我国内地与港澳的区际司法协助与机制构建

我国内地与港澳之间的区际司法协助是由《基本法》设定,并具有自身特殊规律的一种法律合作形式。它以特别行政区的高度自治和独立司法权为基础,通过各主体之间的平等协商来具体实施。因三地的法律制度差异较大,又缺乏上位法和上位司法权协调机制,在具体合作和制度建设中遇到不少难题,亟待更新观念,从理论与实务两个层面进行突破。各法域应在"一国两制"方针的指导下,按照相互尊重、主动合作、注重程序、效率优先的原则构建合作机制和开展司法协助,为区域经济发展和社会稳定提供法制保障。     

对轻生自杀干预谈判原则的探讨

自杀现象剧增问题,已成为当今社会一个非常严重的社会问题。由警方派出专业的谈判人员进行轻生自杀干预、对其施行人道主义救助,已成为警方不可忽视的一项重要工作任务。要想取得谈判的最大成功,警方谈判人员就应该掌握自杀干预谈判的基本原则、避开操作误区。文章对自杀干预谈判原则中的尊重原则、倾听原则及动情原则进行了阐述,以期为提高自杀干预谈判成功率有所裨益。     

人质危机谈判的阶段性策略

人质危机谈判通常分为谈判初始阶段，实质性谈判阶段和结束谈判阶段。在谈判的不同阶段，劫持者的心理状态有所不同，谈判使用的策略与方法也有所差异。谈判初始阶段的主要策略是稳定情绪，建立互信，会同攻击单位共同制订运送、接收、投降和攻击方案。实质性谈判阶段的重，最是策略性地处理要求与期限。谈判结束阶段应做好和平结束与武力结束两种可能的准备。谈判人员要根据各阶段形势发展，采用相应的有效谈判策略，有序地处理人质危机。

以生态学的观点为元理论，将公共关系进行本质回归，探讨公共关系视角下企业与社会环境的互动匹配，生态位的内涵、价值和选择，以及生态智慧哲学，认为公共关系管理应该上升到生态化管理的高度，即企业运用传播沟通的手段促使其与社会环境的适应状态最优化，以形象生态位为基石，构建和维护基于生态智慧的和谐关系生态。     

The Freedom Front Plus: an analysis of Afrikaner politics and ethnic identity in the new South Africa

From the perspective of conflict analysis the main feature of contemporary South Africa is the absence of political violence. Yet it would be naive to think that the new political context is blissful to the point that ethnic tensions or anxieties do not exist. Certainly, for some groups, South Africa is not a place where ethnicity is no longer significant or politically relevant. This article explores contemporary issues relevant to Afrikaner politics and ethnicity in terms of concerns which have been voiced by its political organ – the Freedom Front Plus. The research findings point to the incompleteness of the process of conflict transformation in the country and identify certain factors that have given rise to a mood of alienation among some Afrikaners. Political and cultural disenchantment is manifested in a desire for territorial separatism. By exploring the Afrikaner perspective as it is articulated by the party, this article provides insight into the problems that surround inter-group reconciliation and nation-building in the country.     

反思欧盟制宪实践——哈贝马斯式的视角

在质料意义上而言,欧盟已经存在有宪政雏形。哈贝马斯认为,制宪将会促成欧洲范围内全方位、多层次的大辩论,为各国协商对话和沟通创造契机,产生政治公共领域,培育共同政治文化。文章指出,一部形式和规范意义上的欧盟宪法是社会治理系统工程的开端和象征,代表着一种新秩序,无论是在欧盟内部还是在世界舞台上。     

人质谈判中的风险评估和方案设计

人质谈判中的风险评估就是指当警方赶到人质劫持现场后,在展开谈判工作和设计谈判方案前,指挥者对此次劫持事件做一个基本的风险评估。只有在判明危机事件情况的基础上,指挥员才能对案件的发展情况做到心中有数,从而把握人质危机处置进程的主动权,使谈判取得成效。结合我国目前人质事件类型,进行人质谈判中的风险评估,以确定谈判时所采取的应对策略,从而设计科学、动态的谈判方案,切实有效地提高谈判的效果。     

Groups Work for Women: Gender and Group Identity in Social Dilemmas

Behavior in social-dilemma (mixed-motive) situations has been of great interest to economists, psychologists, and negotiation scholars. In this study, we used a threshold social-dilemma game to examine factors that have not yet been investigated and that may have an impact on behavior in these settings: gender and group identity. We found that, for women, interacting with members of a naturally occurring group increased coordination and efficiency, while for men, interacting with members of a naturally occurring group decreased coordination and efficiency. Psychological literature on gender differences and group interdependence explains these differences. We conclude by discussing the implications of these results for gender differences in negotiation behavior.     

What does Brexit Tell Us about Our Understanding of European Identity?

This paper reports on a number of Eurobarometer surveys undertaken by the European Commission as a way of reflecting on Brexit and the challenges it poses to European identity. Our work with the surveys has been undertaken in the context of developing an educational game (RU EU?) which will explore European identity. European citizenship and identity have been strongly promoted by the EU but, while they appear to have been accepted at an elite level, the EU—and the UK in particular—have so far not constructed a narrative which has been supported by ‘ordinary’ citizens. Brexit has therefore exposed the failings of European elites in this regard. That said, there is some evidence that the complexities of Brexit have led to a strengthening of European identity in the other EU 27 countries.
