国家公共安全与缉毒情报的关系研究

缉毒情报对国家公共安全有着重要的影响,之所以这样认为,主要有三个方面原因:一是因为国家公共安全不仅仅是指国家的军事安全,还包括国家的政治安全、文化安全和经济安全;二是因为毒品犯罪活动对国家公共安全的这四个领域皆有严重的影响;三是因为缉毒情报行动可以提高打击毒品犯罪活动的质量。鉴于此,本文着重从国家公共安全问题的本质、毒品犯罪活动对国家公共安全的影响、缉毒情报在打击毒品犯罪活动中的作用和缉毒情报对国家公共安全的作用四个方面,研究国家公共安全与缉毒情报的关系。     

云南边疆民族地区毒品犯罪透视

云南边疆民族地区毒品犯罪猖獗，农民（包括少数民族）是贩毒的高发群体。这除了跟特殊的地缘位置有紧密联系之外，还与他们自身的弱势地位有关。各种能力的弱势和地理、文化的边缘性在一定程度上推动他们参与贩毒，从而在贩毒方面表现为多体能型、马仔型的特点。要想遏制毒品犯罪，就必须加强边疆地区经济的快速发展，为弱势群体赋权，加强其各方面能力建设。

教育在我国禁毒预防中的作用研究

毒品已成为当前全球性最为严重的公害，它危害人们的健康甚至生命，耗费各国大量的人力财力，而毒品犯罪又严重影响了社会的安定，阻碍生产力的发展。禁毒，成了各国政府致力于解决的难题。但国内外的禁毒经验表明，遏制毒品蔓延与降低危害的最有效方法就是开展禁毒教育，因此，必须充分发挥教育在我国禁毒预防中的作用，通过充分运用家庭教育、学校教育、社会教育和媒体的合力，使禁毒预防教育的功能最大化。     

Homicide Trends and Illicit Drug Markets: Exploring Differences Across Time

Ample speculation and some evidence suggests that the decline in homicide rates since the early 1990s was partially attributable to declining levels of drug market activity. This analysis explores that explanation, along with an alternative: the strength of the drug market–lethal violence relationship has weakened over time. We outline several conceptual reasons to expect period‐specific differences in the drug market–homicide relationship. These include the aging of market participants, shifts in the normative and transactional climate of markets, and changes in structural factors affecting the magnitude of the relationship between drug market indicators and homicide rates (such as socioeconomic disadvantage). These arguments are evaluated for a sample of large US cities. The results generally show a pattern of attenuation in the drug market–homicide relationship and lead us to conclude that part of the homicide decline is likely due to a drop in the amount of drug market activity, some of it is attributable to the aging of drug market participants, and some appears to be due to unmeasured factors which may have created a “kinder and gentler” drug market.     

日本预防毒品犯罪对策的重点及其启示

基于对禁毒意义的充分认识和借他山之石推动中国禁毒事业发展的朴素想法，介绍了日本的毒品犯罪现状、吸食毒品人群、毒品来源渠道以及毒品犯罪研究的领域归属等，着重解读了“对策”的重点“一体两断两借”。指出：中国禁毒必须扎扎实实“技术”攻关，准确定位禁毒技术，迅速建立并不断完善具有中国特色的“断绝毒源”和“断绝客源”两大系统。强调：必须充分认识，禁毒是促进中国社会安定的维稳工程，也是民族抢救民族、人类抢救人类的自救工程。     

Anaphylaxis After the Injection of Buprenorphine

Cause of death rulings in cases when the concentration of a drug or drugs is higher than observed following therapeutic use are generally straightforward “drug deaths.” However, when toxicology testing identifies drug concentrations consistent with therapeutic use or detects no drugs at all, then the cause of death determination is more complicated. Given the rapidity and protean manifestations of anaphylaxis, it should be considered in deaths where no other cause of death is apparent in a suspected drug death. This article reports two cases where an anaphylactic reaction was observed following either the actual or alleged use of therapeutic formulations of buprenorphine intravenously.     

日益加剧的“金新月”地区毒品渗透态势及对策研究

20世纪90年代以来，以阿富汗为中心的“金新月”地区毒品向我国渗透活动日益加剧，其走私贩运愈来愈呈现出国际化的趋势，对我国构成了极大威胁。堵源截流，加强国际禁毒合作是解决我国现阶段毒品问题的有效途径之一。目前，在上海合作组织框架内开展与中亚国家间的禁毒合作已取得初步成效，进一步广泛、深入地加强与周边国家的禁毒合作是维护我国周边区域安全的重要保障。     

理想与现实的交织——美国毒品外交的兴起及其外延与内涵评析

美国毒品外交是20世纪之初美国大国外交的内容之一。伴随着美国毒品外交政策的实施,以多边合作为特征的国际禁毒运动也应运而生。美国毒品外交除了具有理想主义外交的独特外延,更有着其强烈追求国家利益以及服从国家战略需要的内涵所在。对外延与内涵两个方面予以考察,应是探析美国毒品外交乃至整个美国外交政策的一个不容忽视的重要视点。
