辽宁新型农村合作医疗的现状及存在的问题

农民的医疗保障是整个社会保障体系中的一个重要组成部分。发展新型农村合作医疗,逐步建立和完善农村医疗保障体系,是贯彻科学发展观、构建和谐社会的重要内容,也是摆在各级政府面前的一项重要而紧迫的历史任务。辽宁省是继广东、浙江、江苏之后在全国较早全面启动新型农村合作医疗制度建设的省份。所以分析和研究辽宁省新农合的现状和存在的问题,具有一定现实和指导意义。     

家电下乡政策背后的实践困境——基于陕西省七个村的实证调查

家电下乡政策是新时期国家为刺激消费扩大内需而采取的一项逐渐惠及民生的政策。结合对陕西省七个村的调查,从微观、中观和宏观三个视角对家电下乡的实施进行考察,发现农民购买欲望与实际购买行为存在矛盾,基层政府在政策实施上不到位与政策价值预期存在矛盾,农村经济发展不足与面临货币压力存在矛盾,因此,需要采取积极措施破解这些实践困境。     

Maternal health care challenges within African immigrant communities

Historically, immigration has had a significant impact on the changing demographic of the Canadian society. Each year more newcomers enter the country. There are more than 45 ethno-cultural associations and more than 100 different ethno-cultural groups residing in Nova Scotia. In the recent past, social science researchers are becoming increasingly involved in identifying ways of effectively addressing the social and health needs of this culturally diverse Canadian population. There is very limited literature on the Nova Scotian experiences of immigrant women especially those of African descent. For the government to develop public policy that ensures the inclusion of vulnerable and high-risk populations in our society such as recent immigrants and black people, their perspectives should be considered. Some steps are being taken by individual researchers to illuminate these perspectives. The paper will discuss the findings of a project that examined the health care experiences of immigrant women in a Canadian province with a goal of illuminating health care needs of recent immigrant women and facilitating community capacity building to create positive change for more accessible health care. The data collection method was primarily focused group meetings and workshops held with the individual immigrant communities. Although the project was conducted with immigrants from five regions of the world, this paper will focus on the experiences of first generation immigrant women of African descent with emphasis on their perspectives on the process mothering in a multicultural society. The paper will discuss their childrearing needs and their attempt to address these needs within the spaces of multiculturalism, the two predominant ones being the Canadian culture and that of their countries of origin. The paper will conclude with some suggestions for change at both the practitioner and policy level in order to effectively address the social and welfare needs of this population.     

An empirical research on the leadership and effectiveness in public healthcare organizations： Lesson from transition economy

The aim of the paper is to examine leadership at the level of CEOs and effectiveness in healthcare setting. Previous studies suggest that there is relationship between leadership style, situation and circumstances. The relationship between leadership and performance is probably not straightforward and may be influenced by both environmental and contextual factors, yet no irrefutable support on this assumption can be found. In our paper we examine relationships between leadership, environment, organizational context and effectiveness in Polish healthcare organizations. Multifactor leadership questionnaire which has been used in a great number of researches relating to the public sector on leadership was employed in this research. Implications for practitioners and policy makers are given.

A home of one’s own: women and home ownership in the borderlands of post-apartheid South Africa and Lesotho

This study explores women’s practice of acquiring, “growing” and multiplying a “home of one’s own” in the borderlands of the Free State province of South Africa and Lesotho. It shows how a home of one’s own confirms that one is a person proper (motho, p. batho), thus distinguishable from any other entity (ntho, p. dintho). A woman establishes a home of one’s own as a domain of autonomy (ha ka) where she can reproduce persons for whom she provides a home (heso). After her death, such a home remains an incubator of personhood. As a process of apprehending self, this gendered practice does not necessarily require men’s involvement, which is important in a social landscape of many female-headed households. Their gendered conception of residential property, alongside the possibility to let or sell homes, enables women to support theirs and others’ aspirations as the crisis of unemployment in the borderlands deepens.     

New directions in welfare: rights-based social policies in post-neoliberal Latin America

What happens to the politics of welfare in the Global South when neoliberal values are questioned? How is welfare re-imagined and re-enacted when governments seek to introduce progressive change? Latin America provides an illustration and a valuable entry point to debates about ‘interruptions’ of neoliberalism and the changing nature of social policy. Drawing on examples of disability policies in Ecuador and care provision in Uruguay, we argue that there is a ‘rights turn’ in welfare provision under the left that reflects a recognition that previous welfare models left too many people out, ethically and politically, as well as efforts to embed welfare more centrally in new patterns of respect for socio-economic and identity-based human rights. Given Latin America’s recent contestation of neoliberal development as well as its history of sometimes dramatic welfare shifts, the emergence of rights-based social provision is significant not just for the region but also in relation to global struggles for more equitable governance.     

新孝道：现代家庭养老的伦理和道义支撑

目前,在我国养老任务繁重、社会养老保障体系不健全的情况下, "扬弃"孝道传统,倡导现代特征的新孝道,可为解决家庭养老提供重要的伦理和道义支撑,从而促进我国养老机制的完善与和谐家庭关系的构建.     

社区居民委员会与业主委员会的权利结构及其在北京市政策执行中的演化

在城市社区中,居民委员会和业主委员会是两个非常重要的自治组织,这两个理论上看似相辅相成的自治组织在现实中却关系复杂,复杂关系的背后实际上是政府的政策在左右。本文通过对北京市社区中居民委员会和业主委员会相关政策的研究,特别是对政府政策取向以及相关组织的利益关系的剖析,发现政府厚此薄彼的政策取向以及控制寻租机会是问题的核心,解决问题的关键在于政策设计应以尊重权利为要义,在具体的制度安排上应以控制腐败、防止附加性政策为核心,在具体行政活动中应以依法行政为基本操守,唯其如此才能防止魔鬼隐藏在政策细节中作祟。     

Training Parents Reported for or at Risk for Child Abuse and Neglect to Identify and Treat Their Children's Illnesses

Parents at-risk or reported for child abuse or neglect may demonstrate deficits in infant and child health care skills, placing their children at greater risk for health problems. Research assistants, caseworkers, and a nurse provided health care skills training to parents at risk or reported for child abuse or neglect. A health reference guide and other training materials were validated by health care professionals. Training involved teaching parents to follow a series of steps to identify symptoms, use reference and record-keeping materials, determine the best form of treatment, and either treat the illness at home, consult a physician, or seek emergency treatment. Skill acquisition was assessed through observations of parent behavior in simulated health care scenarios. A series of multiple baselines across parents demonstrated effectiveness of this training in the context of these scenarios. Six out of seven parents met the 100% mastery criterion. All parents provided positive ratings of the content of the training program, the training strategies, and the counselors who provided training.
