The theoretical and empirical debate on the effects of corruption on economic development is unclear. Available cross-country evidence suggests that the impact of corruption on economic development may be either positive or negative. It is widely assumed that the struggle against corruption is essential for economic growth. However, corruption is clearly a multidimensional concept, encompassing a variety of discrete components. The author reviews the theory underlying these different causal mechanisms linking corruption to economic growth, and provides an introduction to some outstanding measurement issues. This paper takes a critical look at the effect of corruption on economic development in West African Economic and Monetary Union (UEMOA). The major results of the investigation indicate that all UEMOA countries are corrupt according to the variables of the Worldwide Governance Indicators (WGI). UEMOA countries have a deficiency to control corruption, so they need to improve their system of control. As a result, the fight against corruption is still a necessary job for all of UEMOA people.  相似文献

In 1978, China entered the era of reform and opening up. Faced the great depression, cultivating and assembling young talent became an important power to support rapid development of the country. The leadership of Communist Party led by Deng Xiaoping had a global sight, and began to reform higher education system, gradually cultivated and assembled the generation of young talents. This paper reviews the theoretical ideas and practical measures of Communist Party of China (CPC) to train and assemble young talents at the beginning of reform and opening up, analyzes and displays the particular and scientific method of young talents and the great achievements of young talents in this period. The paper consists of three parts, the practice of bringing up young talents, young cadres, young professional and technical personnel, and the modernization construction from young talents. These methods cultivate so many young talents as the pillars of state development, and the quality of youth increased rapidly. So many practical ways also have been used and influenced in China today, and these are not only the wealth for China, but also the important experience for the whole world.  相似文献

Abstract:  A young male was shot to death by a police officer with a Chinese Type 64 7.62 mm pistol when he was dealing with an aggravated assault arising from a traffic accident. By using scanning electron microscopy and energy dispersive X-ray spectroscopy (SEM/EDX), trace deposits on the discharged bullet and the intermediate target, i.e., a concrete telegraph pole at the scene, were identified to be from each other. The result demonstrated the bullet causing the death ricocheted from the concrete telegraph pole before striking the victim, thus indicating the incident was accidental. The case report illustrates the evidential value of trace materials derived, respectively, from discharged bullets and intermediate targets in bullet–intermediate target interaction for trajectory reconstruction. In addition, it indicates that the SEM/EDX method with its nondestructive nature, compared to other methods, may be more helpful in certain situations in determining the origins of trace evidentially valuable deposits on substrates.  相似文献

目的观察小鼠皮肤切创愈合过程中成纤维细胞激活蛋白(fibroblast activation protein,FAP)和α-平滑肌肌动蛋白(α-smooth muscle actin,α-SMA)表达的变化规律。方法应用免疫组织化学和West-ern印迹法检测小鼠皮肤切创后各个时间段FAP和α-SMA表达情况。结果免疫组化结果显示FAP与α-SMA在正常对照组及伤后1h组小鼠皮肤弱表达,伤后6h阳性细胞率开始升高,伤后5dFAP阳性细胞率达高峰,伤后3dα-SMA阳性细胞率达高峰,伤后14dFAP与α-SMA恢复至与对照组相同。Western印迹法检测显示FAP和α-SMA从1d起各个时间段均有表达,其中5d为FAP的表达高峰,3d为α-SMA的表达高峰。结论FAP可作为法医学皮肤切创形成时间的推断指标,α-SMA可作为损伤修复中后期的推断指标,FAP与α-SMA联合使用有望成为推断皮肤损伤时间的有效指标。  相似文献

目的探讨对人体手部气味分析鉴别的方法。方法以玻璃珠为采样介质,采用顶空固相微萃取及气-质联用选择离子监测(SIM)法分别对不同人体手部气味中主要挥发性成分:醇、酚、醛、酮、酸、酯6类物质进行测定。结果除了酸类和酚类物质不能用作区别不同人体气味的指标性成分外,其它4类物质均可作为鉴别不同人体气味的指标性成分。  相似文献

The identification of hypothermia as cause of the death was always quite problematic in the field of forensic medicine. The aim of the present study was to verify the determination of calcium content in post-mortem liver, heart, and skeletal muscle samples as the biochemical marker defining hypothermia as the cause of death. The study involved 43 autopsy cases in which the circumstances of death indicated the effects of overcooling. The control group consisted of material collected from the corpses of 30 persons who were not exposed to low temperatures but died due to technical injuries (n = 5), asphyxia (n = 6), intoxication with ethanol and other substances (n = 8), and acute myocardial infarction/ischemia (n = 11). The concentration of calcium in autopsy samples was determined applying flame atomic absorption spectroscopy. Our study showed no significant differences of calcium content in tissues of persons who died due to hypothermia, over those who died in normothermic conditions.  相似文献

在文件检验中,黑白红外线照相是一种检验变造文件的方法,然而,在某些情况下效果欠佳。为了提高检验的准确性,不妨可以应用红外线合成图像的方法。应用Photoshop图像处理方法,根据红外线彩色照相的感光原理和色彩再现过程,对数码照相机拍摄的可见光图像和红外线图像进行适当处理,即可生成红外线合成图像。这种图像可以反映字迹对可见光和红外线的吸收与反射情况,通过判断字迹颜色有否改变来检验书写色料的异同。由此可见,利用红外线合成图像方法检验某些变造文件,可以获得黑白红外线照相无法得到的检验结果,这对提高鉴定结论的准确性具有实际应用价值。  相似文献

The technique of principal component analysis has been applied to the UV-vis spectra of inks obtained from a wide range of black ballpoint pens available in the UK market. Both the pen ink and material extracted from the ink line on paper have been examined. Here, principal component analysis characterised each spectrum within a group through the numerical loadings attached to the first few principal components. Analysis of the spectra from multiple measurements on the same brand of pen showed excellent reproducibility and clear discrimination between inks that was supported by statistical analysis. Indeed it was possible to discriminate between the pen ink and the ink line from all brands examined in this way, suggesting that the solvent extraction process may have an influence on these results. For the complete set of 25 pens, interpretation of the loadings for the first few principal components showed that both the pen inks and the extracted ink lines may be classified in an objective manner and in agreement with the results of parallel thin layer chromatography studies. Within each class almost all inks could be individualised. Further work has shown that principal component analysis may be used to identify a particular ink from a database of reference UV-vis spectra and a strategy for developing this approach is suggested.  相似文献
