The world was shocked when deadly riots broke out in Kosovoduring March 2004, after nearly five years of involvement andfinancial support by NATO and the United Nations. But, despitethe widespread nature of the rioting, violence did not spreadinto communities of return that had benefited substantiallyfrom direct international financial aid and interventions inthe same way that riots infected the wider province. This wasthe experience of communities assisted by at least two internationalNGOs, both of which used the Do No Harm methodologyof enhancing connectors while minimizing dividersbetween ethnic groups. American Refugee Committee's programmeis described and displacement data are presented. In those communitiesassisted by American Refugee Committee, 85 per cent of the returneesdid not flee during the riots. Court-mandated batterer intervention programs are being implemented throughout the United States to address the problem of domestic violence. Prior reviews of research on the effectiveness of these programs have arrived at conflicting conclusions. This study is a systematic review of the extant research on this topic. Experimental and quasi-experimental studies that used matching or statistical controls were included. The results were mixed. The mean effect for official reports of domestic violence from experimental studies showed modest benefit, whereas the mean effect for victim reported outcomes was zero. Quasi-experimental studies using a no-treatment comparison had inconsistent findings indicating an overall small harmful effect. In contract, quasi-experimental studies using a treatment dropout design showed a large, positive mean effect on domestic violence outcomes. We discuss the weakness of the latter design and raise concerns regarding official reports. The findings, we believe, raise doubts about the effectiveness of court-mandated batterer intervention programs. 相似文献

Research Summary Precursors to serious and chronic delinquency often emerge in childhood, stimulating calls for early interventions. Most intervention efforts rely solely on social service programs—often to the exclusion of the juvenile justice system. The juvenile justice system has been reluctant to become involved in the lives of relatively young children fearing net widening or further straining resources that could be used for older youth with documented delinquency histories. We report here the results of an early intervention program sponsored by and housed in a district attorney's office in Louisiana. Using a quasi-experimental design, we examined outcomes associated with program involvement as well as whether the obvious involvement of the prosecutor's office was associated with further reductions in problem behavior.
- 1 : The results revealed that significant reductions in problem behaviors of young children could be attributed to program participation.
- 2 : The obvious involvement of the district attorney's office, however, was associated with limited, albeit significant, reductions in specific problem behaviors.
- 3 : These findings show that successful early intervention efforts can be made part of the juvenile justice system and that in some limited situations prosecutorial involvement can result in positive outcomes.
- 1 : Closely coupled partnerships between schools and the juvenile justice system can effectively address, mitigate, and perhaps prevent an early onset of antisocial behavior.
- 2 : Even so, coupling early intervention efforts to the mission of the juvenile justice system warrants debate. Net-widening, resource diffusion, and the potential for officials to rely too heavily on the deterrent characteristics of the justice system represent serious threats to the integrity of effective early intervention programs.
- 3 : We suggest substantial debate and consideration is given before coupling early intervention efforts to the juvenile justice system.

Theoretical approaches traditionally applied in mental health and criminal justice interventions fail to address the historical and structural context that partially explains health disparities. Community Wise was developed to address this gap. It is a 12 week group intervention informed by Critical Consciousness Theory and designed to prevent substance abuse, related health risk behaviors, psychological distress, and reoffending among individuals with a history of incarceration and substance abuse. This paper reports findings from the first implementation and pilot evaluation of Community Wise in two community-based organizations. This pre–posttest evaluation pilot-tested Community Wise and used findings to improve the intervention. Twenty-six participants completed a phone and clinical screening, baseline, 6- and 12-week follow-ups, and a focus group at the end of the intervention. Measures assessed participants' demographic information, psychological distress, substance use, criminal offending, HIV risk behaviors, community cohesion, community support, civic engagement, critical consciousness, ethnic identification, group cohesion, client satisfaction, and acquired treatment skills. Research methods were found to be feasible and useful in assessing the intervention. Results indicated that while Community Wise is a promising intervention, several changes need to be made in order to enhance the intervention. Community Wise is a new approach where oppressed individuals join in critical dialogue, tap into existing community resources, and devise, implement and evaluate their own community solutions to structural barriers. 相似文献

Abstract1Recently there have been calls from policymakers around the world for practically engaged research to produce evidence-based policy for peace, security and development. Policymakers aim to align three types of methodological approaches to knowledge about peace, security and development in international order: methodological liberalism at state and international levels, aligned with ‘methodological everydayism’ in order to constrain methodological nationalism. Policy operates through broad forms of intervention, spanning military, governmental and developmental processes, which scholarship is expected to refine. Critical scholarship is sensitive about the subsequent ‘interventionary order’, often connecting methodological everydayism with global justice frameworks rather than methodological nationalism or liberalism.
