. We utilize Florida as a case study to examine local government responses to COVID-19, employing a qualitative analysis of data from webinars hosted by the Florida League of Cities and media reports on local government actions. To substantiate our findings and encourage further research, we apply the collaborative governance framework in the context of local government administrative responsibilities.

Pyrographies: Photography and the good death

This essay theorizes the ethical potential of photography or what I call “pyrography” by enacting a version of care for death in attending closely to a sort of rehearsal for the deathbed in French photographer and writer Hervé Guibert's photo-novel Suzanne and Louise first published by Gallimard in 1980, the same year as Roland Barthes's famous essay on photography, Camera Lucida. The essay develops the transformative ethical possibilities of and queer political potentialities of pyrography by reading Guibert's project with his two elderly aunts in relation to the work of two of Guibert's intimates: Michel Foucault's “The Social Triumph of the Sexual Will” and Roland Barthes's Camera Lucida and Mourning Diary. In Mourning Diary, Barthes describes the plan for Camera Lucida as an ephemeral monument to his dead mother whose loss he calls, following the last work of psychoanalyst Donald Winnicott: “the catastrophe that has already occurred.” Through its own writing with fire of the death we fear that has already occurred and that we cannot access directly, photography may enable the kind of “as if” work or projective imaginative enactment for which Winnicott calls. This essay put this concept of the photographic pyre or pyrographies to work to characterize a kind of photographic act. Pyrography is a facture of and with the flammable, not of and about the past, but for the present and future. It is a practice of making volatile structures for feeling with the taboo scenes of the conjunction of old age, desire, and death that create spaces not just for mourning the losses that have actually happened. Pyrographies shape spaces in which one might begin to imagine and transact with care the losses and the letting go yet to come. Pyrographies, I am suggesting, trade in the illusions of presence. They give us the catastrophe that has already occurred in palpable form, enabling us to negotiate shame and fear but also desire toward the seemingly impossible: the good death.     

Focused training of child and youth-care workers for promoting social and educational inclusion of youth at risk

Engaging marginalized youngsters in the mainstream society poses a great challenge for child and youth-care (CYC) workers. Workers' ability to promote significant inclusion of these adolescents is largely shaped in process of their professional education. Most academic programs for CYC workers define the profession too broadly, and this lack of specification, reflecting the scope and complexity of the field, could have a negative impact on the inclusion-aimed process of professionalization. This opinion note aims at opening a discussion about a new, inclusion-focused perspective on higher professional education of CYC workers. This discussion could suggest a refinement of CYC curricula to reflect specific characteristics of the target populations as well as consider some core concepts of the field of child and youth care.     

De/valuing youth work: Revealing tensions in professional identity development while enhancing and applying mental health literacy

Thirteen preservice youth work students participated in learning experiences designed to enhance literacies in mental health. The aim of this grounded theory study was to explicate the process of mental health literacy enhancement and application to child and youth care practice. Sixty-two unique sources of data were used in analyses. Findings suggest that mental health literacies are intertwined with the process of developing a professional identity. In this article, the subcategory de/valuing youth work is explained and involves participants managing a confusing role, adopting a misfit stance, battling and building a seat at the interprofessional table, and valuing professional contributions. Implications for professional identity development, professionalization and mental health education are offered.     

The Estonian way of deinstitutionalisation. Experiences from an ethnographic research in SOS Children’s Village

This study provides insight into change processes of child residential care as depicted by ethnographic research on Estonian SOS Children’s Villages (SOS CV). Through the analysis of daily life in substitute homes, this study aimed to gain an in-depth and contextualised understanding of this deinstitutionalisation process. The changing approach of SOS CVs from institutional village-life-based to community-based approaches where nonbiological children are raised is discussed. The interpretation of said changes as deinstitutionalisation and their complicated nature is outlined. The latter is attributed to the divergent effects of activities. The findings ultimately lead to the conclusion that such change processes result in both challenges and difficulties to the Estonian substitute care system.     

Representations of intergenerational care on BBC children’s television

This paper contributes to research on media representations of care with a textual analysis of BBC children’s television. As a public service broadcaster, the BBC is tasked with the fostering and sustaining of citizenship. This paper argues that representations of care are an important way by which the BBC can potentially meet its remit and inform children’s perceptions of informal care. It takes a focused look at the portrayal of grandparent–grandchild relationships of care in three programmes: Mr Alzheimer’s and Me, Katie Morag and Topsy and Tim. All three programmes show narrative moments which map onto Tronto’s concept of good care, including attentiveness, responsibility, competence, responsiveness, solidarity and trust. Grandparents and grandchildren are shown to be caring for each other. However, programmes do not challenge the inequalities which continue to structure the realities of informal care work. Neither the inequalities of power between carers and care receivers, nor the lack of public and government support for carers is addressed, and adult informal care is gendered. This paper argues that while BBC children’s programmes provide important opportunities for children to learn the meaning of good care, in order for it to meet its public service remit, it should also provide opportunities to learn about the relationships of power that structure informal care.     

Homeowner Behavior,Health Status,and Medicaid Payment Eligibility: Evidence from the Deficit Reduction Act of 2005

This paper analyzes the effect of a change in the status of housing equity as a protected asset for Medicaid long‐term care payment eligibility. A difference‐in‐difference‐in‐differences strategy is employed to estimate the effect of the policy on the housing equity holdings of potentially treated individuals. Using a panel of unmarried homeowners, the policy induced treated individuals who were likely to require long‐term care to hold less housing equity by values of $82,000 to $193,000 relative to control individuals. This equates to relative reductions of 12 to 29 percent for treated individuals after the policy change. Similar effects are not observed when considering health measures less predictive of long‐term care services and for a sample of married households who were unlikely affected by the policy. These estimates confirm the importance of the housing asset as a shelter for Medicaid eligibility.     

Late home ownership and social re-stratification

Home ownership was a significant element of social change in the post-war, mature, capitalist economies such as the United Kingdom, United States and Japan. This growth of individual home ownership occurred, however, within a particular demographic, economic, social and political context. This distinctive set of conditions include the atomized, nuclear family; suburbanization; high growth; the conventional mortgage market and a young, working population. These conditions have changed and coalesce in the constitution of what we refer to as ‘late home ownership’. The paper conceives of contrasts between ‘real estate families’ or ‘accumulating families’ which maintain or further accumulate valuable multiple property assets over generations; ‘dissipating families’ which are forced to deploy and diminish their property assets accumulated in the exceptional era; and propertyless ‘perpetual renter families’. It is argued that these emergent divisions are pivotal in understanding new forms of social re-stratification in which the patterns of ownership of residential property, the income flows from residential property investment, a changed demographics and intergenerational dynamics are key drivers.
